COMMISSIONERS Minute No. 132 Washington County Comnnfssioners Washington., PA, September 9, 1982 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Solicitor Bassi, Farrell Jackson, Coroner; Henry Fiumelli, Human Services Director; Ferdel Littleton, Deputy Sheriff; Linda Hands, Clerk - Steno II; Jon Stevens, Observer -Reporter; Ji1a Jefferson, WJPA and Helen Miller, League of Women. Voters. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and asked if there were any corrections, additions or omissions to Minute No. 131, each member having recei a copy. Moved by Mr, Gilmore, seconded by Mr. Paluso, that Minute No, 131 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Henry Fiumelli, Human Services Director Henry Fiumelli requested that the Board approve a proposal submitted by the Universi of Pittsburgh, Graduate School of Public Health, Department of Health Services Administration, Health Services Research Unit, to serve as consultant for the development of a Management Informa tion System for the Washington County Department of Human. Services. Mr. Fiurelli further explai ed the details of this proposal and stated that the cost would not exceed $30,000 and that the project should be completed within an 18-month period. Mr. Paluso asked if there was money in the budget to cover the cost of this project. Mr. Fiumelli answered that there was money in the various human services departments' budgets to cover this expenditure. Moved by Mr. Gilmmore,seconded by Mr. Paluso, that the Board accept the foregoing submitted by the University of Pittsburgh. Roll call vote taken: Mr. Paluso - Yes; Mr, Gilmore - Yes; Mr, Mascara - Yes, Motion carried unanimously. Mr. Fiumelli also requested that the Board approve a proposal submitted by the Com>sis Corporation of Bridgeville, Pennsylvania, to serve as a consultant in conducting a study assess- ing the ramifications of the Act 101, Section 406 Program - Reduced Share Ride Program for the Senior Citizens. Mr. Fiumelli further explained the details of this study. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board accept the proposal sub- mitted by the Comsis Corporation as per above and authorize Mr. Fiumelli to negotiate with said Corporation to submit a proposal to the Pennsylvania Department of Transportation to do this study vinich is 100% reimbursable, Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. .= Motion carried unanimously. 196 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. COMMISSIONERS Mr. Fiumelli recommended that the Board accept radio equipment from the Federal Emer- gency Management Agency through the Pennsylvania Emergency Management Agency to the Washington County Emergency Management Agency. Mr. Fiumelli explained that Mr. Daniels, EMA Coordinator, has recommended that the County accept this equipment which will add to the County's communica- tions network and which could be utilized by other departments, i.e., Sheriff, District Attorney and Coroner. Mr. Fiumelli explained that the base station is offered free of cost; the only cost to the County will be that of installation and maintenance. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board accept the radio equipment as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. (Coroner Jackson asked how this equipment would be beneficial to his office. Mr. Fiumelli ex- plained that he and Mr. Daniels could meet with Mr. Jackson to discuss how this equipment would be beneficial to the Coroner's Office.) Correspondence: Chief Clerk informed the Board of the receipt of the following check: Treasury - $128,300.00 - Employment & Training Program Chief Clerk made available to the news media the following News Releases in reference to the following projects: Reconstruction of Brooke Street in Robinson Township Canonsburg Townhouses, Phrase II - Site Sold to Factory Built Haines Reconstruction of Mill Street - Claysville Borough New Business: Chief Clerk presented to the Board for their consideration and approval the following Supplemental Budget Appropriation requests: 1. Request from the Sheriff's Office for the transfer of $2,500 fron Account No. 0503-424-00 (Employee Reimbursement Expenses) to Account No. 0503-428-00 (Special Request from the Sheriff's Office for the transfer of $500 from Account No. 0503-458-00 (Clothing) to Account No. 0503-456-00 (Minor Equipment) Request from the Sheriff's Office for the transfer of $500 from Account No. 0503-458-00 (Clothing) to Account No. 0503-451-00 (Office Supplies) Request from the Voter's Registration Office for the transfer of $1,500 from Account No. 0118-405-00 into the following accounts - $1,000 into Account No. 0118-454-00 (Other Supplies) and $500 into Account No. 0118-451-00 (Office Supplies Request from the Washington County Health Center for the transfer of $1,938 from Account No. 1023-403-01 (Wages) to Account No. 1023-440-00 (Insurance) Request from Magistrate Spence's Office for the transfer of $500 from Account No. 0701-429-00 (Contracted Maintenance & Repairs) to Account No. 0701-454-00 (Other Supplies) C! Motion carried unanimously. Chief Clerk presented to the Board a request from Mr. Seuber, Director of Planning and Development, to make arrangements with the South Strabane Township Volunteer Fire Department to dispose of a dilapidated structure owned by the County in Arden. The fire department will burn the building (a single story frame house) as part of a training program at no cost to the County. Chief Clerk noted that the land on which the structure sits was bought by the County f industrial development purposes. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board authorize Mr. Sember to make arrangements with the South Strabane Township Volunteer Fire Department to dispose of the dilapidated structure -as per, above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously.
