The Board of Washington County Commissioners met in regular session with the following
members being present: Commissioners Mascara, Gilmore and Paluso.l Also being present: Chief
Clerk Dallatore, Solicitor Bassi, William Sember, Director of the
Lignelli, Director of Property & Supplies and WCETA; Judge Sweet,
Human Services; Linda Hands, Clerk -Steno II; Jon Stevens, Observe
various Program and Department Meads, Jobn Thompson, United Way R

In reference to the Sheriff's request for additional funds for the payment of Special'

Deputies (See Minute No. 134 date 9-23-82, p. 209-210), Chief Clerk informed the Board of a
letter from, Judge Sweet addressed to Budget Director Gillespie stating that "it is agreeable
with the court to transfer $10,000 from the line account in the 1982 Budget called Constables
to the Sheriff"s Account".
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the transfer of $10,000 to
Account No, 0503-428-00 (Special Deputies) frm Account No. 0808-428-00 (Constables) as per
above.

October 3-9, 1982, as CONSERVATION DISTRICT WEEK a,nd uring all citizens to give recognition to
the people involved in the Washington County Conservation District and participate in their
events and activities.

Chief Clerk presented to the Board for their consideration and approval a request fran'
Human Services Director Henry Fiumelli to designate the Washington -Greene Community Action
Corporation as the permanent lead agency in administering the Community Services Block Grant.
It was noted that Greene County is taking similar action at its meeting today.
Moved by Mr. Gilmore, seconded by Mr. Paluso, designating the Washington -Greene Camr='
munity Action Corporation as lead agency as per above.

Chief Clerk presented to the Board for their consideration and approval a Medical
Assistance Program Inttrmediate Care Facility Agreement with the Department of Public Welfare
for recertification of the Washington County Health Center.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing agreement and
authorizing the Chairman to so execute.

In reference to the proposal of James Dugan, CPA, to audit the MHJMR Program for
FY 81-82 in the amount of $13,300 (See Minute No. 127 dated 8-5-82, p. 168), Chief Clerk
the Board that Mr. Dugan has submitted an additional proposal of $500 to audit the Marcy
Project which was not included in his original proposal, thereby increasing the total proposal
to $13,800, Chief Clerk noted that the Marcy Dispersal Project is 100% state funded.

Chief Clerk presented to the Board a request from the WCETA Director for an extension
to the Title IV = Agreement with the Pittsburgh Catholic Educational Programs, Inc. until
October 31, 1982, for the purpose of closing out the Fiscal Year 1982 Contract. This extension
will not increase the total amount of the existing contract.
Chief Clerk presented to the Board a request from the WCETA Director to enter into
agreements with the following contractors for the purpose of providing classroom training for 196
participants at a total cost not to exceed $669,000.00. The contract term is from October 1, 1982
thru. September 30, 1983 and will be funded under CETA Title II.

Chief Clerk presented to the Board a request from the WCETA Director to enter into
agreements with the following contractors for implementation of the Fiscal Year 1983 Plan:
1. SANS Associates will be contracted for the purpose of conducting a testing and
assessment program for approximately 1800 participants. The cost will not exceed
$170,000.
2. Private Industry Council will be contracted to serve approximately 170 participants
for On -The -Job Training positions at a cost not to exceed $425,000.

3. Washington Institute of Technology -Remedial will serve part�ppants that need
remedial education and GED help at a cost not to -exceed $36,000.
The terms of these agreements are for the period of October 1, 1982 thru. September 30,
1983.
Moved by Mr. Gi1wre, seconded by Mr. Paluso, approving the foregoing requests from
the WCETA Director with reference to the various Agrezts.

Chief Clerk presented to the Board for their consideration and approval an ,Agreement
with Uhutch General Contractors for the removal of the existing building located on Lpt No, 22,
Cherry Alley, Washington, PA. This is, in accordance with the Countys Lease Agreement with
St. Paul A.M.E. Church in which the County has agreed to remove the existing structure and
the lot for use as a parking lot for vehicles of County Officials and employees. The cost to
the County for the removal of this building by Uhutch General Contractors i_s $3,975.00.

Chief Clerk presented to the Board for their cons derat on and approval an Inspection.
Service Renewal Contract with Grinnel Fire Protection Systems Company, xnc. This contract �,a
for the inspection of the automatic sprinkler system at the Washington County Health. Center.
This is a one (1) year contract dated October 1, 1982 at a cost of $328.00 per year for four (4)
inspections.

Chief Clerk stated that Washington. County has received a grant from the Federal
Aviation Administration in the amount of $415,000. This amount represents 90% of the costs in-
volved in Phase I of the Airport Development Project #3-42-0101-01. The remaining 10% is shared
equally by the Commonwealth of Pa. and Washington County, The County's share of this $462,000
project is $23,000.

States Government through the Federal Aviation Administration as per above,

Chairman'lla.scara xead.to all those present the follawing Resolution:
WHEREAS, the United Way of Southwestern Pennsylvania serves over 100 agencies in
249 locations throughout the counties of Washington, Greene and Allegheny and;
WHEREAS, the United Way of Southwestern Pennsylvania survives on the support it
receives from contributors whose annual contributions are divided among these many agencies
which serve the many thousands of persons who comprise our region; and
WHEREAS, the Board of County Commissioners firmly believes in the true value of the
United Way Campaign and the employees of Washington County will be asked to support the
United Way Campaign, either by direct contribution or through the payroll deduction plan.
THEREFORE, BE IT RESOLVED, that the Board of County Commissioners designate the week
beginning October 4, 1982, as UNITED WAY WEEK in the County of Washington and urge each
County employee to contribute to the program. We further urge every citizen of the County
of Washington to recognize the valuable services provided to them by United Way Agencies
and encourage them to join us in contributing to the United Way of Southwestern Pennsylvania.

John Thompson, representative of the United Way, thanked the Commissioners for
the United Way Resolution and also for their awn personal contributions to the United Way.
Chairman Mascara then thanked Lou Lignelli and Joe Giecek for volunteering to serve
as Co -Chairmen for the United Way campaign.

Judge Sweet made a few comments on the United Way campaign and stated that he
would like to see 100% pa�`ticipation in the Courthouse.
There being no further business, Chairman Mascara declared the meeting adjourned
at approximately 10:15 a.m.
