COMMISSIONERS Minute No. 136 Washington County Commissioners Washington, PA, October 7, 1982 The Washington County Board of Commissioners met in regular session with the following being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Dallatore, Administrative Assistant Davis, Solicitor Bassi, Lou Lignelli, Director of W(ETAI and Property & Supplies; Farrell Jackson, Coroner; Metro Petrosky, Clerk of Courts; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Joann Sarkett, Brownsville Telegraph and Judy Schirer, WJPA. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and asked if there were any corrections, additions or omissions to Minute No. 135, each member having received' Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 135 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Business: - Bid Solicitor Bassi recommended to the Board that the bid for the furnishing and ins carpet for the Interior Courthouse Project be rejected and that the Chief Clerk receive to re -advertise for the bids. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid for the furnishing and in- tallation of carpet for the Interior Courthouse Project be rejected and the Chief Clerk per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk informed the Board of the receipt of the following checks: 1. U. S. Treasury - $20,200.00 - Employment & Training Program 2. Commonwealth of Pa. - $37,713.00 - Adult Services Block Grant 3. Cnwealth of Pa. - $5,977.17 - Medical Assistance 4. Commonwealth of Pa. - $99,620.85 - Pennsylvania Public Utility Realty Tax (97% of total share) Chief Clerk made available to the media the following News Releases: 1. Street Reconstruction Project in Monongahela 2. Reconstruction of Oak Street in Lincoln Hill 3. Street Reconstruction Project in Donegal Township 4. Sidewalk Improvements in Roscoe Borough 5. North Avenue Reconstruction Project in Twilight Borough 6. PALUSO, COMMISSIONERS 1 1 1 Chief Clerk informed the Board of a Notice from the Administrative Office of Pennsyl- vania Courts that the next course of instruction for prospective district justices will be con- ducted from November 8 thru December 4, 1982. New Business: Chief Clerk presented to the Board a Resolution calling attention to the efforts of Disabled American Veterans in its campaign to publicize the International Symbol of Access for handicapped persons and urging the citizens of the County of Washington to identify its meaning and to avoid the use of these parking spaces and the blocking of these entrance ramps and urging the occupants and visitors of the Washington County Courthouse and Courthouse Square Office Building to pay heed to the areas reserved for handicapped persons and to respect those areas accordingly. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously, Chief Clerk presented to the Board a Proclamation designating the week of October 10 thru 16, 1982, as FOSTER FAMILY WEEK in Washington County and urging all residents of Washington County to join in recognizing the valuable contributions made by foster families to Washington County and in appreciation of the Washington County Foster Parent Association. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with William A. Mitchell, Esquire, for services to the District Attorney's Office at a yearly sum of $11,900.00 ($991.67 paid on a monthly basis), effective October 1, 1982. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement with William A. Mitchell, Esquire. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. In connection with the Adult Services Block Grant, Chief Clerk informed the Board that the Human Services Advisory Commission and the Human Services Director have recommended approval of the following subcontractors for the balance of the current State fiscal year: Rion Washington County Agency Family Services of Washington II Social & Ccxmnmity Services, Diocese of Pittsburgh, Inc IIZ Social & Conmcmity Services, Diocese of Pittsburgh, Inc TV YWCA V Centerville Clinics, Inc. Vi Mon Valley United Health Services, Inc. Motion carried unanimously, Chief Clerk presented to the Board for their consideration and approval the Children and Youth 1983-86 Service Plan and 1983-84 Budget Estimate in the amount of $2,490,995. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Service Plan and Budget Estimate. Roll call vote taken: Mr. Paluso - Yes; W. Gilmore - Yes; W, Mascara - Yes Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Purchase of Service Agreements for the Children & Youth/Juvenile Probation Departments with the following agencies: The Bradley Center of Pittsburgh, Pennsylvania, and Try -Again Homes, Inc., of Waynes- burg, Pennsylvania. The term of these Agreements is from July 1, 1982 thru June 30, 1983. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Purchase of Service Agree- ments as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the Washington - Greene County Plan for Drug and Alcohol Services for FY 1983-86. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Plan. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously, Chief Clerk presented to the Board for their consideration and approval an Amendment to the Agreement with the Pennsylvania Department of Health, Office of Drug and Alcohol Programs, for an additional $26,010 of supplemental funds for D/A programs for the provision of treatment, intervention and prevention services. Moved by Mr. Gilxnore, seconded by Mr. Paluso, approving the Amendment to the Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement wi the Pennsylvania Hospitality Institute for the purpose of training 12 CETA participants in the field of Hotel/Motel management. The contract amount will not exceed $15,400.00. The contract will be set up as a Performance Based Contract in that the Institute will be paid according to their placement performance. Chief Clerk presented to the Board for their consideration and approval a (5) year Lease Renewal Agreement with Mr. & Mrs, D, Jack & Geraldine Gaido for the purpose of providing office space for District Magistrate Lilley in Meadowlands, The lease shall commence on December 1, 1982 and end on November 30, 1987 with a monthly rental of $455.00 per month throughout the term of the lease. All the terms and conditions of the previous lease are still in effect except that the janitorial services will be an a weekly basis instead of daily. Also, the Lessor has agreed to renovate and enlarge the front office and renovate the front of the building. Chief Clerk.also presented to the Board for their consideration and approval a (5) year Lease Renewal Agreement with Frances E. Brunner for the purpose of providing office space for District Magistrate McGraw in Burgettstown. This lease shall ccmnexlce on October 1, 1982 and end on September 30, 1987 and the monthly rental rate shall be $525.00 per month throughout the term of this lease. The Lessor also agrees to make the following changes within 6 months: 1. Carpet the office area 2. Install window blinds on all windows 3. Relocate the courtroom and reception area. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Supplemental Budget Appropriation requests: 1. Request framn the Voters Registration Office for the transfer of $700 from. Account No. 0119-421-00 (Advertising) into Account No. 0118-407-00 (Overtime) for the purpose of balancing the overtime account. 2. Request from. the Public Defender's Office for the transfer of $200 from. Account No. 0508-404-00 (Other Staff Salaries) to Account No. 0508-451-00 (Office Supplies) 3. Request from. the District Attorney's Office for the transfer of $144.96 from. Account No. 0507-451-00 (Office Supplies) to Account No. 0507-457-00 (Equipment Repairs) to cover an invoice from Diskwriter, Inc. 4. Request from. the Children & Youth Social Service Agency for the transfer of $50.00 from Account No. 0301-424-00 (Employee Reimbursement Expense) to Account No. 0301- 447-00 (Miscellaneous) 5, Request from. the Tax Claim Bureau for the transfer of $4,000 from. Account No. 0108-404-00 (Other Staff Salaries) to Account No. 0108-447-03 (Title Search) 6, Request from. the Property & Supplies Department for the transfer of $1, 000 from. Request for the transfer of $3,840 from Account No. 1906-475'-04 (Office Equipment) to Account No. 1905-447-10 (Computer Equipment - Data Processing) Capital Fund Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Supplemental Budget Appropriation requests. Chief Clerk presented to the Board for their consideration and approval a request from the Property & Supplies Director to obtain quotes for the removal of the smoke stack and repair lof a partial roof of the boiler roan at the former Old Men's Home located at Arden. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Property & Supplies Ito obtain quotes as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr, Mascara - Yes, �btion carried unanimously. Chief Clerk requested from the Board authorization to advertise for bids for the paving of a parking lot adjacent to Cherry Alley. Moved by Mr. Gilmore, seconded by Mr, Paluso, giving the Chief Clerk authorization to advertise as per above, Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk announced to all those present that the Cotnty Offices will be closed on Monday, October 11, in observance of the Columbus Day Holiday.
