Washington, PA, October 21, 1982
The Board of Washington County Commissioners met in regular session with the
members being present: Comrmi.ssioners Gilmore and Mascara. Absent being: Conmi_ssioner Paluso,
who was ill. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis,
Solicitor Bassi, Metro Petrosky, Clerk of Courts; Charles Gillespie, Budget Director; Linda
Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Joann Sarkett,
Brownsville Telegraph and Lucy Rea, interested citizen.
Chairman Mascara called the meeting to order at approximately 10:00 a.m, and asked if
there were any corrections, additions or omissions to Minute No. 137, each member having received
a copy.

Correspondence:
Chief Clerk informed the Board of the receipt of the following check:
1. Commonwealth of Pa. - $25,337.55 - Day Care Contract - Month of August
Chief Clerk made available to the news media the following News Releases:
1. Cowden Road Storm Drainage Improvement Project in Cross Creek Township
j 2. Modernization Funds for four Housing Authority Projects
New Business:
Chief Clerk presented to the Board for their consideration and approval a Purchase
of Service Agreement with New Directions, Inc., of Connellsville, Pennsylvania, for the Children
and Youth/Juvenile Probation Departments for FY 82-83 at a per diem rate of $55.00.
Moved by 17r. Gilnore, seconded by Mr. Mascara, approving the foregoing Purchase of
Service Agreement with New Directions, Inc.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval a Memorandum
of Agreement between the County and Local 585, Service Employees International Union, AFL-CIO,
concerning leaves of absence for illness. Chief Clerk noted that this Memorandum of Agreement
changes the provisions concerning the payment of fringe benefits and eliminates the
requirement of exhaustion of vacation time.
Moved by Mr. Gilmore, seconded by Mr. Mascara, to approve the foregoing Memorandum
of Agreement with Local 585, S.E.I.U., AFL-CIO, concerning leaves of absence for illness. I

Chief Clerk presented to the Board a request for authorization to sell two tracts of
land and buildings awned by the County located in Mingo Creek Park in Nottingham Township.
Moved by Mr. Gilmore, seconded by Mr. Mascara, authorizing the sale of the foregoing
property and directing Solicitor Bassi and Planning Director Sember to follow all necessary legal
steps in the sale of said property.

Chief Clerk presented to the Board for their consideration and approval the following
Supplemental Budget Appropriation requests:
1. Request from the Domestic Relations Office for the transfer of $1,300.from
Account No. 0601-422-00 (Telephone) to Account No. 0601-428-00 (Contracted
Services) - $500 and to Account No. 0601-431-00 (Xerox) - $800.
2. Request from the Register of Wills Office for the transfer of $300 from
Account No. 0502-421-00 (Advertising) to Account No, 0502-453-00 (Maintenance
and Repair)
3. Request from the Adult Probation Office for the transfer of $500 from
Account No. 0250-403-00 (Salaries of Professional Staff) to Account No.
0250-451-00 (Office Supplies)
4. Request from the Children & Youth Department for the transfer of $4,000
from Account No. 0303-432-01 (Foster Care -Payments for the Maintenance of
Juveniles) to Account No. 0304-474-00 (Autos & Trucks)
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Supplemental
Budget Appropriation requests.

Chief Clerk informed the Board that the following individuals have been recommended

Chief Clerk recommended to .the Board the appointment of Edwin C. Moyer of Washington,
Pennsylvania, to a vacancy on the Redevelopment Authority for a five-year term, expiring
July 30, 1987.
Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the foregoing appointment
of Edwin C. Moyer to the Redevelopment Authority.

Meeting recessed until 10:30 a.m.
When the meeting re -convened for bid opening, Larry Delsignore of Black Top Paving
Company, Mrs. Pennline, Personnel Director, Bill Sember of the Planning Commission and Lou Ligne
Director of Property & Supplies, entered the meeting.
10:30 A.M. - OPENING OF BIDS - Asphalt paving of the parking lot adjacent to Cherry Alley
Controller Beharry opened and read the following bids:

A Bid Bond in the amount of 10% accompanied the bid.

A Bid Bond in the amount of 10% accompanied the bid.
After the bids were opened, Chairman Mascara declared the meeting recessed so that
the bids could be reviewed. Meeting re -convened and Chairman Mascara recommended that action be
(taken to award the bid due to the fact that the asphalt plants will be closed shortly because of
the winter season and the Board wants to have this parking lot paved by the end of the year.
Moved by Mr. Gilmore, seconded by Mr. Mascara, that the bids for the Asphalt paving
lof the parking lot adjacent to Cherry Alley be awarded to BURRELL CONSTRUCTION SUPPLY CO., INC.,
lof Donora, this being the lowest responsible bid received.
