PALUSO, COMMISSIONERS Minute No. 139 Washington County Commissioners Washington, PA, October 28, 1982 The Board of Washington County Commissioners net in regular session with the following members being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Solicitor Bassi, Farrell Jackson, Coroner; Lou Lignelli, Director of Property & Supplies and WCETA; Bill Sember of the Planning Commission; Linda Hands, Clerk -Steno II and Joann Sarkett, Brownsville Telegraph; Robert Lettrich, Architect. Chairman called the meeting to order at approximately 2:00 p.m. and asked if there were any corrections, additions or omissions to Minute No. 138, each member having received a Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 138 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk informed the Board of the receipt of the following checks: 1. U. S. Treasury - $25,000.00 and $27,400.00 - Employment & Training Program 2. Commonwealth of Pa. - $2,857.44 - Pennsylvania EMA - quarterly reimbursement 3. Commonwealth of Pa. - $268,235.30 - Medical Assistance Business: Chief Clerk stated that Washington County has received a grant from the Department of tion, Federal Aviation Administration, in the amount of $800,000. This amount of the costs involved in Phase II of the Airport Development Project lf3-42-0101-01. The 100% is shared equally by the Commonwealth of Pennsylvania and Washington County, The y's share of this $888,889 project is $44,445. Chief Clerk noted that these funds will be to construct an aircraft parking apron, taxiway connection to the existing runway, an access that will allow development to occur an the Airport's north side and perimeter security ng. Chief Clerk also noted that these funds are in addition to the $415,000 awarded to the y in September. Moved by Mr. Gi7more,.,seconded by Mr. Paluso, to accept the Grant Offer from the United Government through the Federal Aviation. Administration as per above. Chief Clerk presented to the Board for their consideration and approval Amendment . 1 to the Grant Agreement with the Department of Transportation, Federal Aviation Project lk3-42-0101-01-82 (Contract No. FA-EA-2259) dated September 30, 1982, which revises the ant to reflect payment of the federal share by the letter of credit method. PALUSO, COMMISSIONERS Moved by Mr. Paluso, seconded by Mr. Gilmre, approving the foregoing Amendment No, 1 to the Grant Agreement with the Department of Transportation, Federal Aviation Administration. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr, Mascara Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval amendments to the schedule of payments with the Private Industry Council"s contracts #1037 and #1038. The schedule of payments will be changed from a reimbursement method to an advancement method. This amendment will permit the PIC to request advance funds and make expenditures for costs incurred against its existing CETA contracts. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing amendments to the PIC contracts. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for the purpose of renovatingi the basement portion of the North Strabane Township Building into a Magistrate's office. Moved by Mr. Gilmore, seconded by Mr. Paluso, giving the Chief Clerk authorization to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Supplemental Budget Appropriation requests: 1. Request from the Planning Cession for the transfer of $500 from Liquid Fuels Account No. 2310-404-00 into Planning Commission Account No. 0121-431-00 to pay for Liquid Fuels share of Xerox machine expenses. 2. Request for the transfer of $9,725 to Account No. 1905-474-00 (Autos & Trucks - General Motor Pool) from Account No. 1905-474-56 (Autos & Trucks - Parks) - $7,403 and Account No. 1905-475-56 (Machinery & Equipment - Parks) - $2,322- CAPITAL BUDGET. 3. Request from the Voter Registration - Conduct of Elections - for the transfer of $23,166 to Account No. 119 (Conduct of General Election) from Account No. 118 (Voter Registration);also for the appropriation from the unencumbered balance the amount of $11,334 to Account No. 119 (Conduct of General Election). Moved by Mr. Gilmore, j3econded by Mr. Paluso, approving the foregoing Supplemental Budget Appropriation requests. Roll call vote taken: Yx. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval an Agreement with Robert Stacko of Hickory, Pennsylvania, for the purpose of harvesting hay in Cross Creek. The term of said Agreement is from October 15, 1982 through October 15, 1983. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement with Robert Stacko. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk announced to all those present that the County Offices will be closed on Tuesday, November 2nd,due to Election Day. Meeting recessed at 2,05 p,m,-Meeting re -convened at 2:10 p.m. for opening of bids. Chairman Mascara noted that a bid from F. J. Busse Company was stamped in by the Controller's Office at 10:33 a.m. He stated that it is the pr'ero of the County Commiss to either accept or reject the bid since it was received after the 10:30 a.m. deadline. Mr. Mascara stated that it is the consensus of the Board to accept said bid.
