COMMISSIONERS Minute No. 140 Washington County Commissioners Washington, PA, November 4, 1982 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Da.11atore, Administrative Assistant Davis; Solicitor Bassi, Bill Sember, Director of the Planning Commission; Betty Ross, Chief Court Reporter; Linda Hands, Clerk -Steno II; Jim Jeffer WJPA; Jon Stevens, Observer -Reporter and Joann Sarkett, Brownsville Telegraph. Chairman Mascara called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 139, each member having recei a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 139 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Chairman Mascara read a Proclamation declaring the month of November, 1982, as "RESERVE OFFICERS ASSOCIATION MONTH" and calling on all citizens of the County to join in hor the men and women who comprise this Association. Moved by Mr. Gilmore, seconded by Mr. Paluso, to adopt the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara then presented the Proclamation to Stanley J. Shutok, Major, U.S. Air Colonel, Force (retired) and Armand DiVencenzo, U.S. Army (retired). i !Old Business: Jail Renovation Bids I Chief Clerk recommended to the Board that the bids for the Jail Renovation Project be for further review. The Board was in agreement to continue to table the bids for the Jail Renovation Proj further review. Chief Clerk informed the Board of the receipt of the following check: 1. Commonwealth of Pa. - $1,514.19 - Medical Assistance New Business: Chief Clerk presented to the Board a Land Lease Agreement with Baldwin Electric Company for property at the Washington County Airport. The initial term of this Lease shall be for a period of thirty-two (32) years commencing an June 1, 1982, and ending on May 31, 2014. ,annual basic rental for the first four years of the lease is $5,305.60; the annual basic rental ror the next four years is $6,366.72. All other rental charges made for the remainder of the initial term and for any renewal terms shall be made at the discretion of the Board of Commissioners. Moved by Mr. Gilmore, seconded by Mr. Paluso, to approve the foregoing Land Lease (Agreement with Baldwin Electric Company. (Mr. Gillespie entered the meeting) Chief Clerk presented to the Board a renewal agreement with Arlene Adelman, Licensed Physical Therapist for the Washington County Health Center, who would perform said services 11 hours per week at the rate of $21.00 per hour. This agreement shall be effective through November 22, 1983. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Agreement with Arlene Adelman. Chief Clerk presented to the Board for their consideration and approval the following Supplemental Budget Appropriation requests: 1. Request from the Emergency Management Agency for the transfer of $500 from Account No. 0157-412-00 (Retirement) to Account No. 0157-424-00 (Employee Reimbursed Expenses); transfer of $250 from Account No. 0157-412- 00 (Retirement) to Account No. 0157-431-00 (Xerox); and transfer of $250 from Account No. 0157-414-00 (Unemployment Compensation) to Account No. 0157- 451-00 (Office Supplies) 2. Request from the Recorder of Deeds for a Supplemental Budget Appropriation. of $10,000 -- $3,250 to adjust salary of Recorder $6,750 to meet expenses incurred for contracted indexing services. (This amount should pay for invoices presently unpaid and expected services through November. Currently unpaid work done for September totals $2,763.58.) 3. Request from the Treasurer's Office for: 1. Supplemental -Appropriation of $2,013.87 to Account No. 107-442-00 (Data Processing) for a one-time charge for placing machines in Treasurer's Office on line to computer. 2. Transfer of $474.45 from Account No. 107-406-00 (Temporary Wages) to Account No. 107-442-00 (Data Processing). 3. Transfer of $104.78 from Account No. 107-441-00 (Education Expenses) to Account No. 107-442-00 (Data Processing). 4. Request from the Planning Commission for the transfer of $1,500 fran Account No. 0121-424-00 (Employee Reimbursed Expenses) and distribute as follows: $400 to Account No. 0121-447-00 (Association dues & expenses), $850 to Account No. 0121-422-00 (Telephone) and $250 to Account No. 0121-451-00 (Office Supplies). Request from the Court Administrator's Office for the transfer of $7,000 from Account No. 0808-446-05 (Jurors' Luncheons) to Account No. 0808-447-02 (Misc. Defend. Attorney Fund) 8. Miller Roofing, Inc. in the amount of $3,500.00 for the purposes of completing roof work on the upper and lower levels of the Washington County Health Center. This is in junction with the materials which will be supplied by Koppers Company to repair the leaks and flashing of the damaged portions of the roof. Under the bond, Koppers have agreed to supply the and labor costs of the roof areas where leaks are occurring. Furthermore, Koppers has to supply the materials to repair the flashing of the roof but labor cost is the respon- iblity of Washington County. This has been reviewed by our architectural firm of Wallover and tchell. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement with . W. Miller Roofing, Inc.
