PALUSO, COMMISSIONERS 1 L� 1 IMinute No. 142 Washington County Commissioners Washington, PA, December 2, 1982, The Board of Washington County Commissioners net in regular session with the following members being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Solicitor Bassi, Farrell Jackson, Coroner; Bill Sember, Director of the Planning Commission; Roland Bourke, Executive Director of the Redevelop- ment Authority; Lou Lignelli, Director of Property & Supplies and WCETA; Henry Fiumbelli, Director of Hunan Services; Margaret Penmline, Personnel Director; Sheriff Fazzoni; Tammy Wade, Court Administrator's Office; Linda hands, Clerk -Steno II; Jim Jefferson, WJPA; Joann Sarkett, Brownsville Telegraph and Jon Stevens, Observer -+Reporter. Chairman Mascara called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 141, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 141 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; 11r, Mascara - Yes. Motion carried unanimously. (Miss Beharry entered the meeting) Special Order of Business: Sheriff Fazzoni made a request to the Board for an additional $10,000 to be used to finish out the remainder of the year to pay the Special Deputies. A brief discussion followed. Chairman. Mascara stated that the Board would get back to him on this matter. Roland Bourke of the Redevelopment Authority presented to the Board for their consider ation and approval a Resolution approving revisions for the County`s Community Development for fiscal years 1978, 1979, 1980, 1981 and 1982 respectively, authorized under the Housing and Community Development Act of 1974, as amended. Mr. Bourke briefly outlined the revisions. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Old Business: - BIDS - Carpeting for the Interior Courthouse Project Solicitor Bassi informed the Board that Richard Glance, County Architect, reviewed the bids and recommended that the bid be awarded to the low bidder, STERN FURNITURE CaIVANY, of Pittsburgh, this being the lowest responsible bid received according to the specifications. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid for the furnishing and in- stallation of carpet for the Interior Courthouse Project be awarded as per above. Roll call vote taken: 11r. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara pointed out that the County had received one bid before and that by re -bidding this project, the County was able to save approximately $6,000. 4�. Treasury - $56,500.00 and $42,000.00 - Employment & Training Program 2. Commonwealth of Pa. - Medical Assistance - $249,462.76 $ 772.51 $ 3,834.90 3. Commmonwealth of Pa. - $3,152.10 - Indochinese Refugees for period of April - June, 1982 4. Commonwealth of Pa. - $74,877.26 - Expenditures incurred under OFF Systems Program Cross Creek Project Chief Clerk made available to the news media a News Release in reference to the fol 1. Charleroi Central Business District Renewal Area Facade Improvement Project New Business: Chief Clerk presented to the Board for their consideration and approval the following Proclamations: 1. Proclamation congratulating and recognizing any and all parties who have to the success of the Ringgold Rams football program, while paying special tribute to the coaches and players who have brought pride to themselves, their school district and the County of 2. Proclamation recognizing and commending the coaches, staff and players of the 1982 Washington High School varsity football team who have once again maintained this County's enviabl position as the home of fine scholastic sports and players. 3. Proclamation declaring the month of Decenber as "BLOOD RECOGNITION MONTH" in Washington County and urging the population of this County to offer the priceless gift of blood that may be used to save the life of a fellow citizen and that this Board, in cooperation with Central Blood Bank, pays tribute to every citizen of this County who gives blood during this month. ' Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Proclamations. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval two Grant -in - Aid Applications to the Juvenile Court Judges' Commission for the Juvenile Probation Department for FY83. The first application is in the amount of $8,000 for the Aftercare Program; the application is in the amount of $32,552 for staff salaries and training. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the two Grant -in -Aid App as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. COMMISSIONERS E 1 Chief Clerk requested authorization to advertise for bids for Ejectment and Index Books for the Prothonotary's Office. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. MascarA - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an. amendment Ito the Agreement with Technicians Training School as follows: Technicians Training School Title IIB Previous Auth. Amt. $18,749.00 Add. Monies Reg. $306.96 Revised Auth. Am#. $19,055.96 The purpose of the amendment to this Agreement is to add monies for the 5 participants registration fee and supplies. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing amendment to the Agreement with Technicians Training School. Chief Clerk presented to the Board for their consideration and approval an invoice in the amount of $1,278.00 from the National Association of Counties (NACo) which represents a one- time special service fee requested by NACo from the member counties. invoice. Chief Clerk informed the Board that the following individuals have been recommended for appointment/reappointment to the Washington/Greene MH/MR Board for the period of January 1, 1983 thru December 31, 1985: Dr. Daniel Johnson R.D. #1 Avella, PA 15312 (appointment - replacing Dorothy Squibb) Mr. Roger Grandy 209 Davidson Drive Speers Charleroi, PA 15022 (reappointment) Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing appointment/re- appointments to the Washington -Greene MH/MR Board. Request from the Property & Supplies Department for the supplemental appropriation of $377.78 for checks received as reimbursement for expenses. 2. Request from the Controller's Office for the transfer of $3,509.00 from Account No. 0103-403-00 (Salaries of Prof. Staff) to Account No. 0103-406-00 (Temporary Wages) ($2,660.00) and Account No. 0103-475-00 (Office Equipment) ($849.00). 3. Request from the Washington County Health Center (Social Services) for the transf of $450 from Account No. 1040-441-00 (Education Expenses) to Account No. 1040-407 (Overtime). 4. Request from the Washington County Health Center (Nursing Care Dept.) for the fer of $50,000 from Account No. 1020-405-00 (Wages) to Account No. 1020-407-00 (Overtime) . 5. PENNSYLVANIA 1 Chairman Mascara noted that the 1983 County Budget is complete and calls for no tax increase and will be posted on December 9, 1982. Chairman Mascara announced to all those present that there will be a Proposed Use Hearing for General Revenue Sharing Funds at 1:30 p.m. in the Public Meeting Rain. (Dec. 2, 1982) Solicitor: Solicitor Bassi presented to the Board for their consideration and approval the ing Tax Refunds.
