COMMISSIONERS 1 L� 1 Minute No. 143 Washington County Commissioners Washington, PA, December 9, 1982 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Dallatore, Solicitor Bassi, Administrative Assistant Davis, Coroner Jackson, Judge Thomas Gladden, Margaret Pennline, Personnel Director; Lou Lignelli, Director of Property & Supplies and WCETA; Bill Sember and Earl Bugaile, Planning Commission; Linda Hands, Clerk -Steno II; Karen Hughe Judge Gladden's Office; Mary Jo Simms, Washington -Greene Prevention Corporation; Jim Jefferson, WJPA; Jon Stevens, Observer -Reporter and Joann Sarkett, Brownsville Telegraph. Chairman. Mascara called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or anissions to Minute No. 142, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 142 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Judge Thomas Gladden., a member of the Washington Area Chemical People Task Force, duced to the Board Mary Jo Simms of the Washington -Greene Prevention Corporation. Ms. Simms made a few comments and requested that the Camnissioners declare the week of December 12-18th, 1982, as DRUNK AND DRUGGED DRIVING AWARENESS WEEK in Washington County. Chairman Mascara then read a Proclamation whereby the Board of Washington County Commissioners, in cooperation with the Senate and House of Representatives of the United States, proclaim the week of December 12-18th, 1982, as "Drunk and Drugged Driving Awareness Week' in Washington County and urge all citizens to avoid the combination of alcohol and drugs with drivi so as to permit all our citizens to enjoy a safe Holiday Season. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara ._ Yes. Motion carried unanimously. Old Business: Chairman Mascara noted that the Commissioners will be meeting with Sheriff Fazzoni to discuss the matter of funds for the payment of Special Deputies. Correspondence: Chief Clerk informed the Board of the receipt of the following check: 1. Chief Clerk noted that the agreement would run from January 1, 1983 thru June 30, 1983, on a fee-for-ser�?ice basis at an hourly rate of $50.00 for an amount not to exceed $3,000.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement with William Hambacher and Associates, Inc. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an. Agreement with St. John's ADR Center for services to the Washington -Greene Drug and Alcohol Program for FY 82/83. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement and authorizing the Chairman to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement wit the CZwealth of Pennsylvania Office of Employment Security for the purpose of obtaining verification of unemployment compensation histories for its Title II B/C participants. The cc will be on per/history basis ($.78/initial verification and $.68 for subsequent weekly verific The term of this agreement shall be for the period of October 1, 1982 thou September 30, 1983. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement with the Pennsylvania Office of Employment Security. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board a request to authorize permission to proceed with implementation of Phase 3 of Granville Stream Clearance and Maintenance Project which is to be done on Pike Run. and Gorby Run in California Borough and will involve vegetation removal, removal of siltation build-up, gravel bars and miscellaneous debris from the stream. The work will be done on approximately 4700 feet of stream channel. Chief Clerk noted that permission is requeste, to proceed in order to comply with agreements the County has with the Army Corps of Engineers and with M & M Equipment Sales Company of Burgettstown and in response to a Condition Report prepared by the Army Corps of Engineers dated April 2, 1982, The third phase calls for payment of $16, Chief Clerk stated the agreement has been reviewed by Solicitor Bassi and Bill Sember and it is felt that everything is in order and that the permission to proceed should be given. above. PALUSO, COMMISSIONERS Chief Clerk stated that it has been recommended that the mileage reimbursement for County employees be increased from 17 cents per mile to 20 cents per mile, effective January 1, 1983. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the increase of mileage reim- bursement for County employees as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk informed the Board that it has been recommended that Commissioner Frank R. Mascara be reappointed to the Washington -Greene MR/MR Board for a 3-year term effective January 1983 thru December 31, 1985, Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the reappointment of Frank R. Mascara to the Washington -Greene NH/MR Board for a 3-year term. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Supplemental Budget Appropriation requests: 1. Request from the Planning Department for the supplemental appropriation of $4,517.40 to Account No. 0121-403-00 (Salaries of Prof. Staff). This represents actual time spent by the Planning Staff on Liquid Fuels work and conforms to 1982 operating budgets of Planning and Liquid Fuels Departtm nts. 2. Request from Magistrate McGraw's Office for the.transfer of $50.00 from Account No. 0711-429-00 (Contracted Main. & Repair) to Account No. 0711- 451-00 (Office Supplies). 3.
