Washington County Commissioners
Washington, PA, December 16, 1982
The Board of Washington County Comx&ssioners met in regular session with the following
members being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief
Clerk Dallatore, Solicitor Bassi, Administrative Assistant Davis, Coroner Jackson, Bill Sember of
the Planning Commission; Lou Lignelli, Director of Property & Supplies and WCETA; Linda Hands,
Clerk -Steno II; Bob Sabot and Scott Myers, W[EG; Joarm Sarkett, Brownsville Telegraph.
Chairman. Mascara called the meeting to order at approximately 10:00 a.m. and asked if
there were any corrections, additions or omissions to Minute No. 143, each member having received

Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 143 be approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Old Business:
Chief Clerk noted that there is a balance of $150.00 in the Sheriff's Budget for
Deputies and that approximately $1,500.00 is needed to process the payments through today's
Salary Board meeting.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving a Supplemental Appropriation
of $2,000.00 to the Sheriff's Budget for payment of Special Deputies.

Motion carried unanimously.
Solicitor Bassi noted that the Department of Property & Supplies and the Health Center
have reviewed the bids for the Delivery and Pickup of Laundry Items for the Washington County
Health Center and have recommended that the bid be awarded to ASSOCIATED TEXTILE SYSM4S, INC.,
the lowest bidder.
Ploved by Mr, Paluso, seconded by Mr. Gilmore, that the bids for the Laundry Items for
the Health Center be awarded as per above.

Special Order of Business:
Roland Bourke of the Redevelopment Authority presented to the Board for their consider-
ation and approval a Resolution for the Redevelopment Proposal for the Franklin Avenue Redevelop -
went Area. Mr. Bourke briefly outlined the project.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution.

Mr. Bourke presented to the Board for their consideration and approval a Resolution
for the Redevelopment Proposal for the Pike Street Redevelopment Area No. VIII. Mr. Bourke
briefly outlined the project.

Chief Clerk informed the Board of the receipt of the following checks:

Chief Clerk informed the Board of a notice from the Administrative Office of Pennsyl•
Courts that the next course of instruction for prospective district justices will be conducted
January 31 through February 25, 1983.
New Business:
Chief Clerk presented to the Board for their consideration and approval an Agreement
between the Washington -Greene County MR/MR Program and the Mon Valley Vocational Rehabilitation
Center for the term of July 1, 1982, through June 30, 1983, at a per diem rate of $15.00 from
7-1-82 to 8-31-82 and $16.25 from 9-1-82 to 6-30-83,
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement between
Washington -Greene County MH/MR and the Mon Valley Vocational Rehabilitation Center.

Chief Clerk noted that the authorized signers will be Commissioners Frank R. Mascara, David L.
Gilmore and Edward M. Paluso and William P. Sember, Director of Planning and Development.

1. Request from the Controller's Office for the transfer of $2,155.48 from Account No.
0103-428-01 (Contracted Payroll Services) into Account No. 0103-428-02 (T.A.G.
Upgrade).
2, Request from the Sheriff's Office for the Supplemental Appropriation of $50.00
to Account No. 0503-452-00 (Auto Operating Expenses) for Wilson Display Insurance

Chief Clerk informed the Board that subsequent to the Board's action of March 11, 1982,
(Minute No. 107, pg. 58-59), concerning the appointments to the County Library Board and the
terms thereto, the County Library Board adopted by-laws on September 8, 1982, which provide that
the terms of the first appointees to the Library Board will run from July 1, 1982, through
December 31, 1983.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving that the terms of the first
appointees to the County Library Board run from July 1, 1982, through December 31, 1983; this
faction being in accordance with the by-laws of the County Library Board as per above.
