COMMISSIONERS Minute No. 145 Washington County Commissioners Washington, PA, December 23, 1982 The Board of Washington County Commissioners met in regular session with the following being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Solicitor Bassi, Farrell Jackson, Coroner; Rubis, Director of Veterans Affairs; Roland Bourke of the Redevelopment Authority; Edward Woods of the Agricultural Extension; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA; Scott Myers, ; Jon Stevens, Observer -Reporter and Joann Sarkett, Brownsville Telegraph. ,copy. Chairman Mascara called the meeting to order at approximately 10:05 and asked if there any corrections, additions or omissions to Minute No. 144, each member having received a Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 144 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Mesdeo Rubis, Director of Veterans Affairs, recommended that the Roagd appoint the following individuals to serve as the Commissioners' Veterans Advisory Council for the peri:oc of 1-1-83 to 12-31-83. Mr. Rubis explained that this ll-member Council will be responsible for determining the needs of County veterans and veterans organizations and making recommendations to the Board of Commissioners an matters pertaining to veterans. COMMISSIONERS 1 C� Roland Bourke of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution rescinding a Resolution adopted by the Board of County Commissioners in November 1980 providing for the approval of a Contract for sale of land in the Donora Southgate Urban Renewal Area, Parcel 13-A, Perna. R-324. Mr. Bourke also presented to the Board for their consideration and approval a Reso approving the proposal for Redevelopment Disposition Parcel 13-A in the Donora Southgate Urban Renewal Area by Roll-R-Skate II, Inc., a Pennsylvania Corporation and the form of the Redeve Contract with said Developer. Mr. Bourke briefly outlined both Resolutions. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolutions. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara read a Proclamation whereby the Board of Commissioners are urging all farm operators within the County to complete and return promptly the farm census questionnaires they have received in the mail and thus help make the 1982 census the most successful in a series of 22 farm census counts which began in 1840. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U. S. Treasury - $23,600.00 and $20,500.00 - Employment & Training Program Chief Clerk made available to the news media a News Release in reference to the project: 1. Acquisition of property by Washington County Housing Authority relevant to two County Housing Projects. New Business: Chief Clerk informed the Board that William Porter and Ernest Watson have been for reappointment to the Washington County Planning Commission for four-year terms beginning January 1, 1983, and ending January 1, 1987. Moved by Mr. Gilmore, seconded by Mr. Paluso, reappointing William Porter and Ernest Watson to the Washington County Planning Commission as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried Lmanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement between the Washington -Greene County NH/MR Program and Highland Youth Services for the period of September 1, 1982, thru June 30, 1983, at the per diem rate of $5,50 for adolescents and $6.50 children. COMMISSIONERS Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement between. _.... the Washington -Greene County MH/MR Program and Highland Youth Services. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a proposal from Dugan and Milinovich, CPA's, to audit the financial statements of the Washington County Employees Retirement Fund for the year ending December 31, 1982. Chief Clerk noted that the fee for this audit would be $2,400.00, the same fee as the prior year. Moved by Mr. Gilmore, seconded by Mr. Paluso, accepting the foregoing proposal from Dugan and Milinovich, CPA's. Roll call vote taken: Mr, Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Supplemental Budget Appropriation requests: 1. Request from the Sheriff's Office for the transfer of $1,500 to Account No. 503-428-00 (Special Deputies) from Account No. 503-424-00 (Employee Reimbursed Expenses). 2. Request from the Sheriff's Office for the transfer of $1,921.20 to Account No. 503-451-00 (Office Supplies) from Account No. 503-458-00 (Clothing) - $1,250 and Account No. 503-476-00 (Furniture) - $671.20. 3. Request from the Sheriff's Office for the transfer df $1,250 to Account No. 503-452-00 (Automotive Operation) from Account No. 503-422-00 (Telephone) - $750 and Account No. 503-423-00 (Postage) - $500. 4. Request from the Department of Parks and Recreation for the transfer of $500 from Account No. 0156-406-00 (Wages - Temporary) to Account No. 0156-428-01 (Constables). 5. Request from the District Attorney's Office for the transfer of $300 from Account No. 507-405-01 (undercover Agents) to Account No. 507-434-01 (Under- cover Agents - Drug Purchases). 6. Request from the District Attorney's Office for the transfer of $700 from Account No. 507-405-01 (Undercover Agents) to Account No. 507-424-01 (Employee Reimbursed Expenses - Undercover). Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Supplemental Budg t Appropriation requests. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk informed the Board that the 1982 County contribution into -,the Employees Retirement Fund is $846,825.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the payment of $846,825.00 into the Employees Retirement Fund as per above. Badzik Printing Service, Inc. 401 Thompson Avenue Donora, PA 15033 Price per book F.O.B. Destination $161.53 TOTAL COST (26 books) $4,200.00 A Bid Bond in the amount of 10% accompanied the bid. 2. C. Edwin Hultman Company 140 Bradford Avenue Pittsburgh, PA 15205 Price per Book F.O.B. Destination $177.00 TOTAL COST (26 books) $4,602.00 A Bid Bond in the amount of 10% accompanied the bid. (Commissioner Gilmore noted that there was a rush on these books and recommended that the bid be awarded at today's meeting). Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bids for the Ejectment and Miscellaneous Index Books for the Prothonotary's Office be awarded to BADZIK PRINTING SERVICE, this being the lowest responsible bid received. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously.
