PALUSO, COMMISSIONERS 1 No. 146 Washington County Commissioners Washington, PA, December 30, 1982 The Board of Washington County Co aiissioners met in regular session with the following being present: Cammissioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Solicitor Bassi, Farrell Jackson, Coroner; Gillespie, Budget Director; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA; Jon Stevens, Reporter and Joann Sarkett, Brownsville Telegraph. Chairman Mascara called the meeting to order at approximately 10:00 a.m, and asked if there were any corrections, additions or omissions to PZinute No. 145, each member having received a copy, Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 145 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - $37,713.00 - Adult Services Block Grant 2. Commonwealth of Pa. - $50,360.00 - Child Welfare Title XX Block Grant - 3rd quarter payment 3. Commonwealth of Pa. - $238,554.00 - Children & Youth - 4th quarter payment and advance payment for period of Oct. 1 thru Dec. 31, 1982 4. U. S. Treasury - $28,000.00 - Employment & Training Program Chief Clerk made available to the news media a News Release in reference to the proj ect : 1. Oak Spring Read Reconstruction Project Business: Chief Clerk presented to the Board for their consideration and approval a renewal of the lease with the Redevelopment Authority for office space in Courthouse Square, The term of this shall be from January 1, 1983 through December 31, 1983. The monthly rental for the term of sublease shall be $4,892.79 with a total sum of $58,713.52. D300.00. Moved by Mr. Gilmore,' 'seconded by Mr. Paluso, approving the foregoing Sublease with the Authority. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board a request from the Neal-Cowieson Funeral Hone of PA, for the reimbursement of burial arrangements for Tracy Collins in the amount of MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. COMMISSIONERS Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the payment to Neal-Cowi.eson Funeral Home as per Section 2166 of the County Code. Chief Clerk presented to the Board for their consideration and approval the following Supplemental Budget Appropriation requests: 1. Request from the Weights & Measures Department for the transfer of $200 from Account No. 0122-447-00 (Misc. - Moving Expenses) to Account No. 0122-452-00 (Auto Operation Costs). 2. Request from the Controller's Office for the transfer of $442.fron Account No. 0103-403-00 (Salary of Professional Staff) to Account No. 0103-407-00 (Overtime). 3. Request from the Controller's Office for the appropriation of-$167.95 for checks received as telephone reimbursement. (Supplemental Appropriation) 4. Request from the Court Administrator's Office for the transfer of_ --- Divorce Ct. $600 from. Account No. 820-451-00 (Office Supplies) to Account No. 0807- 451-00 (Office Supplies). 5. Request from the Court Administrator's Office for the transfer of $150 from Account No. 805-451-00 (Office Supplies) to Account No. 0807-447-00 (Misc.). 7. Request from Magistrate Little's Office for the transfer of $252.02 from Account No. 710-424-00 (Employee Reim. Expenses) to Account No. 0710-431- 00 (Xerox). 8. Request from Magistrate Mavrich's Office for the transfer of $75 from Account No. 709-429-00 (Maintenance & Repairs) to Account No. 0709-451-00 (Office Supplies). 9. Request fron the Jail for the transfer of $6,300 from Account No. 220- 406-00 (Temp. Wages) to Account No. 240-455-00 (Food). Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Supplemental Budget Appropriation requests. Chief Clerk presented to the Board for their consideration and adoption the 1983 County Budget. Chairman Mascara noted that the 1983 Budget calls for no tax increase with the tax rate for general County purposes at 20 mills and the Sinking Fund at 5 mills. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the 1983 Budget and the Tax Levy and Appropriation Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk announced to all those present that the County Offices will be closed on , January 3rd in observance of the New Year's Holiday and that the Reorganization Meeting of the Salary Board will be held on Tuesday, January 4th at 11:00 a.m. in the Public Meeting Room. Solicitor: Solicitor Bassi presented to the Board for their consideration and approval the Tax Refunds. Solicitor Bassi requested authorization to make an offer in cm promise in the amount of $1,000 to conclude litigation in the case of James Crews vs. Clerk of Courts at Civil Action No. 80 283J, Western District Court. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing Solicitor Bassi to make an offer in compromise as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended to the Board that the County of Washington sell and convey excess real estate needed -for Mingo Creek Park to Clair V. Bufnagel, Et Ux (1.576 acres) for $25,000 and to Ronald A. Lindley, Et Ux (1.4812 acres) for $15,000 subsequent to appropriate bidding and public sale procedures having been followed. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the sale of property as per above and authorizing the execution of the necessary deeds. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously.
