Washington, Pa., October 11, 1979
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; Solicitor Porter; Joseph Giecek,
Administrative Assistant; Don Ligman, Administrative Assistant; Jack Welty,
Data Processing; Coroner Jackson; Ron Edwards, Area Agency on Aginq;- John Drake
Senior Citizens; Helen Miller, League of Women Voters; Becky Andrews, Daily
Herald; Bob Sabot, WKEG; Jim Jefferson, WJPA; Jon Stevens, Observer -Reporter.
Chairman noted for the record that the three Commissioners, the Chief
Clerk and County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 188, each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 188,
be approved as read.
Roll call vote taken:

Correspondence:
Chief Clerk presented the following bills to the Board f6r their
consideration and approval:
1. Charles E. Freeman - $460.00
2. Leonard M. Mendelson - $26,900.00
3. McMahon & Kenneth - $5,049.00

the foregoing bills.

Chief Clerk informed the Board of a request for travel authorization

Chief Clerk presented the balance of the Contracts for Services
for the Fiscal Year 1979/80 between the Washington/Greene Drug and Alcohol
Planning Commission and the following providers:
Pion Valley United Health Services, Inc.
Drug and Alcohol Project
Citizen's Addiction, Rehabilitation & Education, Inc.
C.A.R.E., Inc.
Centerville Clinics, Inc.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
Contracts.

Chief Clerk informed the Board of a request from the Cooperative
Extension Service for an allotment of $7,000.00 from the 1979 budget.
Chief Clerk requested authorization to advertise for bids for office
furniture for the Manpower Office.
Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief
Clerk to advertise for bids as per above.

Chief Clerk presented a Vocational Education Agreement between the
State Vocational Education Board and Washington County, which provides for the
training of 113 participants for Electronics, Diesel Engine Mechanics,
Secretarial Upgrading, Building Maintenance and Food Service. The cost of
training for the 113 participants, in the amount of $109,123.76, is borne by
the State Board of Vocational Education. Said Agreement is a non -financial
agreement and training will be conducted at the Washington Institute of
Technology, Monongahela Vocational -Technical School and Trinity High School
for the period from October 1, 1979 to September 30, 1980. Washington County
Employment and Training Agency will function as a service bureau to handle the
funding, program and financial reporting required by the U.S. Department of
Labor.
Remarks:
It was noted that some question had been raised by the Budget Director, Mr.
Gillespie, regarding the cost of training for these positions.
Donald Ligman, Acting Director of CETA, stated that the amount of money requires
to train these people is quite high or appears to be quite high. He noted that
food to be used in the training is included in the cost, and that building

maintenance training includes the entire maintenance of a building and is not
just a janitorial set up. Mr. Ligman stated that CETA will bear the cost
of allowances which will amount to approximately $21,824.76.
Moved by Mr. Paluso, seconded by Mr. Morgan, approving the foregoing
Vocational Education Agreement.

Chief Clerk requested authorization to advertise for additional
recreational equipment for the Washington County Prison. Mr. Brady noted
that the Warden has requested that the Prison welfare funds be used for this
purpose.
Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief
Clerk to advertise for bids as per above.

Regarding the Cartwright vs. County of Washington case involving property
adjacent to the Washington County Fairgrounds which was condemned by the County
under Eminent Domain, Mr. Porter informed the Board that a check in the amount
of $26,900.00 as just compensation, has been made payable to Leonard M.
Mendelson, Attorney for Mr. & Mrs. Authur Lee Cartwright.
Regarding CETA, Chairman announced that the following persons have
been recommended to serve on the Private Industry Council.

Regarding the proposed purchase of additional computer equipment
from the Burroughs Corporation, Mr. Gilmore asked if this matter has been
resolved.
Remarks:
Mr. Paluso stated that Jack Welty of the Data Processing Department has some
other information he would like to discuss before any further action is taken.
Mr. Morgan stated that the Board would either purchase the new equipment or
pass on it at next Thursday's meeting.
