PALLISO. COMMISSIONERS Minute No. 190 Office of County Commissioners Washington, Pa., October 18, 1979 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore and Paluso. Absent being: Commissioner Morgan. Also being present: Chief Clerk Brady; Solicitor Porter; Roland Bourke, Redevelopment Authority; Jack Welty, Data Processing John Cadez, Township Officials; Mrs. Miller, League of Women Voters; Bob Sabot, WKEG; Fred Plank, Superior Concrete; Becky Andrews, Daily Herald; Jim Jefferson; WJPA and Bob Robertson, Observer -Reporter. Vice Chairman noted for the record that two Commissioners, the Chief Clerk and County Solicitor were in attendance. Vice Chairman asked if there were any corrections, additions or omissions to Minute No. 189, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 189 be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Special Order of Business: Mr. Roland Bourke, Executive Director of the Redevelopment Authority, presented a Resolution approving a Proposal for Redevelopment of Disposition Parcel No. 10-B in the Donora Southgate Urban Renewal Area, Penna. 9-324, by the Borough of Donora and the form of the Redevelopment Contract with said developer. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U. S. Treasury - Manpower Planning Program - $213,800.00 2. Commonwealth of PA - Day Care Contract #9630 - Acct. 6-b-14 $22,049.01 3. Commonwealth of PA - Foster Home & Institutional Care Payment - Acct. 6-b-10 - $105,439.76 Chief Clerk presented the following checks to the Board for their cons-tideration and approval: 1 1 1. Regarding negotiations for additional equipment for the Data Process Department, Mr. Paluso stated that Jack Welty, Director of Data Processing is negotiating with Burroughs for installation on a loan basis of a B1700 computer to service the County while waiting for the B1800 to be delivered. Mr. Paluso felt this to be the best possible plan to proceed with because Mr. Welty would have to make one or two trips a week into Pittsburgh to program everything on the B1800 that is there unless the County installs the B1700 temporarily. He added that there would be no charge for the loan of the B1700, and he requested thht this be noted in the contract. He also stated that further negotiations were needed concerning the penalty for noncompliance of the deitivery date for the B1800, and that once the contract is in its proper form the Board will then consider it. Chief Clerk informed the Board of the following requests for travel authorizations Ann Roncadori - to attend Retraining Program Elmer Obitko Veterans Admin. Services Veteran's Office Pittsburgh October 18 & 19 Michelle Augier - to attend Annual Conference Planning Commission and Housing Workshop of Pa. Housing Improvement & Codes Association Grantville, Pa. November 8 & 9 William P. Sember - to attend NACo's Federal Planning Commission Aid Conference Washington, D.C. October 23 - 25 Jerry Johnson - to attend Conference of Juvenile Detention 3uvenile Detention Center Association of Pa. Bucks County October 24 - 26 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel requests with the exception of Jerry Johnson, which was tabled. COMMISSIONERS Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Chief Clerk informed the Board of a notice from the Department of Housing and Urban Development stating that they have completed their review of the Cooperation Agreements entered into by Washington County and the Cities of Monongahela and Washington, and that they have been approved, which qualifies Washington County as an Urban County for Fiscal Year 1980. Said notice stated that for planning purposes the target allocation is $4,835,000, but this is subject to change. Washington County will be notified of the final entitlement amount before November 30, 1979. Regarding the new County Office Building, the Chief Clerk informed the Board of a proposed Appropriation Resolution being prepared by the Budget Director, which will transfer the amount of $11,855.00 from the General Fund to the Washington County Authority to cover additional work for extension of telephone conduit from the new building to the court house. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Appropriation Resolution. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Chief Clerk informed the Board of a notice from the U.S. Army Engineer District - Army Corp of Engineers stating that they intend to construct a railroad tie wall for public fishing along the Monongahela River at West Brownsville. Regarding the Ferry Commisson, the Chief Clerk informed the Board of a notice from the Army Corps of Engineers stating that they intend to place a pile cluster along the right bank to secure the cable ferry during high water. Meeting recessed. 10:30 A.M. - OPENING OF BIDS FOR FURNISHING AND DELIVERING OF 1980 TAX NOTICES FOR THE WASHINGTON COUNTY TAX ASSESSMENT OFFICE. Barbara Davis of the Controller's Office opened and read the following bids: 1. Business Forms, Inc. 1610 Fourth Street Monongahela, Pa. 15063 Total amount of bid: $4,565.00 A certified check in the amount of $456.50 accompanied the bid.
