PALUSO, COMMISSIONERS Minute No. 191 Office of County Commissioners Washington, Pa., October 25, 1979 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Acting Chief Clerk Dallatore; Solicitor Porter; Jack Welty, Data Processing; Coroner Jackson; John Cadez, Township Officials; Bob Sabot, WKEG; Jim Jefferson, WJPA; Becky Andrews, Daily Herald; Bob Robertson, Observer - Reporter. Chairman noted for the record that the three Commissioners, the Acting Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 190, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 190, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Old Business: Regarding the bids received for the 1980 Washington County Tax Notices, Solicitor Porter stated that he had reviewed the bids and discussed them with the Commissioners and Mr. Wayne Fleming, Chief Assessor. He noted that Arnold Graphic Industries, Inc. were the lowest bidders, and since the County has had previous business with them in the past, he recommend that they be awarded the bid. Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract for furnishing and delivering of 1980 Tax Notices for the Washington County Tax Assessment Office to ARNOLD GRAPHIC INDUSTRIES, INC., P.O. Box 822, Uniontown, Pa,, for the amount set forth in their bid ($3,800.50 green & black ink) this being the lowest bid received in accordance with specifications. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Acting Chief Clerk informed the Board of the receipt of the follow- ing check: 1. Commonwealth Land Title Insurance Company - for sale of 2.194 acres of land in Chartiers Twp. to Superior Valve Company - $14,261.00 Acting Chief Clerk presented the following bills to the Board for C 1 their consideration and approval: MINUTE BOOK 19 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L MORGAN, DAVID L. Fayette County - $9,365.02 5. Main Hurdman & Cranstoun - $12,500.00 6. Robert L. Ceisler - $6,420.00 7. Washington -Greene D/A Planning Commission - $7,182.40 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of the foregoing bills. Acting Chief Clerk informed the Board of a request for travel authorization from George Messerotes, Chief Sealer of Weights & Measures, to attend the 64th Annual Conference of Pennsylvania Association of Weights & Measures in Hershey, Pa., during the week of November 26-30, 1979. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing travel request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk informed the Board of a letter from R. D. Rhinehart Chairman of the Advisory Committee of the Washington County Children & Youth Social Service Agengy9 recommending the appointment of Debbie Levinstein as a member of the Advisory Committee for three years commencing November 1, 1979. Moved by Mr. Gilmooe, seconded by Mr. Paluso, approving the appoint- ment of Debbie Levinstein as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk informed the Board of a letter from the Department of Public Welfare giving notice that this is the last year that the Department can provide funds for Day Care Services for Physically Handicapped Persons. Acting Chief Clerk informed the Board of a travel request for Mary Weaver of the Children & Mouth Social Service Agency to attend an Adoption Meeting in Erie, Pa., on November 7, 8 and 9, 1979. Acting Chief Clerk informed the Board of a request from the Ward Home for Children in Pittsburgh regarding special education needs for two children who reside at the Home via Court Order. The Home is requesting an allocation of $25.00 for each child to provide for this type of individual tutoring. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing allocation. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the Drug and Alcohol Planning Commission, the Acting Chief Clerk presented six (6) contract amendments to the Grant Contract with the Governor's Council for 1979/20, which finalizes the County's allocation from the state for 1979/80 at $452,000. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing amendments. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the proposed contract with Burroughs Corporation for additional equipment, Solicitor Porter stated that this matter had been discussed with the Commissioners and Jack Welty of the Data Processing Depart- ment with the only problem being the penalty for delay in delivering the equipment. Mr. Porter stated that all the parties involved have agreed to revise the contract raising the penalty from"$50.00 to $250.00 per day. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Contract with Burroughs Corporation. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding energy consumption, the U.S. Department of Energy has requested authorization for a ikon -Residential Building Energy Consumption Survey by Westat, Inc. on the Washington County Courthouse to cover the total amount of fuels and the total price charged for fuels consumed during the 14 month period of December 1, 1978 to January 30, 1980.
