PALUSO, COMMISSIONERS Minute No. 192 Office of County Commissioners Washington, Pa., November 1, 1979 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Porter; Ron Edwards, Area Agency on Aging; Mrs. Miller, League of Women Voters; Bob Sabot, WKEG; Becky Andrews, Daily Herald; Bob Robertson, Observer -Reporter and Jim Jefferson, WJPA. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections,additions, or omissions to Minute No. 191, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 191, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. F.N.B. - Repurchase Agreement - Harmon Creek Flood Control Interest Earned - $4,080.50 2. Motion carried unanimously. Chief Clerk informed the Board of a Public Notice from the Department of the Army, Corps of Engineers, stating that Robert L. Simpson of Roscoe, Pa., has filed an application to perform shoreline protection to prevent further erosion of the riverbank near Roscoe. Regarding the Drug and Alcohol Planning Commission, the Chief Clerk presented an amendment to the original contract with the Governor's Council which represents an additional 25% awarded per our proposal to provide treat- ment services to narcotic addiction and drug abusers. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing amendment. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter from the Washington -Greene Community Action Corporation requesting the local share money for the Day Care Contract 963019541 which expires June 30, 1980, in the amount of $5,000 previously pledged by the Board of Commissioners on March 13, 1979. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing local share of $5,000 for Day Care services. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Under the CETA Program, the Chief Clerk presented one (1) YETP Con with LeMoyne Center for 15 participants at a total cost of $141,676.75; and two (2) Non -Financial Agreements - one with the Bureau of Job Service and the other with the Office of Employment Security. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing CETA Contracts. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding energy conservation, the Chief Clerk informed the Board that the National Assocation of Counties Research, Inc. is sponsoring three energy conservation workshops which will provide a wide range of detailed information. COMMISSIONERS Mr. Brady then requested authorization for Donald Ligman and Joseph Giecek, Administrative Assistants of the Commissioners Office to attend the workshop on December 10-12 in Columbus, Ohio. Chief Clerk also informed the Board of a request for travel authoriza- tion for Ken Krupa of the Planning Commission to attend a workshop on Estimating Local Costs and Revenues of Land Development in Monroeville, Pa., on November 29 and 30, 1979, sponsored by the Department of Community Affairs. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing travel requests. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the new County Office Building, the Chief Clerk presented a permit from the West Penn Power Company for authorization to replace overhead with underground on Franklin Street between Beau Street and Cherry Alley and the installation of three (3) additional ornamental street light standards at an estimated cost of $18,000. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the forego projects by West Penn Power. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk announced that the Courthouse will be closed on Tuesday, November 6, 1979, General Election Day. Chief Clerk requested authorization to advertise for bids for additional repairs on the County garage on Cherry Alley. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to advertise for bids as per above. Solicitor: Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Mr. Stache informed the Board that no bids were received for the Weight Training Machine for the County Jail. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing bids received for the vehicles and office furniture be tabled for further review. for bids.
