Minute No. 193
Office of County Commissioners
Washington, Pa., November 8, 1979
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; Solicitor Porter; Jack Welty, Data
Processing; Joseph Giecek, Administrative Assistant, Commissioner's Office;
Mrs. Miller, League of Women Voters; John Drake; Senior Citizens; John Cadez,
Township Officials; Becky Andrews; Daily Herald; Jon Stevens, Observer -Reporter;
Bob Sabot, WKEG; Jim Jefferson, WJPA.
Chairman noted for the record that the three Commissioners, the Chief
Clerk and County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 192, each member having received a copy.
Moved by Mr. Gilmore, -seconded by Mr. Paluso, that Minute No. 192,
be approved as read.

Motion carried unanimously.
Chief Clerk stated that Judge Sweet was present at today's meeting
to discuss two employees of the Adult Probation Office.
Judge Sweet stated that Marilyn ticks, Probation Officer, had previous-
ly left work on maternity leave and was now returning to work. He noted that
Lisa Sperl was hired to replace Ms. Hicks and requested that Ms. Sperl be
allowed to remain from November 16th to the end of the year to allow her time
to find other employment.
Remarks:
Mr. Paluso stated that he felt she had had adequate time to look for other
employment.
Mr. Morgan asked if there was enough work for both employees.
Judge Sweet stated there was more than enough work for both girls.
Mr. Gilmore and Mr. Morgan stated that they had no objections.
Old Business:
Regarding the bids received for the office furniture for the CETA
Office, Solicitor Porter recommended that the bid be awarded to Slagle's
Advanced Business Machines for the desks and chairs in the amount of $2,623.08
and the bid for the steel lateral files to Gordon Office Equipment in the amount
of $2,061.84. He noted that Slagle's submitted a bid for an alternate desk
for $160.36 less, if the Board should decide.tO approve it.

Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract
for Furnishing and Delivering of Office Purniture for the WCETA office to
SLAGLES ADVANCED BUSINESS MACHINES, 86 North Main Street, Washington, Pa.,
for the desks and chairs; and to GORDON OFFICE EQUIPMENT, INC., Curry Industrial
Park, Canonsburg, Pa., for the steel lateral files, for the amounts set forth
in their bids; these being the lowest and most responsible bids received in
accordance with specifications.

Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Regarding the bids received for five (5) vehicles for the County
Motor Pool, Solicitor Porter recommended that the bid for four (4) 1979 vehicles
be awarded to Colonial Chevrolet in the amount of $23,687.19, and the bid for
one (1) 1980 Van be awarded to Pankopf Ford in the amount of $8,075.15.
Moved by Mr. Paluso, seconded by Mr. Gilmore, awarding the contract
for Furnishing and Delivering of Five'(5) Vehicles for the County Motor Pool
to COLONIAL CHEVROLET CADiLLAC, INC., 15 McKean Avenue, Charleroi, Pa.,
(four (4) 1979 sedans); and to PANKOPF FORD BALES, INC., 470 Washington Road,
1980
Washington, Pa., (one (1) van), for the amounts set forth in their bids; these
being the lowest and most responsible bids received in accordance with specifica-
tions.

Chief Clerk presented the following bills to the Board for their
consideration and approval:

4. Edward E. McDaniel - $613.31
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment for
bills from George Anthou, Soil Conservation Service and Edward E. McDaniel.

the bill from Felice Associates.

Under the CETA Program, the Chief Clerk presented two (2) On the Job
Training Contracts - one with Bethlehem Mines to train 20 people as Miner I's
for 26 weeks at a cost of $82,407.00; and with Automotive Services Council to
train 30 people as mechanics and auto body repair for 26 weeks at a cost of
$87,848.00.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
OJT Contracts.

Chief Clerk requested travel authorization for Jack Welty of the Data
Processing Department to attend classes for further training on the B1800
offered by Burroughs Corporation in Chicago on November 26th for one week.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
travel request.

Chief Clerk presented a Proclamation to the Board proclaiming the week
of December 1 thru December 7, 1979, as Civil Air Patrol Week.
Moved by Mr. Baluso, seconded by Mr. Gilmore, approving the foregoing
Proclamation.

Chief Clerk informed the Board of a Notice of Public Hearing from
the Redevelopment Authority regarding the Canonsburg Pike Street Redevelopment
Project Area V. Said hearing to be held on the Canonsburg Borough Building
on Monday, November 12, 1979, at 7:00 p.m.
Chief Clerk informed the Board of a request from the Catholic Social
Service for 1/12 of their remaining budget allocation in the amount of $9,965.0(
Chief Clerk informed the Board of a letter from Thomas E. Urban,
Executive Director of the Children's Home of Bradford, Residential Treatment
Center, stating that the Board of Directors has approved an increase in the
per diem rate from $36.50 to $43.00 per day for 1980, due to declining outside
income and rising costs of all goods and services.
Solicitor:
Solicitor Porter presented the following tax refund to the Board for
their consideration and approval.
1. First Federal Savings & Loan Association (1979 County Tax)
for John & Pamela Jones

Washington, Pa. 15301
District: Washington 6th Ward
District No. 760 - Section No. 17 - Parcel No. 3-1
Amount: $1.27
Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Tax Assessment
Office be authorized to prepare the foregoing tax refund due to either duplica-
tion or overpayment of real estate or personal property tax.

Motion carried unanimously.
Solicitor Porter informed the Board of correspondence he had received
notifying him that the lease for District Justice Richard Martin's office
in Claysville will expire at the end of the year. Said letter also stated that
the property is being sold and that the prospective buyer is interested in
the District Justice office remaining there, and that we will be informed of
negotiations for a new lease.
