Washington, Pa,, November 15, 1979
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; Solicitor Porter; Bracken Burns,
Emergency Medical Services; John Cadez, Township Officials; John Drake, Senior
Citizens; Mrs; Miller, League of Women Voters; Bob Robertson, Observer -Reporter;
Bob Sabot, WKEG; Becky Andrews, Daily Herald; Jim Jefferson, WJPA.
Chairman noted for the record that the three Commissioners, the Chief
Clerk and County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 193, each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 193,
be approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. U.S. Treasury - Manpower Planning Program - $158,400.00
2. Commonwealth of PA - Title XX Children & Youth Social
Services - Acct. 6-b-10 - $68,785.35
3. Southwestern Pa. Youth Alternatives, Inc. - Acct. 6-b-10
$3,654.00
Chief Clerk presented the following bills to the Board for their
consideration and approval:

Regarding a deed, which was previously executed by the Board for the
exchange of property from Curtis W. McGaughey and Mary S. McGaughey to
Washington County, the Chief Clerk stated that the coal clause had not been
included with the deed and he presented it to the Board for their approval.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the coal
clause to be included in the foregoing deed.

Motion carried unanimously.
Chief Clerk informed the Board of a request for travel authorization
for the following WCETA personnel:
Karen Lovell - to attend Regional Training
Cynthia Willis Course in Philadelphia
Intake Specialists December 3 - 6
Bob Campbell - to attend EEO Seminar in
EEO Monitor Philadelphia
November 27
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
travel requests:

Chief Clerk presented the Title XX Contracts for 1980 for Children
and Youth which have been reviewed and approved by Mr. Gillespie, the Budget
Director.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving- the foregoing
Contracts.

Motion carried unanimously.
Regarding installation of the new locking system for the jail, the
Chief Clerk presented the drawings for the work to be performed to the Board
for their approval.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
drawings for the new locking system.

Regarding Emergency Medical Services, Bracken Burns, Executive Direc
requested authorization to advertise for bids for two (2) Highway Safety Project

totaling $25,933.00 - for Radio Communication Equipment in the amount of
$15,425.00 and Medical Rescue Equipment for $10,508.00.
Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the
advertisement for bids as per above.

Motion carried unanimously.
Regarding Juvenile Probation, the Chief Clerk presented the Juvenile
Court Judge's Commission Grant -in -Aid for 1980 which has been reviewed and
approved by Judge Terputac and Mr. Gillespie, the Budget Director.
Remarks:
Mr. Paluso recommended that this matter be tabled for further review.
Chief Clerk announced that the Courthouse will be closed on Thursday.
and Friday, November 22 & 23, in observance of Thanksgiving.
Solicitor:
Mr. Porter referred to a problem regarding court related, court
appointed employees and the Service Employees International Union (SEIU).
Mr. Porter stated that this involves approximately $1,000 paid by these employ
who either rescinded requests to be part of the checkoff system or withdrew
their.memberships in the Union. He also stated that he had received a letter
from Rosemary Trump, Union President, demanding that the monies be remitted to
the Union instead of being refunded to the employees. Mr. Porter stated that
after reviewing the matter, it was his opinion that the Union is entitled to
the funds and any quarrel over who should have them is between the Union and
the employees.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing funds
paid by court appointed and court related employees as part of the Union checkoff
system be remitted to the SEIU as recommended by the County Solicitor.
