Office of County Commissioners
Washington, Pa., November 29, 1979
The Board of County Commissioners met in regular session with the follow-
ing members, being present; Commissioners Gilmore and Paluso. Absent being:
Commissioner Morgan. Also being present: Chief Clerk Brady; Solicitor Porter;
Becky Andrews of The Daily Herald; Helen Miller of The League of Women Voters,;
Jim Jefferson of WJPA; and Bob Sabot of WKEG.
Vice -Chairman asked if there were any corrections,,additions or omissions
to Minute No. 194, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 194 be
approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes.

Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. F.N.B. - Repurchase Agreement - Health Center
Interest Earned: $10,783.84
2. U.S. Treasury - Manpower Planning Program - $191,000.00
3. F.N.B. - Repurchase Agreement - D. R. Special Account
Interest Earned: $14,646.40
4. F.N.B. - Repurchase Agreement - Liquid Fuels Encumberance
Account - Interest Earned: $1,724.98
Chief Clerk presented to the Board for their approval and signature a
resolution appropriating $11,300.00 from unappropriated general revenue sharing
funds for the purpose of paying for the renovations to the Washington County
Courthouse to meet handicapped requirements.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the resolution
as per above.

Motion carried unanimously.
Chief Clerk informed the Board of a request for Gilbert Muir of the
Domestic Relations Office to attend a task force meeting of D.R.A.P, on December
6, 1979, at Danville, Pennsylvania.

Chief Clerk informed the Board of a request from the Washington County
Agricultural and Home Economics Extension Service for the balance of their 1979
budget in the amount of $4,934.00,
Chief Clerk informed the Board of amendments to two contracts between
the Department of Public Welfare and WCETA - the first extends the funding
authorization for six CETA participants at the Washington County Board of
Assistance through November 2, 1979, at an increase of $6,319.51; and the second
amendment extends the funding authorization for six CETA participants at the
Washington County Board of Assistance through August 22, 1979, at an increase of
$52,670.23.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
amendments to the current contracts.

Chief Clerk presented to the Board for their approval and signature a
modification to an OJT contract between Washington County and Automotive Service
Council of Pennsylvania, Inc., which extends the termination date of the con-
tract to February 29, 1980; increases the training slots by three; and increases
the total contract cost from $32,760 to $35,760.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
modifications.

Chief Clerk informed the Board that the terms of Lee Adamson (Farmer
Director) and William Slosky (Urban Director) of the Washington County Conserva-
tion District will expire December 31, 1979, and have been recommended for
reappointment.
Moved by Mr. Gilmore, seconded by Mr. Paluso, reappointing Lee Adamson
and William Slosky to the Washington County Conservation District for a four -
term, expiring December 31, 1983.

Mr. Gilmore - Yes; Mr. Paluso - Yes.
Motion carried unanimously.
Chief Clerk informed the Board that a Public Hearing will be held on
Monday, December 3, 1979, at 7:00 p.m. in the Council Chambers of the Borough
Building, Canonsburg, Pennsylvania, in regard to the Canonsburg Pike Street
Redevelopment Project Area V.

Chief Clerk also informed the Board of the following public hearings to
be held in regard to the Sixth Year Urban County Program:
December 5, 1979, at 2:00 p.m. and 7:00 p.m. in the
Council Chambers of the Municipal Building, 603 Meldon
Avenue, Donora, Pennsylvania
December 10, 1979, a 2:00 p.m. and 7:00 p.m. in the
Public Meeting Room f the Citizens Library, 55 South
College Street, Washington, Pennsylvania
December 12, 1979, at 2:00 p.m. and 7:00 p.m. in the
Council Chambers of the Borough Building, 68 East Pike
Street, Canonsburg, Pennsylvania
Chief Clerk informed the Board of a memorandum dated November 26, 1979,
from William P. Sember, Executive Director of the Washington County Planning
Commission, in regard to the Cross Creek Road Reconstruction - Site 662. In
this letter, Mr. Sember requested authorization to obtain auger borings at an
estimated cost of $800.00 - $1,000.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing Mr. Sember to
proceed as per above.

Chief Clerk informed the Board of a news release concerning the Washingtc
County 70001 program. (Copies were made available to the news media.)
Chief Clerk presented to the Board for their approval and signature an
Agreement between Washington County and the Private Industry Council of Washingtc
County in regard to the WCETA program; the period of this contract to run from
October 1, 1979, to September 30, 1980.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
agreement.

Chief Clerk presented to the Board for their approval and signature a
proposal from Paul Planert Design Associates, Inc., concerning the transfer of
office equipment and furniture from the Courthouse to the new County office
building at a price not to exceed $24,000.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the proposal as
per above.

of the Court of Common Pleas dated November 14, 1979, and that the said deeds to

Commissioners be and are hereby authorized to execute the said deeds as and for
