PALUSO. COMMISSIONERS Minute No. 200 Office of County Commissioners Washington, Pa., January 3, 1980 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore and Morgan. Absent being: Commissioner Paluso. Also being present: Chief Clerk Brady; Solicitor Porter; Coroner Jackson, Bracken Burns, Director, Emergency Medical Services; John Drake, Senior Citizens; Mrs. Miller, League of Women Voters; Bob Robertson, Observer -Reporter; Jim Jefferson, WJPA; Bob Sabot, WKEG; Becky Andrews; Daily Herald. Chairman noted for the record that two Commissioners,the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 199, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Morgan, that Minute No. 199, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Old Business: Regarding the bids received for construction of an extension to the County Garage, Solicitor Porter informed the Board that Richard Glance of the Planning Commission is still reviewing the bids. Regarding the bids received for Communications Equipment (Group I) for Emergency Medical Services, Solicitor Porter stated that Mr. Bracken Burns, Director of EMS, has reviewed the bids and recommended the bid be awarded to RCA Corporation for their bid in the amount of $7,797.00; this being the lowest bid received. Moved by Mr. Gilmore, seconded by Mr. Morgan, awarding the contract for Group I - Communications Equipment for Emergency Medical Services to RCA CORPORATION, Meadow Lands, Pa., for the amount set forth in their bid; this being the lowest and most responsible bid received in accordance with specifica- tions. State Assoc. of County Commissioners - $1,100.00 2. Wash. Co. Agricultural Fair, Inc. - $3,342.00 3. Special Deputies as listed: a. Richard Brezenski - $30.00 b. Elijah Gauden - $240.00 c. Wellington Thomas - $210.00 d. Robert Rathi - $30.00 e. GregDry Abraham - $60.00 f. Vincent Johns - $60.00 Moved by Mr. Gilmore, seconded by Mr. Morgan, approving payment of the foregoing bills. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of the resignation of Joseph P. DeMaria as a member of the Washington County Board of Appeals, effective January 7, 19801 Chief Clerk informed the Board of a request from the Washington -Greene Ll 1 L7 Tourist Promotion Agency for their first quarterly allocation for 1980. Mr.Mr. Gillespie, the Budget Director, asked that this be held in Chief Clerk presented the new increased rates for adoption by the Board of permit fees, shelters and activities at Mingo and Ten Mile Creek Park which will account for a $5.00 increase overall. Moved by Mr. Gilmore, seconded by Mr. Morgan, adopting the increased rates for Parks as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the mileage reimbursement at the statutory rate of 170 per mile and to amend the Union Contract to reflect the increase. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding CETA, the Chief Clerk presented an Institutional Training Contract with the Washington Institute of Technology for a cost not to exceed $164,000.00 for the period of January 14,1980 to September 30, 1980. Contract. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the Washington County Airport, the Chief Clerk presented a Preapplication for Federal Assistance for the construction of a secondary terminal area apron, access taxiways and access road north of runway 9-27 for a total cost of $914,000 with the state and County being responsible for an equal amount of $91,400.00 for the project. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing Preapplication for Federal Assistance to be submitted to the FAA. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for flags and markers for Veterans' graves. Chief Clerk stated that the Budget Director has requested that the Board adopt a Resolution authorizing a $3 million loan of Tax and Revenue Anticipation Notes for 1980. Resolution. Moved by Mr. Gilmore, seconded by Mr. Morgan, adopting the foregoing Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Continental Topper, Inc. P.O. Box 127, Pa. Route 136 Eighty Four, PA 15330 Total amount of bid: $2,983.35 A Certified Check in the amount of 10% of the total bid accompanied the bid. 2. Western Pennsylvania Grocers Donora, PA 15033 Total amount of bid: $24,604.59 A Certified Check in the amount of 10% of the total bid accompanied the bid. 3. Fayette Foods, Inc. 31 Montoe Uniontown, PA 15401 Total amount of bid: $20,874.54 A Certified Check in the amount of 10% of the total bid accompanied the bid. 4. H. F. Behrhorst & Son 3115 Washington Pike Bridgeville, PA 15017 Total amount of bid: $30,950.00 (Bid bond to be sent later.)
