Office of the County Commissioners
Washington, Pa., January 10, 1980
The Board of County Commissioners met in regular session at 10:64 a.m.
in the Meeting Room of the Commissioners Office with the following members being
present: Commissioners Paluso, Gilmore and Mascara. Also being present:
Chief Clerk Dallatore; Administrative Assistant Davis; Budget Director Gillespie;
Richard P. Brady, Director, Property & Supplies; Solicitor DiSalle; Mike George. -
Parks & Recreation; Becky Andrews, Daily Herald; Bob Robertson, Observer -Reporter
Bob Sabot, WKEG; Jim Jefferson, WJPA.
Chairman called the meeting to order and asked if there were any
corrections, additions or omissions to Minutes No. 200 and 1.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minutes No. 200
and 1, be approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Paluso - Yes.
Motion carried unanimously.
Old Business:
Regarding the bids received for Groceries and Staples for the Washing-
ton County Health Center, Solicitor DiSalle informed the Board of a memorandum.
dated January 4, 1980 from Robert Slencak, Administrator of the Health Center,
which recommended the bids be awarded as follows:
H. F. Behrhorst & Son . . . . .$17,074.95
Continental Topper, Inc.. 931.00
Fayette Frozen Foods . . . . . 2,583.94
Western Penna. Grocers, Inc.. 7,501.92
Total for all bidders $28,091-81
Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract
for Furnishing and Delivering of Groceries and Staples for the Washington County
Health Center to the foregoing bidders; - these being the lowest and most
responsible bids received in accordance with specifications.

Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Regarding the bids received for Construction of an Extension to the
Washington County Garage, Solicitor DiSalle read a memorandum dated January 8,
1980, from Attorney William C. Porter which stated his recommendations after

discussion with Richard Glance of the Planning Commission, who had made a
thorough investigation of the six bidders. Said memorandum recommended that
the bid be awarded to Donald Lutch in view of past excellent references which
were verified by Mr. Glance.
Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract
for Construction of an Extension to the Washington County Garage to DONALD
LUTCH, INC., 1380 Stoltz Road, Bethel Park, Pa., for the amount set forth in
their bid; this being the lowest and most responsible bid received in accordance
with specifications.

Correspondence:
Chief Clerk informed the Board of the receipt of the following check:
1. Commonwealth of Pa. - for Child Welfare Foster Home &
Institutional Care - $102,079.72
Chief Clerk informed the Board of a notification from the Department
of Housing and Urban Development which stated that the County's Fiscal Year
1980 Entitlement allocation is $5,750.000.
Chief Clerk informed the Board of a letter from the Administrative
Office of Pennsylvania Courts which stated that the next course of instruction
for District Justices will be conducted February 4 thru February 29, 1980 and
is open to any interested Pennsylvania resident eligible to hold public office.
Chief Clerk informed the Board of a letter from the Children and Youth
Social Service Agency requesting an increase in the room and board rate for
foster children as follows:

0-5 years of age $195.00 $217.00
6-11 years of age 220.00 248.00
12-+ years of age 299.00 341.00
Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing
increase in rates as suggested by Louise Abel, Administrator of Children & You

Chief Clerk informed the Board of a letter from John P. Liekar,
Public Defender, regarding two vacancies in his office. Mr. Liekar noted that
the next trial term commences January 20, 1980, and the importance of filling
these positions as soon as possible. He recommended that Sarah Smith and
Paul A. Tershel be employed to fill these positions.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appointment
of Sarah Smith and Paul A. Tershel as Assistant Public Defenders, effective
January 14, 1980.

Motion carried unanimously.
Regarding the Washington County Airport Access Taxiway Resuffacing
Project, the Chief Clerk informed the Board of a letter from Michael Baker, Jr.,
Inc., indicating they will have additional charges beyond the $8,500.00 figure
stipulated in their Engineering Agreement in order to complete the project.
Therefore, they have submitted a Supplemental Engineering Agreement (No.)
which increases the cost plus maximum fee to $9,700.00.
Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the foregoing
Supplemental Engineering Agreement with Michael Baker, Jr., Inc.

Motion carried.
Regarding CETA, the Chief Clerk presented a Grant Application Contract
for Title II B-Classroom Training with Penn Commercial Incorporated for 10
participants for the period from January 1, 1980 to September 30, 1980 at a cost
not to exceed $18,300.00.

Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing

Chief Clerk informed the Board of a Writ received from H. Jack Seltzer,
Speaker of the House of Representatives, directing that a special election be
held on Tuesday, March 11, 1890, to fill the vacancy in the 48th Legislative
District of Beaver and Washington Counties caused by the death of Jahn L. Brunner'
Representative from said District.
Remarks:
Mr. Mascara stated that a special election held six weeks before the primary in
April was unjustified and a waste of taxpayerslmoney. He stated that Jack Wagner,

County Director of Elections, had informed him that the overall total cost to
stage a special election could reach between $25,000 to $30.000. He noted that
he had spoke with Mr. Seltzer by phone who indicated he plans to introduce a
bill in the House which would reimburse the county up to $15,000. Mr. Mascara
stated this would still be the use of taxpayers money no matter what level of
government it came from.
Mr. Gilmore added that he also felt this was a waste of money just six weeks
before a primary. Mr. Paluso agreed -with the comments made by Commissioners
Mascara and Gilmore.
The Board then directed the Solicitor to pursue this matter in an
attempt to stop the March llth Special Election.
Chief Clerk requested authorization to advertise for bids for election
supplies for the Primary Election in April and for the Special Election in
March, if it is necessary to do so.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief
Clerk to advertise for bids as per above.

Motion carried unanimously.
Chairman presented the following Reorganization Plan for adoption
by the Board.
