COMMISSIONERS Minute No. 5 Office of the County Commissioners Washington, Pa., February 7, 1980 The Board of County Commissioners met in regular session at 10:00 a.m. with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore; Administrative Assistant Davis; Solicitor DiSalle; J. Bracken Burns, Emergency Medical Services; James and Noreen Antal, Citizens Ambulance, California, Pa., John Cadez., Township Officials; John Drake, Senior Citizens; Becky Andrews, Daily Herald; Jim Jefferson, WJPA; Bob Sabot, WKEG; Jon Stevens, Observer -Reporter. Chairman called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 4, each member having.received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 4, be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. OLD BUSINESS: Solicitor DiSalle presented a proposed Contract with Earl Riggle, Sr. of Marianna, Pa., for the delivery of ballot boxes with election supplies for the Special Election involving 35 precincts and for the Primary Election involving 205 precincts at a cost of $10.00 per box. Mr. DiSalle stated that this results in a savings at the bids received were higher than this, and that the total contract price is less than $2,500, and therefore, bidding is not required. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Contract with Earl Riggle, Sr. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. CORRESPONDENCE: Chief Clerk informed the Board of the receipt of the following checks: 1. Atlantic Aviation Corporation - Rent Ohio Valley Piper Sales - $500.00 2. COMMISSIONERS Chief Clerk informed the Board of a Notice of Public Hearings on the County's Community Development Program to review a draft outline of the Fiscal Year 1980 Community Development Program for Washington County. Said hearings to be held on February 13th in the Borough Building in Canonsburg; on February 14th at the Citizens Library, Washington; and on February 19th in the Municipal Building in Donora. Chief Clerk informed the Board of the resignation of Kate Podvia as Executive Director of the Washington County Volunteers in Partnership, Inc., effective February 29, 1980. Chief Clerk presented a proposal from Washington Fence Company for enclosing the County parking lot, adjacent to the County Garage, at a cost of $1,100. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing proposal from Washington Fence Company. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter from the Washington County Agricultural Fair, Inc., requesting permission to construct a new barn at the Fairgrounds on the ground formerly occupied by the Bridge Department at an approximate cost of $40,000.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing request. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented a renewal of the Lease Agreement with the Washington County Agricultural Fair, Inc., for a four year term ending on the 31st day of January, 1984. renewal. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk stated that it has been recommended that the Board authorize Wallover & Mitchell, Architects, to do a survey of the needs of the Juvenile Detention Home for expansion. rI 607 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHI►VGTON COUNTY, PENNSYLVANIA Frank R.' PALUSO, COML.tcaSlC` L'?S Remarks: Mr. Gilmore stated that this survey is required in order to meet new regulations of the Department of Public Welfare for the Detention Home. He added that there are some changes that have to be made which may or may not result in some additional construction, but there are some interior renovations that will be needed. Moved by Mr. Gilmore, seconded by Mr. Mascara, authorizing Wallover & Mitchell to survey the needs of the Juvenile Detention Home as per above. Roll call vote taken: Mr. Paluso - NO; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried. Chief Clerk presented an Agreement with Pete Dorchak to act as Posting Agent for the Washington County Tax Claim Bureau for a period of seven (7) months commencing on April 1, 1980, and ending on October 31, 1980, for an amount not to exceed $5,000. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chef Clerk stated that William P. Sember, Executive Director of the Planning Commission, has been recommended for appointment to the Executive Committee of the Southwestern Pennsylvania Economic Development District. to replace David Marshall. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving -the appoint- ment of William P. Sember as per above. Roll call vote taken: Mr, Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk stated that Charles Murray and John Hepler have been recommended for reappointment to the Washington County Planning Commission for four (4) year terms. (Jan. 1, 1980 - Dec. 31, 1983) Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing reappointments. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. PALUSO, COMMISSIONERS Chief Clerk presented a Resolution establishing a Washington County policy for conservation of energy and designating Donald L. Ligman as the County Energy Coordinator, who will develop the County energy plan. Resolution. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Mr. Paluso referred to an Emergency Management meeting held last night for the primary purpose of appointing an Emergency Management Coordinator and to develop a plan which the County is legally liable to do. Mr. Paluso stated that Donald Ligman has been serving as the Coordinator, but was never officially appointed, and he recommended that Mr. Ligman be officially appointed today as Emergency Management Coordinator, which is mandatory under State Act 323, Public Law 1332 of November, 1978. Moved by Mr. Paluseq, seconded by Mr. Gil , offically appointing Donald L. Ligman as Emergency Management Coordinator for Washington County. Bracken Burns, Director of Emergency Medical Services, reported that he has received quotations from Conaway Coach of Markleysburg, Pa., and also from Lee McChain of Washington, Pa., to provide the emergency medical and rescue equipment. He stated that he has reviewed the quotations and recommended that the County enter into a contract with Conaway Coach for $4,794.00 and with Lee McChain for $4,273.00 for a total of $9,067, which is $1,476 below the grant application. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the purchasc of the foregoing emergency medical rescue equipment from Conaway Coach and Lee McChain. Mr. James Antal, representing California Borough, stated that he was requested by the Borough to ask the Commissioners what the intentions were of the CETA Program for 1980.
