Office of the County Commissioners
Washington, Pa., February 21, 1980
' The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso, Gilmore and Mascara.
Also being present: Chief Clerk Dallatore; Solicitor DiSalle; Budget Director
Gillespiq; Coroner Jackson; Mrs. Miller, League of Women Voters; John Drake,
Senior Citizens; Jim Jefferson, WJPA; Bob Sabot, WKEG; Bob Robertson, Observer -
Reporter; Becky Andrews, Daily Herald.
Chairman called the meeting to order at 10:00 a.m. and asked if there
were any corrections additions or omissions to Minute No. 6, each member having
received a copy.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 6, be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. U. S. Treasury - Manpower Planning Program - $222,000.00
2. Commonwealth of Pa. - Child Support Program -Incentives
for Nov. 1979 - $542.67
Chief Clerk informed the Board of an Application to the Department
of Environmental Resources for a water obstruction permit to construct a water
impoundment structure in an unnamed tribuitary of the South Fork of Cross Creek
for flood control.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Application.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk presented a Contract Agreement with Shirley F. Collins
as Consultant to the Administrative and Medical Records personnel of the
Washington County Health Center.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Contract Agreement.

Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.

Chief Clerk presented a proclAnation designating the weekend of
February 22nd, 23rd, and 24th, 1980, as The Meadows Appreciation Weedend in
Washington County.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Proclamation.

Chief Clerk presented a Proclamation designating the week of March 1
through March 7, 1980, as Weights and Measures Week.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Proclamation.

Chief Clerk presented a Resolution designating the engineering firm
of McDonald Associates as the Washington County Bridge Engineers.

Chief Clerk stated that the following persons have been recommended
as appointments to the Recount Board for the Special Election of March 11, 1980.

Robert Deckert
Marge Rockwell (Alternate)
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
appointments to the Recount Board for the Special Election.

a contract with providers for Mental Health, Drug & Alcohol or other related

a contingency clause that if the funds run out, the contract can then be
