Office of the County Commissioners
Washington, Pa., February 28, 1980
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso, Gilmore and Mascara.
Also being present: Chief Clerk Dallatore; Administrative Assistant Davis;
Budget Director Gillespie; Solicitor DiSalle; J. Bracken Burns, Emergency
Medical Service; Alfred Marsico, William Penn Printing Company; John Cadez,
Township Officials; John Drake, Senior Citizens; Mrs. Miller, Leatgue of Women
Voters; Bob Robertson, Observer -Reporter; Becky Andrews; Daily Herald; Jim
Jefferson; WJPA; Bob Sabot, WKEG.
Chairman called the meeting to order at 10:00 a.m. and asked if there
were any corrections, additions or omissions to Minute No. 7, each member
having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 7, be
approved as read.
Roll call vote taken:

Motion carried unanimously.
Chairman recommended the appointment of Jack Manning as County Safety
Coordinator. Mr. Gilmore noted that Mr. Manning would receive no additional

appointment.

Chief Clerk informed the Board that Laurel -Knights, Ltd., of
Pittsburgh, has requested authorization to use areas of Mingo Creek County Park
to film a movie during the months of May and June. Chief Clerk added that
Administrative Assistant Joseph Giecek has recommended approval of this request.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the use
of Mingo Creek County Park as per above, subject to the final review and decision
of the County Solicitor.

Chief Clerk presented an Agreement with the Xerox Corporation for
updating xerox machines in the Magistrates' offices from 660's to 2600's.

Washington Parking Authority for exchange of properties fronting on West Cherry

Chief Clerk presented an Agreement with Mrs. Donna Strappazon
as ceramics instructor for the Burgettstown Senior Citizens Center from
January 1, 1979 through June 30, 1980, at a monthly sum not to exceed $50.00.

Chief Clerk presented a Proclamation designating March 1980 as
Mental Retardation Month.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Proclamation.

Chief Clerk stated that the Office of Revenue Sharing has revised
its regulations to require Recipient Governments to accommodate the handicapped
in three basic areas - program accessibility, facility design and construction
and employment opportunities, and that it has been determined by the Department
of Budget and Fiscal Affairs that no increase in staff composition will be
necessary to maintain County compliance with these regulations. Chief Clerk
then presented a Resolution which states in effect that (1) program accessi-L
bility for the handicapped is hereby assigned to the Department of Human
Services; (2) employment opportunities in relation to the handicapped are
hereby assigned to the Personnel Department; (3) facility design and construction

Chief Clerk presented the following Resolution for approval by the
WHEREAS, Ernst and Whinney, Certified Public Accountants
have performed an examination of the financial statements of the
Washington -Greene Mental Health/Mental Retardation Program as of
and for the year ended June 30, 1979; and,
WHEREAS, as of June 30, 1979, the Program in fact had a
deficit fund balance of $11,905.00. The audit report indicates
that the deficit results from a cumulative excess of expenditures
exceeding reimbursements and other revenues from the inception
of the Program in 1967 through June 30, 1979; and,
WHEREAS, the Western Regional Office of the Pennsylvania
Department of Public Welfare has reviewed the request of
Washington County for a write-off of the $11,905.00 deficit due
to lack of a legal basis for granting the write-off, the Counties
of Washington and Greene must remove the deficit by assuming
responsibility for this deficit.
NOW, THEREFORE, be it resolved and is hereby resolved
that Washington County appropriate from Federal Revenue Sharing
funds its share of the deficit the amount of $9,524.00.

Regarding the CETA Program, the Chief Clerk presented two Contracts -
one with Trinity School District to fund one instructor at a cost of $13,367.53
per year for the Adult Basic Education Program used by participants in Youth
and Work Experience programs; and one Contract with the Washington Institute
of Technology to train sixteen participants in the field of welding at a unit
cost of $43,926.72.

CETA Contracts.

Chief Clerk presented a proposal from the Acme Window Cleaning
Company to wash the glass in all exterior building windows, inside and outside

Chief Clerk presented a Letter of Intent directed to the Health
Systems Agency of Southwestern Pennsylvania to add 250 beds to the present
Washington County Health Center.

Solicitor DiSalle presented the following two (2) tax refunds to the
Board for their consideration and approval.

Office be authorized to prepare the following tax refunds due to either duplica-
tion or overpayment of real estate or personal property tax:

Solicitor DiSalle informed the Board of a request from Attorney
Anthony Seneca, who represents a patient (Susan Zakal) who has been in the Health
Center for some time. Mr. DiSalle explained that this patient had an interest
in certain real estate that was sold through Orphan's Court and the final order
of sale was approved by Judge Rodgers on February 25, 1980, and that she has a

balance of $19,211.21 coming to her. He also stated that there have been
(former)
negotiations between Mr. Seneca and Lee Symons, Solicitor for the Health Center,
regarding payment of that fund to the County to cover the cost of her care since
she has been there. Mr. DiSalle stated that Mr. Symons informed him that this
was her only asset and that Mr. Seneca is willing to pay this amount to the
County if we will satisfy the judgement of 33 March Term 1979, M.L.D.
Mr. DiSalle then requested authorization from the Boasted to satisfy this judgement.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the
Solicitor to satisfy the judgement as per above.

10:30 A.M. - OPENING OF BIDS FOR FURNISHING AND DELIVERING OF ELECTION SUPPLIES
FOR THE PRIMARY ELECTION, 1980.
August Stache, Acting Controller, opened and read the following bids:

Total amount of bid: $1,448.00
A bid bond in the amount of 10% of the total bid accompanied the
bid.

Total amount of bid: $1,163.00
A bid bond in the amount of 10% of the total bid accompanied the
bid.

Meeting re -opened at approximately 10:40 a.m. with the following
members being present: Commissioners Paluso, Gilmore and Mascara. Also being
present: Chief Clerk Dallatore; Solicitor DiSalle; Budget Director Gillespie;
Acting Controller Stache and Bob Robertson of The Observer -Reporter.
The purpose of re -opening of this meeting was to open a bid received
from Badzik Printing Company for the printing and delivering of ballots for the
General Primary Election to be held on Tuesday, April 22, 1980. Mr. Stache

reported to the Board that there was a mixup in the Controller's Office and
that a bid from Badzik was inadvertently not included with the other bids
received and opened at 10:30 a.m. Mr. Stache then opened and read the following
bid:

In accordance with the advertisement of the County Commissioners,
inviting proposals for the printing and delivering to the office
of the County Board of Elections the necessary ballots for the
conduct of the General Primary Election to be held on Tuesday,
April 22, 1980, having examined the attached specifications and
under standing same, I (or we) propose to furnish said ballots
in accordance therewith at the prices set forth:
Approximately 125,000 white official ballots
price per thousand for ballots furnished ............ $144.80
Approximately 23,000 pink official ballots
for Election Districts. Price per thousand
for ballots furnished...............................$105.30
Ten single sets for specimen ballots as set
forth in attached specifications, price per
ten sets............................................$752.75
Approximately 2,000 pink official specimen ballots
for political parties, etc., (as set forth in
attached specifications) price per thousand for
ballots furnished...................................$108.55
For printing, binding and delivering any re -run
of a ballot of any Election District because
of error on the part of any County Employee,
minimum charge per district for re -run of 100
ballots or less ................ 0.................... $ 59.10
Note: The price of printing the ballots could possibly be adjusted
because of size of ballot.
A bid bond in the amount of 10% of the total bid accompanied the bid.

for furnishing and delivering of ballots for the General Primary Election to
be held on Tuesday, April 22, 1980, to BADZIK PRINTING SERVICE, INC., 401
Thompson Avenue, Donora, Pa., for the amounts set forth in their bid; this being
the lowest and only responsible bid received in accordance with specifications.
