Washington, Pa., March 6, 1980
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso and Gilmore. Absent
being Commissioner Mascara. Also being present: Betty Gallo, Acting Chief
Clerk; Barbara Davis, Administrative Assistant; Budget Director Gillespie;
Solicitor DiSalle; J. Bracken Burns, Emergency Medical Services; Mrs. Miller,
League of Women Voters; John Cadez, Township Officials; John Drake, Senior
Citizens; Bob Sabot, WKEG; Jim Jefferson, WJPA; Bob Robertson, Observer -
Reporter; Becky Andrews, Daily Herald.
Vice Chairman called the meeting to order at 10:00 a.m. and noted that
Mr. Mascara was attending the State Association meeting in Harrisburg on behalf
of the County.
Vice Chairman asked if there were any corrections, additions or omissions
to Minute No. 8, each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 8, be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes.
Motion carried unanimously.
Old Business:
Regarding the bids received for election supplies for the Primary
General Election, Solicitor DiSalle informed the Board that he had reviewed
the bids from William Penn Printing Company and the William G. Johnston Company,
who was the low bidder of the two. Mr. DiSalle stated that he had received a
letter from Jack Wagner, Director of Elections pointing out that several errors
were made in the election materials they have recently received from the
William G. Johnston Co., relating to various dates that are critical with
respect to the forthcoming Primary General Election. Mr. Wagner's letter was
based on a letter from the Wm. Penn Printing Co. noting that there were several
errors in dates and text of the Election ,Ca.lenda� for 1980 issued by the
Johnston Company as a supplement to the Election binder. Mr. DiSalle stated
that this could create a problem with our ®ffice if we were to depend on the
calendar for preparation of our election, but he added that there is nothing
in the proposed material that he could see would be affected by the alleged
errors that Mr. Wagner points to. Mr. DiSalle stated he felt that the mistakes
that appear in the supplement do not affect the supplies and materials in the
bid specifications.

Remarks:
Mr. Gilmore: The crux of the matter is considerable change in the management
at the Wm. G. Johnston Co., and a number of Election offices are wondering
whether the quality that they had been known for in the past would continue,
but is is certainly premature for us to think they would not be as responsible
as they have been in the past.
Moved by Mr. Paluso, seconded by Mr. Gilmore, awarding the contract
for furnishing and delivering of elections supplies for the Primary Election
to be held on Tuesday, April 22, 1980, to WILLIAM G. JOHNSTON COMPANY,
P.O. Box 6759, 1130 Ridge Avenue, Pittsburgh, Pa., for the amount set forth
in their bid; this being the lowest and most responsible bid received in
accordance with specifications.

Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. U. S. Treasury - Manpower Planning Program - $241,500.00
2. Commonwealth of Pa. - Drug & Alcohol Detoxification Program
$25,146.00
3. Atlantic Aviation Corp. - Rent - Ohio Valley Piper Sales
$500.00
4. Commonwealth of Pa. - Day Care Contract #01169586
Month of Jan. (Actual) - $36,343.42
New Business:
Acting Chief Clerk presented a Contract with Jetcraft, Inc., for
replacement of any burned out or defective beacon and/or pole lights at the
Washington County Airport for a four-year term for the sum of $195.00 per
month to be paid by the County for these services.
Remarks:
Mr. Paluso suggested that the Contract term be on a year-to-year basis.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the Contract
with Jetcraft, Inc. on a year-to-year basis as per above.

Regarding the Cross Creek Flood Control Project, the Acting Chief
Clerk presented a proposal from Hickory -Woodrow Telephone Company for the
removal of wire and utility poles for a total cost of $428.00 to unable

construction on the dam at Site 662.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
proposal from Hickory -Woodrow Telephone Company.

Regarding CETA, the Acting Chief Clerk presented the following Contract
Modifications with Automotive Service Councils:
Purpose of modifications are:
- to add the vocational area of Secretary -Bookkeeper
for a maximum of fifteen weeks
- to extend the termination date of the contract to
September 30, 1980 and to transfer $2,646.00 from
OJT training to Adm. salaries, fringe benefits,
telephone, office supplies, postage & travel
(no increase or decrease in total amount of contract)
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
Contract Modifications.

Acting Chief Clerk requested authorization to advertise for bids for
the leasing of One 8-Passenger Utility Van and for building materials to
construct recreational facilities in communities of less than 3,500 persons
under the CETA Program.
Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Acting
Chief Clerk to advertise for bids as per above.

Regarding Children & Youth, the Acting Chief Clerk presented two
Purchase of Service Agreements - one with Washington Homes for Youth for place-
ment of juveniles and with the Catholic Social Service for foster care.
Acting Chief Clerk stated that these Agreements have been reviewed by the
Budget Director, Mr. Gillespie.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
Purchase of Service Agreements.

Acting Chief Clerk informed the Board that the following persons have
been recommended to serve on the Children & Youth Advisory Committee for a
period of three years, effective March 1, 1980.

Acting Chief Clerk informed the Board of a request for travel
authorization for Wayne Fleming, Kenneth Barna and Robert Neil of the Tax
Assessment Office to attend Mid year training classes sponsored by the
Assessor's Association of Pennsylvania on March 26, 27, 1980 in Williamsport, Pa.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
travel request.

Acting Chief Clerk informed the Board of a request for travel
authorization for Jerry Johnson, Supervisor.and one representative from the
Juvenile Detention Center, to attend the Juvenile Detention Center Association
of Pennsylvania Board of Representatives meeting on March 12, 1980, at State
College, Pa.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
travel request.

Regarding the Reassessment Program, Mr. DiSalle informed the Board
that the Chief Assessor has been in touch with him concerning standarized forms
for the reassessment notices. Mr. DiSalle stated that he has reviewed the
proposed forms and made certain suggestions for changes, and he will then
present the forms to the Board after they have been finalized. He added that
approximately 100,000 forms will be ordered.
Mr. DiSalle also informed the Board that he has met with Mr. Francis
King of the Collections Department regarding fines and costs imposed by the
Courts, and that forms are being drafted for a collection program.
