COMMISSIONERS Minute No. 10 Office of County Commissioners Washington, Pa., March 13, 1980 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore; Administrative Assistant Davis; Solicitor DiSalle; Budget Director Gillespie; Mrs. Miller, League of Women Voters; John Cadez, Township Officials; George Sroka, Chartiers Valley Notes; Bob Robertson, Observer -Reporter; Becky Andrews; Daily Herald; Jim Jefferson, WKEG. Chairman called the meeting to order at 10:04 a.m. and asked if there were any corrections, additions or omissions to Minute No. 9, each member ha received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 9 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - Highway Safety Project #EM-78-108-1 - $1,935.00 2. Commonwealth of Pa. - Child Support Program Incentives for month of Dec. 1979 - $601.03 3. Commonwealth of Pa. - Reimbursement for EMA personnel and administrative expenses for period of 10-1-79 to 12-31-79 - $1,184.59 Chief Clerk informed the Board of a Public Notice from the Department of the Army, Corps of Engineers, advising that the Pennsylvania Department of Transportation has applied for a permit to construct a new dual highway bridge to replace an existing bridge carrying L.R. 1071 (Interstate 70) over Pigeon Creek. New Business: Regarding the Primary Election, the Chief Clerk informed the Board that the following individuals have been recommended to serve on the Recount Board. Catherine Perecko Monongahela, Pa. Regarding the Cross Creek Watershed Program, the Chief Clerk presen an invoice from the Bell Telephone Company in the amount of $33,807.89 for relocation of facilities for construction of a dam involving Sites 659 and 661. Chief Clerk added that this has been reviewed by Administrative Assistant Joe Giecek. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of the foregoing invoice from the Bell Telephone Company. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk informed the Board that Timio Vitullo has been recommended for appointment to the Washington County Hospital Authority to fill the vacancy of Alfred Gwaley, who resigned, for a term expiring on December 31, 1981. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appointmen, of Timio Vitullo as per above. .Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Regarding the Airport Master Plan Study, the Chief Clerk presented a letter of request to the FAA for an additional $2,000.00 supplemental contract which has been recommended by Administrative Assistant Don Ligman. Remarks: Mr. Gilmore noted that the reason for this requested increase is due to the delay of FAA approvals which escalated our costs. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing supplemental contract. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. 1 Ei Chief Clerk presented a Management Agreement with C. S. McKee for 117 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Frank R. Mascara,- DAVID L. GILMORE. EDWARD M. PALUSO, COMMISSIONERS rendering investment advice to the Washington County Employees Retirement -Fund. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Management Agreement with C. S. McKee. Solicitor: Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor DiSalle presented the following two (2) tax refunds to the Board for their consideration and approval: 1. James Manfredi,(.for Rachela Manfredi) (1979 County Tax) Box 507 Clarksville, PA 15323 District: East Bethlehem - Deed Book: 620-487 District No: 260 - Section No: 4 - Parcel No: 26 Amount: $41.91 2. Maria M. Goffort (1978 & 1979 County Tax) c/o Howard O. Stevens Personal Property Mellon Bank Bldg. Canonsburg, PA 15317 Amount: $42.02 Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the foregoing tax refunds due to either duplica- tion or overpayment of real estate or personal property tax: Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor DiSalle stated that he had received a proposed contract from Robert Slencak, Administrator of the Health Center, for services rendered by John Reihner, who will replace William Sulkowski as the dentist for the Health Center. Mr. DiSalle stated that he will draw up the final draft of the contract with the terms and conditions remaining the same, except that the monthly retainer will be $200.00 plus fees for service and the dentist will be required to bill for any medical assistance as needed. Mr. DiSalle recommended that the contract be approved by the Board at today's meeting. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing contract with John Reihner for dental services at the Health Center. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor DiSalle also reported that he has received a pooposed draft of an option agreement with the _Hahkison- Corporation.
