PALVSO, COMMISSIONERS Minute No. 12 Office of County Commissioners Washington, Pa., March 27, 1980 The Board of County Commissioners met in regular session with the follow- ing members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore; Budget Director Gillespie; Assistant Solicitor Porter; Property and Supplies Director Brady; Coroner Jackson; John Cadez, Town- ship Officials; Mrs. Helen Miller of The League of Women Voters; John Drake of the Senior Citizens; Bob Robertson of The Observer -Reporter; Becky Andrews of The Daily Herald; Jim Jefferson of WJPA; and Bob Sabot of WKEG. Chairman called the meeting to order at 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 11, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 11 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Old Business: Concerning the bids received for the building materials for WCETA, Mr. Mascara stated that he has talked with the two bidders and Assistant Solicitor Porter and it was agreed that the bids would be tabled for another week. Concerning the Cross Creek Watershed (Site 662), Mr. Mascara stated that at last week's meeting the Board authorized the payment of $34,900.00 as the appraised value to Harry Hamilton; however, Mr. Hamilton has agreed to settle his claim for the sum of $40,500.00. Chairman Mascara therefore recommended that the Board approve the payment of an additional $5,600.00 to Harry Hamilton. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the payment of $5,600.00 to Harry Hamilton as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Chief Clerk presented to the Board for their consideration and approval an agreement with John Kossar as Parks Consultant for an annual sum of $5,000.00, effective April 1, 1980. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing agreement. Roll call vote taken: Mr. Paluso - Yes; Nor. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Amendment No. 1 to the Project Agreement with the Soil Conservation Service to terminate the Engineering Services Agreement for the design of recreational facilities at Cross Creek, Site PA-661. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing amendment. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an agreement with Pittsburgh National Bank to serve as Custodian of the assets of the Washington County Employee's Retirement Fund at an annual sum of $7,200.00. Assistant Solicitor Porter stated that the agreement is in proper legal form. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the agreement with Pittsburgh National Bank as per above. COMMISSIONERS Concerning the Washington -Greene Drug and Alcohol Program, the Chief Clerk presented to the Board the following items: 1. 1980/81 Grant Agreement with the State for the base allocation funds from the Governor's Council for D/A services for 1980/81 2. Contract for statewide services slots which is federal NIDA money flowing through the state Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing agreements. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board an agreement with Peter Polites for office space located at 40 North Main Street, Washington, Pennsylvania, for the Public Defender's Office; said agreement to be on a month -to -month basis, begin- ning April 1, 1980, at a cost of $400.00 per month. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing agreement. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - No; Mr. Mascara - Yes. Motion carried. Concerning the Penn Plastics matter wherein Judge Rodgers upheld the assessment and appeal, Mr. Porter informed the Board that exceptions have been filed and they will have to be argued. Other Business: Chief Clerk presented to the Board for their consideration a proposal from Main Hurdman & Cranstoun to perform special assignments for the Washington County Employment and Training Agency. PALUSO, COMMISSIONERS Coroner Jackson informed the Board of a problem which he feels exists between his office and the Coroner's office of Westmoreland County; namely, Mr. Jackson feels that Westmoreland County owes Washington County monies for services rendered for autopsies, ambulance services and other services in respect to the Coroner's Office that were done in Washington County which legally should have been done in Westmoreland County and paid directly by the Westmoreland Count, Commissioners. The problem is that it is a practice now.going on for the ambu- lance services of Westmoreland County to tranport into the County of Washington deceased persons to the Mon Valley Hospital for the purpose of getting them pronounced dead. The Coroner of Westmoreland County takes the position that once the body is in Washington County and pronounced dead, Coroner Jackson is required to make a full investigation as well as to issue a death certificate and perform an autopsy, if needed, at the expense of Washington County. A brief discussion followed. Chairman Mascara stated that he would contact the Westmoreland County Commissioners to see if this problem can be resolved without getting into litigation.
