Washington, Pa., April 19, 1980
The Board of County Commissioners held their first regional meeting
on April 19, 1980, at 10:00 a.m. in the Charleroi Fire Hall located in Charleroi
Pa., with the following members being present: Commissioners Edward M. Paluso,
David L. Gilmore and Frank R. Mascara. Also being present: Christine Dallatore
Chief Clerk, Barbara Davis and Joseph Giecek, Administrative Assistants;
Attorney George Retos, Legal Department; Charles Gillespie, Director, Budgetary
Affairs; Margaret Pennline, Director, Personnel; Henry R. Fiumelli, Director,
Human Services; Lou Lignelli, Director, CETA; William Sember, Director, and
Earl Bugaile, Planning Commission; Wayne Fleming, Chief Assessor, Tax Assessment
Richard P. Brady, Director, Property & Supplies; Roland Bourke, Director and
Steve Wiencek, Redevelopment; Keery McAmbley, Director, Industrial Development;
James Fazzoni, Sheriff; John F. Yoney, Treasurer; Robert Slencak, Administrator;
Health Center; J. Bracken Burns, Director, Emergency Medical Services; Anthony
Luppino, Director, Adult Welfare Services; Bob Robertson, Observer -Reporter;
Bob Sabot, WKEG; and several citizens and public officials from Charleroi.
Chairman announced that a question and answer session would be held
after the meeting.
Chairman called the meeting to order at 10:15 a.m. and asked if there
were any -corrections, additions or omissions to Minute No. 14, each member having
received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 14,
be approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following checks

Chief Clerk informed the Board of an invoice from Fayette County for
expenses incurred in the operation of Ferryboat Frederick for the period of
October 1, 1979 thru December 31, 1979 in the amount of $4,163.92. Said
invoice reviewed by Joseph Giecek, Administrative Assistant, and will be taken
from the Liquid Fuels fund.

the foregoing invoice.

Regarding the Cross Creek Park Project, Site 662, the Chief Clerk
informed the Board of an estimate from West Penn Power Company to relocate
approximately 3200 feet of line and remove approximately 1400 feet of line for
expansion for a cost of $19,750.00. Chief Clerk added that this matter has
been reviewed by Mr. Giecek.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
payment for services by West Penn Power.

Under the CETA Program, the Chief Clerk presented a PSE Agreement
with Claysville Country Day Care in the amount of $3,224.00 for One Teacher
Aide position for the term of April 15 to Sept. 30, 1980.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
PSE Agreement.

Motion carried unanimously.
Chief Clerk informed the Board of a request that the Commissioners
in compliance with Section 2 of the Intergovernmental Personnel Act of 1970
(Pub. L. 91-648) adopt a resolution on training for employees as put forth in
the administrative provisions of the standards for the "Administration of
State and local personnel systems". Under the standards a guide is provided
recommending that state and local governments train as needed to prepare
employees for career advancement; and to implement equal employment opportunity
systematic methods are required. Mr. Gillespie, Budget Director, gave a further
explanation of what this resolution involves.
Moved by Mr. Paluso, seconded by Mr. Gilmore, adopting the foregoing
Resolution.

Chief Clerk presented an Agreement with New View for Youth, Inc.,
which is a group home project for male adolescents that is being composed for

the Mon Valley area of Washington County and will be situated in the Borough
of North Charleroi. Said Agreement reviewed and recommended for approval by
Mr. Fiumelli, Director of Human Services.
Remarks:
Attorney Retos recommended that the Agreement be approved with the addition
of a hold harmless clause and the standard contingency clause provided if funds
are available.

Agreement with the two additional clauses as recommended by the Legal Department]

Chief Clerk informed the Board that Robert N. Clarke of Washington,
Pa., has been recommended to serve on the Children & Youth Advisory Board
effective May 1, 1980.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing)
appointment of Robert N. Clarke.

Chief Clerk informed the Board of a proposal from Michael S. Churc
for services to be rendered in connection with the computer system in converting
the existing systems from the Burroughs B 800 to the Burroughs B 1800 computer
system and to develop a custom Payroll System and other systems as needed on
the Burroughs B 1800 at an hourly rate of $35.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
proposal from Michael S. Churchman.

Chief Clerk presented a Resolution concerning political activities
of County officers and employees in conformity with the provisions of the
Hatch Act.
Remarks:
Mr. Gillespie stated that this was another provision of the Merit .Based: Person.
System in which the political activities of County employees will be controlled
by the provisions of the federal Hatch Act. Mr. Gillespie added that this
Resolution could have fallen under the provisions of either two acts - the
federal Hatch Act or the state Act which Pennsylvania has and is more highly
restrictive.

Regarding the Children & Youth program, the Chief Clerk informed the
Board that Mr. Fiumelli, Director of Human Services, has recommended that the
Board approve an Agreement with Parents Anonymous for a Coordinator position.

Chief Clerk announced that the Courthouse will be closed on April 22,
1980, Election Day.
Solicitor:
Attorney Retos of the Legal Department presented the following tax
refund to the Board for their consideration and approval.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Tax Assessment
Office be authorized to prepare the following tax refund due to either duplica-
tion or overpayment of real estate or personal property tax:
