Office of County Commissioners
Washington, PA., May 1, 1980
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso, Gilmore and Mascara.
Also being present: Chief Clerk Dallatore; Administrative Assistant Davis;
Herman Bigi, District Attorney; Lou Lignelli, Director of WCETA; Linda Hands,
Secretary; Solicitor DiSalle; John Drake, Senior Citizens; Bob Sabot, WKEG;
Jim Jefferson, WJPA; Becky Andrews, Daily Herald; Jon Stevens, Observer-Repo..ttex
Joe Spears and Jack Manning representing the City of Washington.
Chairman called the meeting to order at 10:00 a.m. and asked if there
were any corrections, additions or omissions to Minute No. 16, each member
having received a copy.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 16
be approved as read.
Roll call vote taken:
Mr. Paluso-Yes; Mr. Gilmore -Yes; Mr. Mascara -Yes.
Motion carried unanimously.
Old Business:
Awarding of bids for playground equipment for WCETA-Solicitor DiSa
stated that he and Mr. Lignelli reviewed the bids and recommend that the
bids be awarded to the lowest bidder in each category with the exception of
the bleachers which Mr. Lignelli recommends be awarded to Recreation Equip-
ment, Inc. due to the better quality of the bleachers and thickness. Also
they are more damp resistant.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that the bids for the
playground, equipment for WCETA be awarded as per above.

Motion carried unanimously.
Special Order of Business: Re: Cherry Way Construction Project
Chairman Mascara recommended the Authorization of payment of
$85,914.00 of Liquid Fuels monies for the Cherry Way Construction Project.
A brief discussion followed with Joe Spears and Jack Manning of the City
of Washington.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the payment
as per above.

Correspondence:
Chief Clerk informed the Board of the receipt of the following
checks:
1. U. S. Treasury-$103,800.00-Manpower Planning Program.
2. U. S. Treasury-$ 21,000.00-Manpower Planning Program.
3. Atlantic Aviation Corporation-$500.00-Rent-Ohio Valley
Piper Sales
4. Commonwealth of Pa.-$1,179.99-EMA personnel and administra-
tive reimbursement -Supplemental FY 1979.
New Business:
Chief Clerk presented a Renewal of Service Agreements with
Chambers Development Company, Inc., for the Court House, Planning
Commission, Detention Home and Health Center for a period of one year
effective June 1, 1980.
Remarks:
Mr. Paluso noted that it would not be necessary for the Planning Commission
to have a year's agreement since they will be moving into the new buildi
shortly. Mr. Gilmore noted that the Community Action Corporation would
still need these services. The Board directed that the Property and
Supplies Director check into this matter.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the
foregoing Agreements.

Motion carried unanimously.
Chief Clerk presented a proposal from Main Hurdman & Cranstoun
to assist in the implementation of the TAG accounting system.
Moved by Mr. Gilmore, seoonded by Mr. Paluso, approving the
foregoing proposal.

Motion carried unanimously.
Chief Clerk presented a Resolution appropriating funds in the
amount of $1,352.00 to the Juvenile Detention Home Account for the
purchase of two sofas.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the
foregoing Resolution.

Chief Clerk presented a Proclamation designating the Month of
May as S.O.B.E.R. MONTH (Slow on the Bottle and Enjoy the Road).
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the
foregoing Proclamation.

Under CETA Program, the Chief Clerk presented the following Contract;
and Agreements:
OJT Contract with Publix Publications
Period of Contract: April 28, 1980 - October 24, 1981.
Cost not to exceed: $3,224.00
Contract with California State College to train 25 Participants.
Period of Contract: June 1 - September 30, 1980.
Cost not to exceed: $33,375.00
Contract with Washington School District for Career Employment
Experience for 10 in -school youths.
Period of Contract: May 5 - August 8, 1980.
Cost not to exceed: $16,718.29
Contract with Pittsburgh Catholic Educational Programs, Inc.
This is a Work Experience Project to serve 20 out -of -school youths.
Period of Contract: May 1 - September 30, 1980.
Cost not to exceed: $55 , 213.00
YCCIP Contract with West Brownsville Borough. This Project will
service 5 out -of -school youths to construct a railroad tie wall on the
river.
Period of Contract: May 1 - August 31, 1980.
Cost not to exceed: $14;476.95
Contact with Wheeler School to train 5 Participants.
Period of Contract: June 1 - September 30, 1980.
Cost not to exceed: $6,250.00
Contract with Triangle Tech to train 9 Participants.
