COMMISSIONERS c� 6 Minute No. Office of County Commissioners Washington, PA., May 22, 1980 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore. and Mascara. Also being present: Chief Clerk Dallatore; Administrative Assistant Davis; Linda Hands, Secretary; Solicitor DiSalle; Budget Director Gillespie; John Drake, Senior Citizens; Bob Sabot, WKEG; Jim Jefferson, WJPA; Bob Robertson, Observer -Reporter; Helen Miller, League of Women Voters; -Henry Fiume-lli,_:-,Directtr, Human Services-. Al -so present was a group of Senior Citizens. Chairman called the meeting to order at 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 18, each member having received a c6py. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 18 he approved as read. Roll call vote taken; Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business Chairman Mascara read a Proclamation declaring May as Older Americans Month in Washington County. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara -Yes. Motion carried unanimously. At this time Wilma Toth, Chairman for the Washington County Advisory Council on Aging, presented a plaque of appreciation to the County Commissioners. The -Board thanked Mrs. Toth for her time and the plaque. Old Business; Agreement with Avella Area School District Solicitor-DiSalle stated -that he had prepared an agreement between the County and Avella Area School District for permission to remove top soil from a tract of land in Cross Creek Township. It is an area that measures 600' x 400'. Solicitor DiSalle discussed this matter with Mr. Giecek and Mr. Sember and it meets their approval. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Agreement with Avella Area School District to remove top soil. Commonwealth of Pa. - Title XX - Children & Youth Social Service for period of 1-1-80 to 3-31-80 - $731435.68 New Business: Chief Clerk informed the Board that James F. Antal of California - has been recommended for appointment to the SPEDD Board of Directors (represents g local government). Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appoint- ment of James F. Antal as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise fbr bids for the following: 1. shelving for the Washington County Planning Commstion. 2. Construction of a new sewer line for the Court House/Jail Comple . 3. relocation of the Jail Recreation Yard. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoinc Authorizations to advertise for bids. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk announced that the Court House will be closed on Monday, May 26th.,in observance -of --Memorial Day Holiday. Solicitor: Solicitor DiSalle stated that the Commissioneishad asked for an opinion onfte question of whether or not the purchase of services required for the movement of furniture, equipment and other personal property fwom the Court House to the new County Building is subject to the bidding requirements of the County Code. Mr. DiSalle stated that it is his opinion that the purchase of mov services is not subject to the bidding requirements of the C®de. Because of the huge volume of furniture, equipment and materials to be moved, it is questionab whether or not a definitive bid could be obtained in any event. Frank Pappas & Sore Lumber Co. 868 W. Pittsburgh Street Burgettstown, PA 15021 Total amount of bid: $30,710.20 A Certified Check in the amount of $3,071.02 accompanied the check. 2. Donora Lumber P.O. Box 542 Donora, PA 15033 Total amount of bid: $24,192.50 A Certified Check in the amount fif $2,402.00 accompanied the check. LUMBER - 1. Frank Pappas & Sons Lumber Co. 868 W. Pittsburgh Street Burgettstown, PA 15021 Total amount of bid: $24,321.65 A Certified Check in the amount of $2,432.17 accompanied the check. 2. Donora Lumber Co. P.O: Box 542 Donora, PA 15033 Total amount of bid: $13,889.35 A Certified Check in the amount of $1,400.00 accompanied the check. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing bids be tabled for further review. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
