COMMISSIONERS Minute No. 23 Office of County Commissioners Washington, PA., June 12, 1980 The Board of County Commissioners met in regular session with the follcw-n1i members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore; Administrative Assistant Davis; Linda Hands, Secretary; Budget Director Gillespie; Richard DiSalle, Solicitor; Roland Bourkq Executive Director, Redevelopment; J. Bracken Burns, Executive Director, EMS; Helen Miller, League of Women Voters; Lucy Rea, Girl Scouts; Frank Longevitsh, Independence Township; Bob Robertson, Observer -Reporter; Jim Jefferson, WJPA; Bob Sabot, WKEG; Becky Andrews, Daily Herald. Chairman called the meeting to order at 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 22, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving Minute No. 22 as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. r Motion carried unanimously. Special Order of Business: J. Bracken Burns, Executive Director of EMS, presented a Highway Safety Grant , pplication for $7,147.00 to be utilized in the acquisition of training equipment. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Grant Application. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Old Business - Bids for Shelving for Planning Commission Solicitor DiSalle stated that two bids were received at the last regular meeting from Donald Lutch, Inc.,and F. J. Busse Company, Inc.. Mr. DiSalle noted that a bid bond did not accompany the bid from Donald Lutch, Inc. at the time of the bid opening but was received by the Chief Clerk's office at approx- imately 11:45 a.m. that same day, June 5th. Remarks: Mr. Mascara stated that the Commissioners decided to reject the bids and have the County Carpenters get together with Mr. 5ember, of the Planning Commission, to build the shelving. Moved by Mr. Gilmore, seconded by Mr. Paluso, rejecting she bids for shelving for the Planning Commission. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. COMMISSIONERS Correspondence Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - $17,011.40 - Day Care Contract #9630 - Month of April 1980 2. Peoples Natural Gas Company - $1,200.00 - per lease agreement at Mingo Creek Park - Rental for period of June 1980 - June 1981 New Business Chief Clerk informed the Board that Sandra Morgan of Houston, PA., has been recommended fQr appointment to the D/A Planning Commission for a three (3) year term. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appointment as per above. Roll call vote taken: Mr. Palsuo T Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes_ Motion carried unanimously. Chief Clerk stated that concerning the Washington County's Man Valley TOPICS study contract with the Pennsylvania Department of Transportation, Mr. Sember, of the Planning Commission, is requesting authorization to proceed with needed aerial photography at a total cost of f$2,463.00. Mr. Sember noted that these funds are reimbursable. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Authorization. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk informed the Board of the resignation of Reverend Richard P. Richards of the Washington County Hospital Authority and that Mario L. DeAngelo Rev. of Canonsburg has been recommended to f"'ARichards' vacancy; said term to expir December 31, 1982. Chief Clerk informed the Board that Paul W. Amic of Canonsbu has been recommended to fill the vacancy of Dr. Harold Cherkin whose term will expire December 31, 1984. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appointments as per above. Roll call vote taken: Mr. Paluso - Yes;.Mr. Gilmore - Yes; Mr. Mascara - Yes. COMMISSIONERS Chief Clerk requested authorization to advertise for bids for a block :1 wall and firerated ceiling at the present County Garage. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing request. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented Proposals from John B. Bruno to revamp the Men's Restroom for use by the handicapped at a cost of $1,550.00 and installation of a gas line and heating at the present County garage at a cost of $1,259.M Moved by Mr. Gilmore, seconded by Mr. Paluso, accepting the Proposals. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes,. Motion carried unanimously. Chief Clerk presented another Proposal from C. Kosey for work at the Mr. Gilmore noted that the work Juvenile Detention Home at a cost of $2,480.00. is necessary in order to comply with DPW regulations. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Proposal as per above. Roll call vote taken: Mr. Paluso - Yesj-Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Solicitor DiSalle presented the following tax refund to the Board for ` their consideration and approval. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refund due to either dupli- cation or overpayment of real estate or personal property tax: 1. Jack Stanley (1979 County Tax) (F.O. Baline A. & Wilma F. Beeghly) 1920 W. Chestnut Street Washington, PA 15301 District: South Franklin District No: 590 - Section No: 5-3 - Parcel No: 2-21 Amount: $8.80 Solicitor DiSalle also informed the Board that he has received a copy of an amended complaint filed with the U. S. District Court filed by Harold James Lowe against a couple of the Deputy Sheriffs, James Fazzoni, County Sheriff, and Jay Taylor, County Warden, in connection with him being brought back here for proper proceedings. He claims that the Deputy Sheriffs threat- ened him and violated his Constitutional rights by bringing him back to Penrr sylvania against his will. Roland Bourke, Executive Director of the Redevelopment Authority, pre- sented a Resolution authorizing the submission of an Application for State Financial Assistance for the California Third Street Redevelopment Project. The purpose of the Project is to provide a site for commercial development in downtown California. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Meeting recessed until 10:30 a.m. 10:30 A.M. - OPENING OF BIDS FOR THE RELOCATION OF JAIL RECREATION YARD & FOR NEW SEWER LINE CONSTRUCTION Acting Controller Stache opened and read the following bids: RELOCATION OF JAIL RECREATION 1. Mon Valley Fence Company YARD P. 0. Box 407 Charleroi, PA 15022 Total amount of bid: $38,442.50 A bid bond in the amount of 10% accompanied the bird. 2. F. J. Busse Compnay, Inc. 1575 Noblestown Road Pittsburgh, PA 15220 Total amount of bid: $87,000.00 A bid bond in the amount of 10% accompanied the bid. 3. Donald Lutch, Inc. 1380 Stoltz Road Bethel Park, PA 15102 Total amount of bid: $42,937.00 A bid bond in the amount of 10% accompanied the bid SEWER LINE CONSTRUCTION 1. John B. Bruno Plumbing & Heating Co. 65 Campbell Avenue Washington, PA 15301 Total amount of bid: $9,877.00 A certified check in the amount of $1,000.00 accompanied the bid.
