PALUSO, COMMISSIONERS Minute No. 24 Office of the County Commissioners Washington, Pa., June 19, 1980 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore; Administrative Assistant Davis; Solicitor DiSalle; Betty Gallo, Secretary; Wayne Fleming, Chief Assessor; Mr,.& Mrs. David Barr, 21st Century Appraisals; Attorney George Eckert; John Drake; Senior Citizens; John Cadez, Township Officials; Mrs. Helen Miller, LeaguE of Women Voters; Ernest Hatchinson, Hopewell Township; Bob Sabot; WKEG; Helen Planchak, Valley Independent; Becky Andrews, Daily Herald; Jon Stevens, Observer - Reporter. Chairman called the meeting to order at 10:05 a.m. and asked if there were any corrections, additions or omissions to Minute No. 23, each member ha received a copy. Moved by. Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 23, be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Regarding the Reassessment Program for Washington County, Mr. Mascara announced that the ratio will be set at 9% for placing new assessed values on real property in Washington County. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the ratio of 9% be set for placing new assessed values on real property in Washington County under the Reassessment Program. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Using an illustrated chart, Chief Assessor Wayne Fleming pointed out that the chart shows the comparison of the 1980 actual figures and the 1981 estimated figures - estimated because revisions are still being made on some of the 100,000 parcels in Washington County. Mr. Fleming stated that the new market value was set at $3.5 billion by 21st Century Appraials, Inc., and equates with the 9% ratio, the new assessed value is $315 million. COMMISSIONERS that he was satisfied that the Board has looked at all the ramifications and has successfully protected the interests of the taxpayers of Washington County. Mr. Paluso explained that the forms, which must be mailed out by July lst, are notices of change of assessment and not tax bills as previously indicated by the newspapers. Mr. Gilmore read a lengthy statement to the news media and stated that the ratio of 9% is as close as the Board could come, practically, to a common level and bring those above and below that common level to it. He also stated that the final total assessed figure for the County, in comparison to last year's total assessed figure is only a little over 2% differential. Old Business: Regarding the bids received for the Relocation of the Jail Recreation Yard and New Sewer Line Construction, Mr. Mascara recommended that the bids be tabled as more information is forthcoming from the Planning.Commission. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bids be tabled as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - $99,115.01 - Children & Youth Program Foster Home & Institutional Care Payment for period of 10-1-79 to 12-31-79 2. U. S. Treasury - $272,600.00 - Manpower Planning Program Chief Clerk presented a one year lease for the District Magistrate's office in Claysville with Michael Dire, Laurence F. Ross and Joann C. Ross for $400.00 per month retroactive to January 1, 1980, and expiring on December 31, 1980. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Lease Agreement. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Under the CETA Program, the Chief Clerk presented an On the Job Contract) with Taylor Rental Center for the training of one person to develop skills in General Rental Yard Operation for a project of 22 weeks starting June 23rd thru November 24, 1980, for a total cost of $3,520.00. /SY ---- MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L MORGAN. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented a Resolution whereby the County of Washington consents to the adoption of a right of way consisting of 12.061 acres in Cross Creek Township - Site 662 for relocation of Legislative Route 62035 by PennDOT. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for proposals for the sale of the Women's Home and for bids for the removal of a house in Cross Creek Park. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise the foregoing items. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
