The Board of County Commissioners met in regular session with the follow*
ing members being present: Commissioners Paluso, Gilmore and Mascara. Also
being present: Chief Clerk Dallatore; Administrative Assistant Davis;
Solicitor DiSalle; Linda Hands, Secretary; William Sember, Planning Commissim
Charles Gillispie, Budget Director; Farrel Jackson, Conorer; Henry Fiumelli,
Human Services; J. Bracken Burns EMS; Beck Andrews Dail Herald; Bob Robert-
son, Observer -Reporter; Jim Jefferson, WJPA; Bob Sabot, WKEG; Helen Miller,
League of Women Voters; Bob and Tom McMurray, Peters Township EMS; Don Johnson,
Cecil Township EMS.
Chairman called the meeting to order at 10:00 a.m. and asked if there were
any corrections, additions or omissions to Minute No. 24, each member having
received a copy

Special Order of Business: Liquid Fuels Allocations
Mr. William Sember, Planning Commision4 presented to the Board a table of
the distribution of Liquid Fuels monies to local minicipalities within Washing-
ton County. Mr. Sember felt that this would help the minicipalities in the
future concerning the percentage allocation based on the amount of money the
County has available. He also noted that there is a $1,000.00 minimum. This
chart may be found on pages 190 - 192.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Liquid Fuels
Allocation table as presented.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Old Business: Bids
Chief Clerk recommended that the bids for the Relocation of the Jail Recre-
ation Yard be tabled for another week and that the bid for the New Sewer Line
Construction be awarded to John B. Bruno Plumbing and Heating, 65 Campbell Ave.,
Washington, PA for the amount set forth in their bid this being the lowest bid
received in accordance with specifications.
Moved by Mr. Gilmore, seconded by Mr. Paluso, tabling the bids for the
Relocation of the Jail Yard and awarding the bid for the New Sewer Line Construe

New Business:
Chief Clerk requested Authorization to advertise for bids for three
vehicles.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving Authorization as
per above.

Motion carried unanimously.
WCETA Program
Chief Clerk presented an amendment to the Agreement with the Private
Industry Council. The purpose of this amendment is to more clearly define
the participant service levels and to adjust the budget in accordance with the
prime sponsor plan as submitted to the U. S. Department of Labor.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Amendment as
per above.

Motion carried unanimously.
Chief Clerk stated that the W.CETA office has requested Authorization to,
enter into PSE Agreements with the following:
Cross Creek Regional Planning Commission for eight (8) Skilled Laborers
Period of Agreement: July 1, 1980 - September 30, 1980
Amount: $23,296.00
City of Washington for ten (10) Laborers
Period of Agreement: July 1, 1980 - September 30, 1980
Amount: $35,000.00
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Agreements as per above.

Children & Youth Program
Chief Clerk presented an extension of Agreement with Catholic Social
Services for contintved operation of the Youth in Crisis Program for the
period from 8-16-80 to 12-31-80 at no,additional funding.
Chief Clerk also presented a Provider Agreement with New Directions, Inc.
for the period of 1-1-80 to 12-31-80.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Agreements.

Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk presented an Agreement between the Washington County Health
Center and the Mon Valley Health and Welfare Council, Inc., Area Agency on
Aging for the Adult Day Care Program for fiscal year 1980 - 1981 and also an
Agreement between the Area Agency on Aging and the Adult Welfare Program for
fiscal year 1980- 1981.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Agreements.

Motion carried unanimously.
Chairman Mascara requested that Solicitor DiSalle draft some type of
question to be put on the November ballot as a referendum concerning altern-
atives to the paper ballot voting system.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Solicitor
as per above.

Solicitor DiSalle presented the following ten (10) tax refunds to the
Board for their consideration and approval.
Ploved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment
Office be authorized to prepare the following tax refunds due to either dupli-
cation or overpayment of real estate or personal property.

Solicitor DiSalle reported that concerning a condemnation proceeding
relating to a piece of property located at the Fairgrounds at Arden, the
property was appraised at $27,000.00 and the Board of View appraised it at
$34,000.00. The last day to file an appeal is July 7, 1980. Mr. DiSalle
stated that Mr. Porter, who had been handling this matter, has recommended
that we don't file for an appeal and we understand that the property owners
will not file an appeal. Mr. DiSalle recommended that the County t
file an appeal.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that the County not
file an appeal as per above.

Motion carried unanimously.
Solicitor DiSalle stated that he had received a letter from Attorney
Robert Ceisler in connection with an appeal that has been filed by Concetta
Ciaffoni regarding some taxes that have been placed against her property.
Attorney Ceisler, Solicitor for Trinity School District, suggested that the
School District would be perfectly happy if the County would handle this
matter. Mr. DiSalle stated that since the County is a party, he has referred
the matter to Mr. Retos.
J. Bracken Burns
J. Bracken Burns of EMS stated that the State Department of Health
about a year ago set up a program called Voluntary Ambulance Service
Certification in which local voluntary personnel could up -grade themselves
voluntarily in order to provide a better level of care to the citizens of
Pennsylvania. Mr. Burns stated that we are here today to ask the
Commissioners to present the first two Certifications in Washington County
to Cecil Township for their Ambulance Service and the VFW Post 764 Ambulant*.
Service in Peters Township. Chairman Mascara then presented plaques to
Tom & Bob McMurray of Peters Township and Don Johnson of Cecil Township
for their outstanding work in Voluntary Ambulance Service.
