The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore and Mascara. Absent
being Commissioner Paluso. Also being present: Chief Clerk Dallatore;
Administrative Assistant Davis; Secretary Betty Gallo; Solicitor DiSalle;
Roland Bourke, Redevelopment Authority; Audley S. Crumrine, member of the
Redevelopment Authority Board; Michelle Augier, Planning Commission;
Mrs. Helen Miller, League of Women Voters; John Drake, Senior Citizens;
Jim Jefferson, WJPA; Bob Sabot, WKEG; Jon Stevens, Observer -Reporter; Becky
Andrews, Daily Herald.
Chairman called the meeting to order at 10:00 a.m, and asked if there
were any corrections, additions or omissions to Minute No. 27, each member havin;;
received a copy.

Special Order of Business:
Chairman presented a Certificate of Appreciation to Audley S. Crumrine
for his twenty years of service on the Redevelopment Authority Board and on the
Housing Authority.
1980 Community Development Program
Regarding the fiscal year 1980 (Sixth Year) Community Development
Program, Mr. Roland Bourke, Executive Director,of the Redevelopment Authority,
presented a Resolution of the Board of County Commissioners of the County of
Washington accepting the provisions of a Grant Agreement authorized by the
Department of Housing and Urban Development under the Community Development
Block Grant Program pursuant to Title I of the Housing and Community Development
Act of 1974, as amended.
Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the foregoing
Resolution.

Court House Restoration Project
Michelle Augier of the Planning Commission requested approval from the
Board to submit grant applications for funds to continue the restoration of the
Courthouse. Ms. Augier stated that an application for $147,125 will be made to

the Pennsylvania Historical and Museum Commission to fund 50% of the following
six work items: (1) restoration of Courtroom 4 to a judge's library and
conference room, (2) conversion of the Treasurer's Office to a courtroom,
(3) renovation of the first floor offices, (4) replacement of the roof statues,
(5) completion of the renovation of the basement level, and (6) illumination
of the facade and dome. Ms. Augier noted that by federal regulation, this is
the first year that these historic preservation funds can be awarded for
governmental buildings still in operation. She added that applications for
four of the projects have been submitted to the Washington County Employment
and Training Agency requesting funds to utilize CETA participants for this work.

of grant applications as per above.

Chief Clerk informed the Board of the receipt of the following checks:

Incentives for April 1980
New Business:
Chief Clerk requested approval of the appointment of Henry R. Fiumelli
to the Emergency Medical Services Institute Board of Directors.
Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the foregoing
appointment of Henry R. Fiumelli.

Motion carried unanimously.
Regarding the Washington County Airport paving contract, the Chief Clerk
noted the receipt of the final invoice in the amount of $10,270.26 for this
project, and presented an Appropriation Resolution to the Board for their
approval of a supplemental appropriation of $5,077.68 to the airport budget
from unappropriated surplus in the 1980 budget. Said appropriation will be
reimbursed to the County upon presentation of the paid invoice to the Commonwealth
of Pennsylvania and the Federal Aviation Commission.

Appropriation Resolution.

Chief Clerk requested authorization to advertise for bids for the
1981 Tax Notices and Tax Duplicate Page Forms.
Moved by Mr. Gilmore, seconded by Mr. Mascara, authorizing the Chief
Clerk to advertise for bids as per above.

Chief Clerk requested authorization from the Board to empower the
Inter -Governmental Communications Organization (IGCO) to act as the sole
Management Agent for the County in developing and implementing the "911"
emergency phone system county -wide. Chief Clerk noted that the IGCO will not
only coordinate "911", but will coordinate the proposed microwave system
county -wide with the assistance of the staff at Emergency Medical Services
Institute.
Moved by Mr. Gilmore, seconded by Mr. Mascara, authorizing the
IGCO to act as the sole Management Agency for the County in implementing the
"911" system.as per above.

Regarding House Bill 382 which permits electronic voting in the State
of Pennsylvania, the Chairman presented a Resolution for adoption by the Board
whereby the Commissioners authorize a referendum question on the use of electronic
voting in Washington County to be placed on the ballot in the November General
Election pursuant to the requirements of the State Election Code.
Moved by Mr. Gilmore, seconded by Mr. Mascara, adopting the foregoing
Resolution.
