PALUSO, COMMISSIONERS Minute No. 29 Office of County Commissioners Washington, PA., July 24, 1980 The Board of County Commissioners met in regular session with the following members being present: Commissioner Paluso and Mascara. Absent being Commissioner Gilmore. Also being present: Chief Clerk Dallatore; Administrative Assistant Davis; Secretary Linda Hands; Solicitor DiSalle; Roland Bourke, Redevelopment Auth.,; Earl Bugaile, Planning Commission; Jim Risolio, Savings Bond Division; Lou Lignelli, Director of WCETA; J. Bracken Burns, EMS; Jim Jefferson, WJPA; Bob Sabot, WKEG; Becky Andrews, Daily Herald; Bob Robertson, Observer -Reporter; John Drake, Senior Citizens; Helen Miller, League of Women Voters; Anthony Marino and Pete Suwak., attorneys. Chairman called the meeting to order at 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 28, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Mascara, approving Minute No. 28 as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Earl Bugaile, Planning Commission, presented to the Board for their consideration a Resolution designating the month of August as Savings Bond Campaign Month. Mr. Bugaile stated that in the past the Campaign has been held in the month of May but due to the move into the new County Building that it was delayed until August. Mr. Bugaile then introduced Jim Risolio, a repre- sentative for the Savings Bond Campaign,who presented the Commissioners with tie tacks as a token of appreciation. Moved by Mr. Paluso, seconded by Mr. Mascara, that the Resolution de- signating the month of August as Savings Bond Campaign Month be adopted. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Lou Lignelli, Director of WCETA, requested that the Board of Commissioners grant permission for the WCETA office to enter into PSE Agreements with municipalities throughout the County in order to implement a County -wide short- term Public Service Employment (PSE) Program. This would include 9 areas throughout the County. COMMISSIONERS in the 9 given areas at a cost of $241,035.00. Mr. Lignelli distributed to the news media a press release outlining this new program. PSE Agreements: (Broken Down into Areas) AREA 1: Hanover Township, Smith Township, McDonald Borough, Midway Borough, I3urgettstown Borough for 6 PSE Laboring Positions and 1 Clerk/Typist. Period of Contract: July 1, 1980 - September 30, 1980. Cost not to exceed: $17,114.01 AREA 3: Peters Township, North Strabane Township, Houston Borough, Chartiers Township and Canonsburg Borough for 18 PSE Laboring Positions. Period of Contract: July 1, 1980 - September 30, 1980. Cost not to exceed: $46,952.33 AREA 4: Canton Township, East Washington Borough, South Strabane Township for 9 PSE Laboring Positions and 1 Clerk/Typist. Period of Contract: July 1, 1980 - September 30, 1980. Cost not to exceed: $25,121.22 AREA 5: South Franklin Township, Buffalo Township, Donegal Township, West Finley Township, East Finley Township, Morris Township, Blaine Township, Claysville Borough, Green Hills Borough and West Alexander Borough for 5 PSE Laboring Positions. Period of Contract: July 1, 1980 - September 30, 1980. Cost not to exceed: $12,100.00 AREA 6: Union Township, Nottingham Township, Carroll Township, Fallowfield Township, New Eagle Borough, Monongahela -City, North Charleroi Borough, Charleroi Borough, Speers Borough, Dunlevy Borough, Twilight Borough and Finleyville Borough for 18 PSE Laborers and 1 Clerk/Typist. Period of Contract: July 1, 1980 - September 30, 1980. Cost not to exceed: $45,971.62 AREA 7: Somerset Township, North Bethlehem Township, West Bethlehem Township, Cokeburg Borough, Ellsworth Borough and Marianna Borough for 5 PSE Laboring Positions. Period of Contract: July 1, 1980 - September 30, 1980. Cost not to exceed: $12,393.54 AREA 8: West Pike Run Township, Beallsville Borough, Deemston Borrough, Center- ville Borough, West Brownsville Borough, Coal Center Borough, Elco Borough, Allenport Borough, Roscoe Borough, Long Branch Borough and East Bethlehem Borough for 8 PSE Laboring Positions and 1 Clerk/Typist. Period of Contract: July 1, 1980 - September 30, 1980. Cost not to exceed: $25,000.00. Moved by Mr. Palsuo, seconded by Mr. Mascara, that the foregoing Agree- ments be approved. Roll call vote taken: Mr. Palsuo - Yes; Mr. Mascara -Yes. Motion carried unanimously. Roland Bourke, Redevelopment Aukbhri.ty, presented to the Board for their consideration a Resolution approving the Redevelopment Proposal for the -Washing- ton North Lincoln Street Redevelopment Project in the City of Washington. Total project costs are currently estimated at $216,000.00 which will be provided through the Urban County Comm- unity Development Program. Moved by Mr. Paluso, seconded by Mr. Mascara, that the foregoing Resoluticn be approved as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. J. Bracken Burns, Director of EMS, requested Authorization to submit the following four (4) Highway Safety Grant Applications to the State Health Department: 1. An Application for Basic Life Support and Rescue Equipment for 11 services in the County in the amount of $8,115.00. 2. An Application for Advanced Life Support Equipment for 3 services in the County in the amount of $14,000.00. 3. An Application for . $60,000.00 for -the purchase ©f--two-atabulances. 4. An Application for Quick Response Equipment in the amount of $2,000.0(1. Moved by Mr. Paluso, seconded by Mr. Mascara, that the foregoing Applications be approved as per above. Old Business: Chairman Mascara recommended that the bids for the Sale of the Women's Home be tabled until further notice. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following check: 1. PALUSO, COMMISSIONERS New Business: Chief Clerk informed the Board that 011ie Davis of Monongahela has been recommended for appointment to the Children & Youth Advisory Board for a 3-year term. effective August 1, 1980. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing appointment of 011ie Davis of Monongahela. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested approval of an Equipment Lease -Purchase Agreement with First Continental Leasing Corporation for Xerox machines for the Magistrates' offices. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Agreement. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested approval of a Hay Harvesting Agreement with Robert Stacko of Hickory for land located in Cross Creek Park. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for approval a lease with Al Gucker of Finleyville for rental of a barn at Mingo Park for a period of one year at the rate of $100.00 per year. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Lease as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Mascara., DAVID L. GILMORE. EDWARD M. PALUSO. COMMISSIONERS Chief Clerk presented an O.J.T. Contract with Bill's Tire Center for training three (3) persons to develop skills in Automotive Rust Proofing and General Automotive Mechanics. Period of Contract: August of 1980 - January, 1931. Cost not to exceed: $12,480.00 Moved by Mr. Paluso, seconded by Mr. Mascara, that the foregoing Contract be approved as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor: Solicitor DiSalle presented to the Board an Agreement between the County of Washington and David Mittell, M.D. for the provision of medical examinations and treatment for all juveniles admitted to the Detention Center. The County will pay Dr. Mittell the sum of $15.00 for each physical examination and shall further pay him the prevailing fee for any other medical services rendered to a juvenile resident on a fee -for -service basis. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Agreement with Dr. Mittell as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Attorney Anthony L. Marino of Mechanicsburg, Pennsylvania, presented to the Board a letter appealing the reassessments of his properties in North Franklin and Smith Townships. In his letter, Mr. Marino also requested that he be provided with Lien Certificates for these properties and enclosed a check for $30.00 for these Certificates. A brief discussion followed. The Board informed Mr. Marino that his letter of appeal would be forwarded to the Board of Assessment Appeals and his request for the Lien Certificates would be forwarded to the Tax Claim Bureau. 10:30 A.M. - OPENING OF BIDS FOR THE INSTALLATION OF CEILING AND INTERIOR WALL AT COUNTY GARAGE (ADDITION) bids. Roger'Metcalfe of the Controller's Office opened and read the following 1. C.
