Office of County Commissioners
Washington, Pa., July 31, 1980
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso and Mascara. Absent
being Commissioner Gilmore. Also being present: Chief Clerk Dallatore;
Solicitor DiSalle; Betty Gallo, Secretary; Budget Director Gillespie; Bob Sabot,
WKEG; Jon Stevens, Observer -Reporter; Becky Andrews, Daily Herald.
Chairman called the meeting to order at 10:00 a.m. and asked if there
were any corrections, additions or omissions to Minute No. 29, each member having
received a copy.
Moved by Mr. Paluso, seconded by Mr. Mascara, that Minute No. 29, be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Old Business:
Regarding the bids received for the sale of the Women's Home, the
Chairman recommended that the bids be tabled for another week.

Regarding the bids received for installation of ceiling and interior
wall at the County Garage addition, Solicitor DiSalle informed the Board that
he had reviewed the bids and found them to be in proper form in concurrence with
Richard Glance. He then recommended that the bid be awarded to C. Kosey
Contractor who was the lowest bidder.
Moved by Mr. Paluso, seconded by Mr. Mascara, awarding the contract
for Installation of Ceiling and Interior Wall at the County Garage addition, to
C. KOSEY CONTRACTOR, 1165 North Main Street, Washington, Pa., for the amount
set forth in their bid, this being the lowest and most responsible bid received
in accordance with specifications.

Correspondence:
Chief Clerk informed the Board of the receipt of the following check:
1. Pa. State Association of Boroughs - $52,438.00
for 1979 Policy Year Dividend on Group Workers
Compensation Plan
New Business:
Chief Clerk informed the Board of a proposal from Main Hurdman &
Cranstoun to perform audits of 12 District Magistrate Offices for the year 1979
and for 2 District Magistrate offices for the years 1977/78/79 for estimated
expenses in the range of $26,500 to $28,500. Chairman noted that this is in
connection with the finalization of the Revenue Sharing audit required by
regulations for the whole County.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing
proposal from Main Hurdman & Cranstoun.

Regarding an industrial development project in Charleroi, the Chief
Clerk informed the Board of a County Aid Application submitted by the Charleroi
Borough in the amount of $18,000.00 for upgrading the road surface on Second
Street.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing
County Aid Application.

Chief Clerk requested approval for the adoption of budgets prepared by
the Budget Director for the Equal Employment Opportunity Office in the amount
of $22,636.00 and for the Domestic Relations Divorce Division in the amount of
$83,842.83. Budget Director Gillespie explained that these are whole year
budgets. The budget for the EEO office is required as part of the revenue
sharing eligibility requirements, and the Divorce Division budget is in
connection with the new divorce laws which went into effect on July lst,
segregating certain alimony activities from normal Domestic Relations.
Moved by Mr. Paluso, seconded by Mr. Mascara, adopting the foregoing
budgets for the Equal Employment Opportunity Office and the Domestic Relations
Divorce Division.

Chief Clerk informed the Board of an invoice from Louis N. Sollon
in the amount of $300.00 to cover funeral expenses for an unclaimed body
in accordance with Section 2166 of the County Code.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving payment of the
foregoing invoice.

Chief Clerk requested approval of the following appointments:
Robert C. Arthurs to the Redevelopment Authority Board
replacing Audley Crumrine, 5 year term expiring 7-30-85
Joseph Frye to the Housing Authority Board, replacing
Thomas E. Petrus, who resigned; to fill unexpired term
ending 12-31-80 plus additional 5-year term ending
12-31-85
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing
appointments.

Regarding Children & Youth, the Chairman announced that the Children
and Youth Social Service Agency is searching for families to be foster parents
for youth who need a place away from home for short term care projected at
thirty days or less. Mr. Mascara stated that this program will keep our youth
in the community in touch with their families and returned to the families
with minimum break in family ties.
Regarding divorce cases in the County, the Chairman presented an
Agreement between the County and five attorneys who will be appointed as
"Masters" over divorce proceedings.
Remarks:
Solicitor DiSalle explained that on July 24, 1980, the Court of Common Pleas
adopted a set of local divorce rules pursuant to Act of 1980-26 whereby the
Court would appoint a Board of Standing Masters in Divorce consisting of five
attorneys to hear all divorce cases filed in the Court of Common Pleas of
Washington County. Mr. DiSalle added that the County will agree to pay the
Master the sum of $6,000.00 per year at the rate of $500.00 per month for each
month during which the services are performed. Term of Agreement will be for
one year. The following attorneys were appointed as Masters: George Anthou,
William Speakman, Donald Feniello, B. Kirk Holman and Chris A. Vanderman.
Said attorneys will serve as independent contractors and as officials of the
Court of Common Pleas.
