COMMISSIONERS Minute No. 32 Office of County Commissioners Washington, PA., August 21, 1980 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis; Solicitor DiSalle; Linda Hands, Secretary; Farrell Jackson, Coroner; Lou Lignelli, WCETA; Becky Andrews, Daily Herald; Bob Robertson, Observer - Reporter; John Drake, Senior Citizens; Jim Jefferson, WJPA; and Robert Sabot, WKEG. Chairman called the meeting to order at 10:00 a.m. and asked if there - were any corrections, additions or omissions to Minute No. 31, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving Minute No. 31 as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U. S. Treasury - Airport Project - $2,778.66 2. Commonwealth of Pa. - Children & Youth Program Foster Home & Institutional Care Payment for period of 1-1-80 - 3�-31-80 $117,782.73 3. U. S. Treasury - Manpower Planning Program - $270,000.00 4. Commonwealth of Pa. - First partial payment under Agreement No. 55-A-79-31 - Airport Project - $10,922.14 5. Atlantic Aviation Oorporaticn - Rent - Ohio Valley Piper Sales - $500.00 6. Commonwealth of Pa. - Child Support Program -Incentives for May 1980 $15,367.30 7. Commonwealth of Pa. - (DER) - Reimbursement for expenditures on Cross Creek Watershed as per Small Watershed Agreement - $16,750.00 8. Commonwealth of Pa. - (DER) - Reimbursement for expenditures on Harmon Creek Watershed as per Small Watershed Agreement - $'8,125.00 New Business: Chief Clerk requested authorization to advertise for bids for a two - body mortuary refrigerator for the Washington County Health Center. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Frank R. - Mascara-,_ DAVID L. GILMORE, EDWARD M. PALUSO, COMMISSIONERS Chief Clerk stated that Mr. Vance Andr4rAS has been recommended for appoint- ment to the SPRPC Air Quality Advisory Committee, replacing Don Yenko who resigned. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appointment of Vance Andrews as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board a Proposal fro3M Main Hurdman & Cranstoun to audit the Washington County Health Center in _preparation for a feasibility - study in conjunction with the construction of an additional 250 skilled nursing beds. Said audit will include an examination of the balance sheets at December 31, 1977, 1978, 1979 and 1980. Estimated fees are in the range of $25,500 to $27,500 for an average of $6,625 per year plus out-of-pocket expenses. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Proposal. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board the following revised Leave of Absence Policy prepared by the Personnel Office; This policy statement is being issued to establish guidelines for leaves of absence for Washington County Employees. Article XIII, Section 1, delineates sick leave entitlement and accum- ulation thereof under the terms of the Union contract. Article XIII, Section 2, provides for proof of illness for reasons set forth in Article XIII, Section 1. Article XIII, Section 3, pertains to special extensions of sick leave for employees who have used all their sick leave entitlement and accrued sick time. Therefore, it shall be the policy of the Board of Commissioners of Washington County that: 1. No special extension of sick leave shall be granted to probation- ary employees. 2. No special extension of sick leave shall be granted to temporary employees. 3. No special extension of sick leave shall be granted to per diem employees. 4. Special extensions of sick leave will not be granted for illnesses of relatives or other family members, marriage, education or reasons other than'stated in Item-4 of this policy statement. 6. No -special extension of leave of absence will be granted unless all sick and vacation time are exhausted. 7. When a special extension of leave of absence is requested, it must be accompanied by a doctor's statement that contains a diagnosis, pro- gnosis and a prediction of the probable course of the disease or dis- ability. If granted, the request will be for a period not to exceed ninety (90) days. Additional extension of leave, -,may be granted in accordance with this section by the submission of another written re- quest and doctor's statement, but accumulated leave time shall not exceed one (1) year. In addition, the County may request an examin- ation by a physician of its own choice if the doctor's report as suhmitieu_ is inconclusive as to the information required above. 8. Fringe benefits are to cease after thirty (30) days leave of absence. Motion carried unanimously. CETA: Chief Clerk presented to the Board the following Agreements,Amendments to Agreements and Contracts. P. Amendment to Agreement with Pittsburgh Beauty Academy of Charleroi, PA. for 2 new participants enrolled in February, 1980. Period of Contractt October 1, 1979 - September 30, 1980. Cost not to exceed: $1,350.00 b.Amendments to Agreements with the following Contractors who operate Special Projects that were scheduled to end on August 22, 1980. This amendment will extend the contract through September 30, 1980. No additional funding is re- quested, 1. California Borough 2. City of Monongahela 3. Cross Creek Township 4. Community Action (Appropriate Technology) 5. Communtty Action (Housing Rehabilitation) 6. Community Action (Winterization) 7. Donora Borough 8. Washington County Board of Assistance C. Extension of the YCCIP Agreement with [nest Brownsville Borough until Septem- ber 30, 1980. The original agreement was to terminate August 31, 1980. No additional funding will be needed for this extension. il. OJT Contract with Factory Built Homes, Inc. for the training of six persons to L develop skills in product and building knowledge, the use of hand and power tools, and basic knowledge of the home building trade. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refund due to either duplication or overpayment of real estate or personal property tax: 1.
