Office of County Commissioners
Washington, PA., August 28, 1980
The Board of County Commissioners met in regular session with the following
members being present: Commissioners Paluso, Gilmore and Mascara. Alto be-
ing present: Chief Clerk Dallatore; Administrative Assistant Davis; Solici-
tor DiSalle; Linda Hands, Secretary; Farrell Jackson, Coroner; Charles
Gillespie, Budget Director; Jon Stevens, Observer -Reporter; John Drake, Seri.or
Citizens; Bob Sabot, WKEG; and Jim Jefferson, WJPA.
Chairman called the meeting to order at 10:00 a.m. and asked if there were
any corrections, additions or omissions to Minute No. 32, each member having
received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 32 be appro�
ed as read.
Roll call vote taken:

Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. Christman Air Freight - $1,200.00 - 1980 Land Lease at Washington
County Airport
2. U. S. Treasury - $365,000.00 - Manpower Planning Program
New Business:
Chief Clerk presented to the Board a Right of Entry authorizing Immacu-
late Conception Church and High School to use an unoccupied portion of Crile
Industrial Site as a cross-country course for a period of one year. This
right of entry is to extend from September 1, 1980 until August 31, 1981.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Right of Entry.

Chief Clerk presented a Resolution waiving the requirements of a Notice
to Washington County as an adjacent property owner prior to the granting of
a variance by Chartiers Township to Dynamet Corporation. Solicitor DiSalle
stated that he had looked this matter over and everything was in order.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Resolution
as per above.

Chief -Clerk presented to the Board a Resolution authorizing the execution
of a Release in favor of RCA Corporation releasing RCA Corporation and its
successors and assigns from any claim on account of the location or use of a
15-foot sewer easement. Solicitor DiSalle stated that he had looked this matter
over and everything was in order.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Re-
solution as per above.

Chief Clerk presented a Resolution granting an extension of time for six
months to Hankison Corporation for the option agreement dated 3-20-80.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving, the foregoing
Resolution as per above.

Chief Clerk stated that it has been recommended that the Board approve
an increase in the monthly rental payment for Magistrate Tempest's Office in
Mononghela from $395.00 to $500.00 per month, effective September 1, 1980.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the increase in
the monthly rental for Magistrate Tempest's Office in Monongahela, as per above.

Chief Clerk presented a Sublease Agreement with the Southwestern Pennsyl-
vania Legal Aid Society for a portion of the Court Square Arcade Building. ThiE
Agreement will go into effect September 1, 1980 and the Society would pay to the
County a sum of $1,738.00 per month.
Remarks:
Mr. Gilmore stated that this is the space that the Tax Assessment Office once
occupied before moving into the New County Office Building.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Sublease AgreE-
ment as per above.

Chief Clerk presented an Agreement with Donna Strappazon as ceramics in-
` structor for the Burgettstown Senior Citizens Center. This Agreement would
run through June 31, 1981 and at a monthly sum not to exceed $50.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Agreement with Donna Strappazon as per above.

Chief Clerk presented to the Board the following Time Clock Policy as
prepared by the Personnel Office.
POLICY ON TIME CLOCKS
It shall be the policy of Washington County that hourly employees are
required to use time clocks. Time worked for pay purposes will be computed
from time cards. No hourly employee will receive a payroll check unless a
valid lime card has been turned in to the Controller's Office. (Exceptiops
noted below).
Department heads and employees have been notified as to the location, of
the appropriate time clock and cards are provided at that designated. station.
Hourly employees are required to clock in at the beginning of theft
shift and out at the end of their shift. Said employees are also required to
clock out and in for their designated meal period. There is no requirement for
break time punching except in the event that a department head finds an abuse
of such time. The department head may then require record keeping by time
card.

minutes unless overtime is authorized. Early punching will result in loss of
pay.
Chronic lateness will not be tolerated.
1. Employees who punch after the beginning of the shift will have a
10 minute grace period without loss of pay.
2. Warnings will be issued each itme a person is late. Therthird
warning will result in an automatic suspension. Two suspensions
for tardiness within a one year period will result in automatic
termination.
3. Card punching for another employee is an automatic termination of
employment.
4. Vacation and sick time will be indicated in writing on the card by
the supervisor.
5. Employees will be Expected to be at their station and working at
the appointed shift time.
6. Anyone found tampering with time clocks or time cards will be
terminated immediately.

ESTABLISHMENT OF SALARIED PAYROLL
The County of Washington is in the process of developing a Merit Based
Personnel System to comply with Federal Regulations, Office of Personnel Manage-
ment, Equal Employment/Affirmative Action and the Department of Labor, Wage and
Hier Division.
This directive, relative to overtime, compensatory time, salaried and hour_y
employees, exempt and non-exempt employees, with respect to time clocks, sign -in --
sheets and payroll statements, will delineate our guidelines for payroll purpose:
and will set forth our policy as a step toward the Merit System.
The Agreement between the County of Washington and Servide Employees Inter-
national Union, Local 585 AFL-CIO does not provide for compensatory time. There-
fore, bargaining unit employees will be paid in accordance with Article VII
Section 4 of the contract and will not receive compensatory time off. Futher-
more, Wage and flour Division, Department of Labor states that "Hourly employees
can be given compensatory time only if it is given within the same work week".
(e.g. within the same 40 hour work schedule).
Compensatory time off for management and s&laried employees will he given
at the discretion. of the elected official, administrator or department head.
Comp time is in no way intended to be a matter of record keeping and will not
be reported on time slips.
Management and salaried employees are exempt from the overtime law, accord-
ing to Wage and Hour Division, and salaries are to be established so as to cover

a week of work whether it be 30 or 50 hours.

Payroll statements will be maintained by all employees except elected
officials. Their salaries are determined by the Legislature.
Those exempt from sign -in -sheets, time clocks or payroll statements:
1. Elected Officials
All other salaried employees will maintain a payroll statemiant. This
statement will report on a negative basis and will only contain time not
worked. (e.g. sick days, vacation, funeral, etc.)
Those exempt from sign -in -sheets or time clocks:

3. Directors
4. Administrators
5. Department Heads
6. Attorneys -Public Defender and District Attorney
7. Confidential Employees
8. Appointed Boards
9. Other management employees as specified in the list below
In order to be explicit the attached list is submitted containing the name,
classification, and type of employee (elected official, director, salaried,
etc.) and will be maintained by classification.
HOURLY EMPLOYEES
Time Clocks are to be installed in the Court House and Court House Square
for hourly employees and the County will begin use of clocks as they are int.
stalled. Payroll statements will be submitted in addition to sign -in -sheets
or time care by the hourly employees.

Chief Clerk presented to the Board Agreements with Wallover & Mitchell, Inc.
as Architect and Construction Mangger for the 250-bed addition to the existing
Washington County Health Center.
Remarks:
Mr. Paluso stated that he did not have an opportunity to review these
agreements. Solicitor DiSalle stated that he felt that the wording on page 9 of
the Architect Agreement should be changed to read as follows: "The Architect's
basic compensation shall be six percent (60) of the Architect's final determin-
ation of construction cost" instead of "final estimate of construction cost".
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Agreements with
Wallover & Mitchell, Inc. be tabled until Mr. Paluso has had an opportunity to
review the Agreements and the wording changed as recommended by Solicitor DiSalle.

Chief Clerk presented to the Board an Inventory and Inspection Reimburse-
ment Agreement with the Pennsylvania Department of Transportation in connection
with the Bridge Inventory and Inspection Program.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing In-
ventory and Inspection Reimbursement Agreement and authorizing the Chairman to
execute said Agreement.

Chief Clerk announced that the Court House and new County Office Building
will be closed on Monday, September 2, 1980 in observance of the Labor Day

approval the following execution of deeds.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that deeds be executed for
the following described properties to the following persons listed below for the
sum or price set opposite the same under and by virtue of the action of this
Board taken August 7, 1980 as recorded in Minute No. 31 and the Decree of the
Court of Common Pleas dated August 28, 1980 and that the said deeds to be deliver-
ed to the purchasers named herein upon payment of the consideration recorded
herein together with the costs of proceedings and that the Board of Commissioners
be and are hereby authorized to execute the said deeds as and for the County
of Washington and Mr. Mascara is hereby constituted and appointed attorney in
fact to knowledge the said deeds before any person authorized to take acknow-
