COMMISSIONERS M Minute No. 35 Office of County Commissioners Washington, PA., September 11, 19RO The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore; Administrative Assistant Davis; Linda Hands, Secretary; Farrell Jackson, Coroner; Becky Andrews and Kim Kleinle, Daily Herald; Bob Sabot, WKEG; Jim Jefferson, WJPA; Bob Robertson, Observee- Reporter; Helen Miller, League of Women Voters; Lucy Rea, Girl Scouts. Chairman called the meeting to order at 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 34, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 34 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Old Business: Solicitor DiSalle requested that the bids for the two -body mortuary refrigerator be tabled for another week in order to make a distinction as to whether the two bidders bid on the same piece of equipment. The Board agreed to continue the bids upon the Solicitor's recommendation. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U. S. Treasury - $140,000.00 - Manpower Planning Program 2. Commonwealth of Pa. - $1,837.4.0 - First and Final payment under Agreement No. 55-A-79-3MP for the Washington County Airport New Business: Chief Clerk presented to the Board a Proposal from C. Kosey_, Contractor to furnish and install an overhead garage door with electric operator for the Washington County Garage which houses the County Vehicles in the amount of $2,351.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Proposal from C. Kosey, Contractor�as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. 254 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Frank R. Mascara'; - - 'DAVID L. GILMORE. EDWARD M. PALUSO. COMMISSIONERS Chief Clerk informed the Board that the Prison Board has approved an increase to the contract with Erin A. McKinley, M.D. as physician for the County Jail from $1,000.00 to $1,150.00 per month, effective September 1, 1980 and that it is now being submitted to the Board of Commissioners for approval. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the increase for Erin A. McKinley, M. D. as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk stated that Robert Willison of Charleroi has been recommended for appointment to the Washington/Greene Drug and Alcohol Planning Commission in the "Aging" Category replacing Abe Kenney for a three-year term expiring April, 1983. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the appointment of Robert Willison as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board the following Agreements with South- western Pennsylvania Regional Planning Commission (SPRPC). 1. HUD Project No. CPA-PA-03-28-1133 Actual Project Costs - $17,440.00 Reimbursalbe - $11,626.66 Remaxks: Mr. Mascara stated that the HUD Project is a special impact study on whatever we want to do -and I am going to recommend to the Commissioners that we request the Planning Commission to consider an emergency evacuation plan for Washington County in light of the Midway situation. We would be one of the few counties in the state, according to Sember, that would have a plan of that nature. 2. 1980-81 Unifed Planning Work Program Actual Project Cost - $14,700.00 Reimbursable - $12,000.00 (approximately) Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoinq Agreements with Southwestern Pennsylvania Regional Planning Commission as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara announced that the Commissioners have been anticipating having a Human Services Advisory Commission since the appointment of Henry Fiumelli as Human Services Director and that anyone interested in being on the Commission should contact Mr. Fiumelli for further information. PALUSO, COMMISSIONERS Chairman presented to the Board for their approval an application for County Aid in the amount of $8,870.98 for the City of Washington for additional funding for the reconstruction of Cherry Avenue from Brownson Avenue to South Franklin Street. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing County Aid Application as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor: Solicitor DiSalle presented the following tax refunds to the Board for their consideration and approval. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Tax Assessment Office be authorized to prepare the following tax refundsdue to either duplica- tion or overpayment of real estate or personal property tax: 1. Mr. Gilmore stated that the population will undoubtly go up and that firm figures will have to be known by January 1, 1981 to facilitate Congressionul- reapportionment. With this in mind, if the population were to exceed 225,000 residents, the County's status would be changed from Fourth Class to Third Class, Mr. Paluso stated that they will be sending Mr. Bill Sember of the Planning Commission to Philadelphia for further study on the possible increase in the County's population. 10:30 A.M. - OPENING OF BIDS - BALLOTS AND ELECTION SUPPLIES FOR NOVEMBER GENERAL ELECTION Kevin Humble of the Controller's Office opened and read the following bids. BALLOTS 1. Badzik Printing Service, Inc. 401 Thompson Avenue Donora, PA 15033 In accordance with the advertisement of the County Commissioners, in- viting proposals for the printing and delivering to the office of the County Board of Elections the necessary ballots for the conduct of the General Election to be held on Tuesday, November 4, 1980, having examined the attached specifications and understanding same, I (or we) propose to furnish said ballots in accordance therewith at the prices set forth: Approximately 125,000 white official ballots price per thousand for ballots furnished. . . . . . . . $149.05 Approximately 23,000 pink official ballots for Election Districts. North Ave., Pittsburgh, for the election supplies, these being the most responsible and lowest bids received.
