Office of County Commissioners
Washington, PA., September 18,
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso, Gilmore and Mascara.
Also being present: Chief Clerk Dallatore; Assistant Solicitor Moschetta;
Administrative Assistant Davis; Linda Hands, Secretary; J. Bracken Burns, EMS;
Roland Bourke, Redevelopment Authority; Bob Sabot, WKEG; Jim Jefferson, WJPA;
Bob Robertson, Observer -Reporter; Kim Kleinle, Daily HerAld; Helen Miller,
League of Women Voters.
Chairman called the meeting to order and asked if there were any
corrections, additions or omissions to Minute No. 35, each member having re-
ceived a copy.

Moved by Mr. Gilmore, seconded by Mr. Paluso, approving Minute No. 35
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara.
Motion carried unanimously.
Special Order of Business:
Roland Bourke, Executive Director of the Redevelopment Authority,
presented to the Board a Proposed Cooperation Agreement between Allegheny
County and Washington County in connection with the Urban County Program.
Mr. Bourke explained that the Borough of McDonald is a community which straddles
Allegheny and Washington Counties with the largest part in Washington County
and that McDonald Borough wishes to have the entire Borough included in the
Washington County Community Development Program. Mr. Bourke further stated
that the Allegheny County Commissioners have agreed to enter into a cooperation
agreement with Washington County which will permit the entire municipality of
McDonald to be considered as part of Washington County for Community Develop-
ment purposes.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Proposed
Cooperation Agreement as per above.

Mr. Bourke informed the Board that the Redevelopment Authority has
entered into an Agreement with the Department of Commerce to accept a $40,000.00
site development _grant for the Houston Industrial Park and the Washington
County Industrial Park. This brings the total amount of state aid that we have
gotten for the Park to $215,000.00
Old Business:
Assistant Solicitor Moschetta recommended to the Board that the bids for
the two -body mortuary refrigerator for the Washington County Health Center be
rejected and re -advertised.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that all bids be rejected
for the two -body mortuary refrigerator and be re -advertised as per above:

Correspondence:
Chief Clerk informed the Board of the following checks:
1. Commonwealth of Pa - Reimbursement for expenses incurred in
connection with the Special Election of March 11, 1980 -
$17,467.95
2. Commonwealth of Pa - Child Support Program - Incentives for June, 1980
$3,357.54
3. U. S. Treasury - Manpower Planning Program - $20,000.00
Chief Clerk informed the Board of the receipt of an Application for
a Department of the Army Permit submitted by Hercules Incorporated of Donora, PA,
for the purpose of modifing an existing dock and performing maintenance dredging,
as required, for a period of ten years to remove accumulated river sediment.
New Business:
Chief Clerk requested authorization to advertise for bids for EMS medical
and training equipment in connection with a Iiighway Safety Grant.
Remarks:
Bracken Burns, EMS Director, stated that this equipment will be used in
the training of Emergency Medical Technicians.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk
to advertise for EMS medical and,training equipment as per above.

Motion carried unanimously.
Chief Clerk presented to the Board an Agreement with Earl Riggle, Sr.,
of Marianna, for delivery of ballot boxes for the November General Election at
a rate of $10.00 per box.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing

Chief Clerk presented to the Board a Hay Harvesting Agreement with
Al Gucker of Finleyville for land located in Mingo Park.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Agreement with Al Gucker of Finleyville,

Motion carried unanimously.
Chief Clerk presented to the Board the following Resolution:
WHEREAS, it appears that an emergency has arisen in the Washington
County Jail in that serious leaks have developed in the plumbing system
so that water is entering into the following areas: electric shop which
houses all of the circuit breakers and other electrical machinery and
also into the fluorescent lighting area and the duct system which provides
air to various sections of the County Jail; and
WHEREAS, unless that condition is immediately corrected, a serious
injury to property or person may result; and
WHEREAS, compliance with the bidding requirements of the County Code
will delay the making of immediate improvements to the affected areas.
NOW, THEREFORE, it is hereby resolved by the Board of Commissioners of
Washington County that the Director of Property and Supplies be authorized
to contract for the work necessary to correct the aforesaid defective
conditions without the necessity of competitive bidding.
Moved by Mr. Gilmore, seconded by Mr. Palsuo, approving the foregoing
Resolution.
