COMMISSIONERS Minute No. 37 Office of the County Commissioners Washington, PA., September 25, 1980 The Board of County Commissioners met in regular session with the follow- ing members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore; Solicitor DiSalle; Budget Director Gilleslie; Administrative Assistant Davis; Linda Hands, Secretary; Farrell Jackson, Coroner; Bob Sabot, WKEG; Kim Kleinle, Daily Herald; Jim Jefferson, WJPA; Bob Robertson, Observer -Reporter; Helen Miller, League of Women Voters; Dave Mitry, District Sales Manager of RCA. Chairman called the meeting to order and asked if there were any correct_ons, additions or omissions to Minute No. 36 each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 36 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of receipt of the following checks: 1. U. S. Treasury - $80,000.00 - Manpower Planning Program 2. Commonwealth of Pa. - $41,750.00 - Final payment on Prison Renovation Project No. 78-ED-AX-0072 3. Commonwealth of Pa. - $4,719.00 - Reimbursement for Highway Safety Project No. EM-79-71-1 Chief Clerk informed the Board of a Notice from the Administrative Office of Pennsylvania Courts that the next course of instruction for prospective district justices will be conducted November 10, 1980 thru December 5, 1980, at Chambersburg, PA. The course consists of four weeks of instruction 8:30 a.m. to 4:30 p.m. each day and a final examination. New Business: Chief Clerk presented to the Board Revised Travel Regulations prepared 01 by the Budget Director which includes an increase of 15(,% to 17� for mileage and reimbursement of $15 to $18 for meals, effective October 1, 1980. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Revised Travel Regulations. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. COMMISSIONERS Chief Clerk presented to the Board the following WCETA Agreements, Extensions and Amendments: Private Industry Council (OJT) Purpose of training 60 CETA Participants Term of Contract: October 1, 1980 - September 30, 1981 Cost not to exceed: $390,042.00 Additionally,9 On -The -Job training participants and 24 classroom training participants will be carried over from FY 1980 to FY 1981. Washington Institute of Technolog Purpose - Operation of Remedial Mucation, G.E.D. preparation and a Home Study Education Component. Term of Contract: October 1, 1980 - April 1, 1981 Cost not to exceed: $30,000.00 Sam's Associates Purpose - Vocational Assessment (2,805 participants) Term of Contract: October 1, 1980 - September 30, 1981 Cost not to exceed: $181,220.00 Automotive Service Council of Pennsylvania Purpose - Operation of an On -The -Job training program for 40 participants in automotive services. Term of Contract: October 1, 1980 - September 30, 1981 Cost not to exceed: $108,847.00 Extension to current agreements with 70,001 of Washington and Charleroi Purpose - To ensure the continuity of service to Washington County youth enrolled in 70,001 programs. Term of Contract: October 1, 1980 - November 30, 1980 Cost not to exceed: $12,000.00 for each area (Washington and Charleroi) Amendment to Agreement with Penn Commercial, Inc. (Classroom Training) Purpose - For costs incurred by one (1) new participant enrolled in May, 1980. Roger Metcalfe of the Controller's Office opened and read the following 1. RCA Mobile Communications Systems 342 Mansfield Avenue Pittsburgh, PA 15220 Total amount of bid: $5,490.00 A bid bond in the amount of $550.00 accompanied the bid. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid be awarded to RCA MOBILE COMMUNCIATIONS SYSTEMS, 342 MANSFIELD AVENUE, PITTSBURGH, PA., this being the lowest and only responsible bid received in accordance with the specifications.
