COMMISSIONERS Office of County Commissioners Washington, PA., October 9, 1980 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore, Linda Hands, Secretary; J. Bracken Burns, EMS; Farrell Jackson, Coroner; George Retos, Solicitor; Kim Kleinle, Dail^, Herald; Bob Robertson, Observer -Reporter; Bob Sabot, WKEG; Jim Jefferson, WJPA; Lucy Rea; Girl Scouts; Helen Miller, League of Women Voters. Chairman called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 38, each member having re- ceived a copy. PZoved by Air. Gilmore, seconded by Mr. Paluso, that Minute No. 38 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Air. Mascara - Yes. Motion carried unanimously. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the,following changes be made to Minute No. 38 with reference to CETA Authorizations on pages 270, 271 and 272. Page 270 - Title II-D Authorization for NAACP for $9,800.00 for 1 participant should be included with the Washington -Greene Community, Action, increasing the Title II-D Community Action Authorization to 4 participants for $41,300.00. Page 270 - Title II-D Authorization for the Mon Walley Health and Welfare Council should be increased by 3 participants for $34,000.00. The entire authorization for the Mon Valley Health and Welfare Council should then be 4 participants for $47,400.00. The reason for this change is that the 3 forementioned participants were inadvertently included with the authorization for the Mon Valley United Health Services. Page 271 - Amend the agreement with Cecil Township of Area 3. This agreement is for the purpose of training 12 Public Service Employees funded under CETA Title II-D, the term is from October 1, 1980 thru October 31, 1980. The amount will not exceed $13,042.31. The reason for this authorization is the inadvertent omission of 3 participants and their wages from the authorization request of October 2, 1980. 1 1 1 1 1 F� MINUTE BOOK -5 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Frank R. COMMISSIONERS Page 271 - Rescind the authorization of October 2, 1980, for Burgetts- town Borough, Title VI and to enter into an Agreement with Burgettstown Borough for the purpose of training two participants. Term of Agreement is from October 1, 1980 thru September 31, 1980. Amount will not exceed $23,500.00. The positions are Clerk/Typist and Police Officer. This will be funded under CETA Title VI. The reason for this authorization was the omission of the Police Officer from the original aurhorization. Page 272 - The Title VI City of Monongahela Authorization for the City of Monongahela should be 3 participants at a maximum cost of $39,600.00 instead of 1 participant -,at $9,600.00. Old Business: Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Regarding the bids for the EMS Training Equipment, Attorney Retos of the Solicitor's Office, informed the Board that he had reviewed the bids and recommended that the bid be awarded to CONAWAY COACH, INC., P.O. BOX 116, BRUCETON MILLS, WV, this being the lowest and most responsible bid received. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid he awarded to Conaway Coach, Inc. as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Concerning the bids for the two -body mortuary refrigerator for the WCHC, Attorney Retos stated that at the time of the bid opening on October 2, 1980, only one bid was received and that bid was from Market Forge Company in the amount of $5,700.00. He informed the Board that a bid from Electric Kitchens Inc., had been submitted after the 10:30 a.m. deadline on October 2, 1980 and had been refused. He also informed the Board of a letter from Electric Kitchens Inc., requesting that the Commissioners consider rebidding for this item as they have had a price break and are able to furnish this unit with embbssed aluminum as specified. Attorney Retos recommended to the Board that the bid be awarded to Market Forge Company since their bid was the lowest and only bid received at the time of the bid opening. Mr. Mascara noted that the first time the bids were opened, Electric Kitchens bid on a porcelain interior whereas our specifications called for aluminum and the second time they had submitted their bid after the 10:30 a.m. deadline. He also noted that it has cost approximately $120.00 each time for advertising. He also recommended that the bid be awarded to Market Forge Company. PALUSO, COMMISSIONERS Moved by Mr. gilmore, seconded by Mr. Paluso, that the bid be awarded to Market Forge Company as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Pittsburgh National Bank - $2,782.51 -interest on C.D. #192.9 - Char -House Project #R-170-8E 2. Commonwealth of Pa. - $61,129.18 - local share for current year's Public Utility Realty Tax (represents 88% of our share) Chief Clerk informed all those present of the following two News Releases: Walnut Street Reconstruction Project in the Borough of Long Branch - The Contract was awarded on September 22, 1980 to Burrell Construction and Supplpa Company of New Kensington, PA in the amount of $7,875.63. Approximately 1,000 feet of Walnut Street was reconstructed. The construction began on September 30, 1980 and was completed the following day. Hawk and Creek Road Reconstruction Project in the Borough of Finleyville - The Contract was awarded on October 2, 1980 to Pompei and Sons of R.D. #2., Finleyville, PA in tI.e amount of $9,055.58. The construction is scheduled to begin on Firday, October 10, 1980 and is expected to last approximately three da7s. New Business: Ehief Clerk presented to the Board a Resolution designating the week of October 12 - 19, 1980, as "TRAUMA WEEK" and calling upon all citizens of the County to be aware of those hazards in their homes, work environment or communit;a which might be a source of trauma, and to take whatever steps are necessary to control, -such hazardous conditions. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board a PSE Agreement with Fort Sherry School District (Title II-D) for the purpose of training 6 participants. Cost not to exceed $70,000.00. Term of Agreement is from October 1, 1980 thru September 30, 1980. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Agreement with Fort Cherry School District as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. COMMISSIONERS Chief Clerk announced that the County Offices will be closed on Monday, October 13, 1980, in observance of Columbus Day. Solicitor: Attorney Retos of the Solicitor's Office presented the following tax refund to the Board for their consideration and approval. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either duplica- tion or overpayment of real estate or personal property tax: 1. Blanche Morris (1980 C ounty Tax) 504 Fifth Street North Charleroi, PA 15022 District: West Pike Run Township District No: 700 - Section No: 9 - Parcel No: 15 Total amount: $22.20 Roll call vote taken: Mr. Paluso - Yes; Fair.
