PALUSO, COMMISSIONERS Minute No. 42 Office of Countv Commissioners Washington, PA, October 30, 19,Qr The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Solicitor DiSalle, Linda Hands, Secretary; Roland Bourke and Bob Umstead, Redevelopment Authority; Earl Bugaile, Planning Commission and Jim Risollo, U. S. Treasury for Savings Bond Campaign; Jim Jefferson, WJPA; Kim Kleinle, Daily Herald; Bob Robertson, Observer -Reporter. Chairman called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 41 each member having re- ceived a copy. Moved by Mr. Gilmore, seconded by Pair. Paluso, that Minute No. 41 be approved as read. Roll call vote taken: Tir. Paluso - Yes; Per. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Earl Bugaile of the Planning Commission and Jim Risollo, representa- tive of the Savings Bond Division, attended the meeting concerning the County°s participation in the payroll savings drive. A drawing was held and a $50 savings bond was awarded to each of three county employees who participated in the recent payroll savings plan drive. Winners of the bonds were (1)Patricia Gndash of the Election Office (employee continuing category), (2) Iverna Powell of the Prothonotary Office (new savers category), (3) Ed Maple of the Bridge Department (canvassers category). Mr. Risollo then pre- sented to the Commissioners a plaque for their efforts and participation in connection with the savings bond campaign. Roland Bourke, Executive Director of the Redevelopment Authority, pre- sented to the Board a Resolution approving the Proposal for Redevelopment of Disposition Parcels No. 55 through 65 in the Independence Township P & W Patch Project by Factory Built Homes, Inc. of Pittsburgh. Mr. Bourke explained the details of the project to all those oresent. (A brief discussion was held). Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution. Atlantic Aviation Corporation - $500.00 - Rent -Ohio Valley Piper Sales Chief Clerk informed all those present of the following News Smith Township Road Reconstruction Project in Smith Township - A construction contract for $69,333.98 has been awarded on October 31, 1990, to Black Top Paving Company, Inc., of Washington, PA, for the Smith Township Road Reconstruction Project. The pro- ject will involve reconstruction of John Street in Langeloth, Township Road 532 in Francis "line, Shin Hill in Joffre and a section of Verner Pine Road. Work is expected to be completed by mid November. Arden Downs Sanitary Sewer Project of Chartiers Township - A contract for $395,486.83 has been awarded to Alex E. Paris Contracting Company, Inc., of Atlasburg, PA on October 31, 1980, for the Arden Downs Sanitary Sewer Project. The project involves the construction of approximately 6,813 linear feet of sanitary sewer line and a pump station in the Arden Downs area of Chartiers Township and will eliminate the need for the relatively obsolete pump station currently in use. The new system will primarily serve the existing Washington County Health Center and provide adequate sewerage facilities to accomodate the proposed expansion of that facility and other future development in the area. Con- struction of the new system should be completed in the spring of 1981. Renovation of the lower level of the Bentleyville Library/Comm- unity Center for use as a Senior Citizens Center - A contract has been awarded to Val Colussi & Sons, Inc., of Eighty Four, PA, for the renovation of the lower level of the Bentleyville Library/Community Center for use as a Senior Citizens Center in the amount of $67,400.00. The total cost of the project, includ- ing kitchen equipment and architectural fees is approximately $83,000.00. Funding for this project is provided from the follow- ing sources: $55,000 - Urban County Community Development funds, and $28,000 - Area Agency on Aging. 287 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Frank, R. COMMISSIONERS The facility which will house the Senior Citizens Center was formerly the Bentleyville Elementary School which was previously renovated for use as a Library/Community Center as a joint effort combining funds from the Urban County Program, the Borough of Bentleyville and the Federal Economic Development Administration. These facilities are conveniently located along Main Street in Bentleyville and provide a much needed focal point for community activities within the Bentleyville area. Carroll Township Road Construction Project - A construction contract has been awarded to Black Top Paving Company, Inc., on October 28, 1980, in the amount of $97,467.10. The project will involve re- construction of Front Street in the Village of Frye, Walnut Street in the Victory Hills section and Hoon Street. The work is expected to be completed by mid November. New Business: Regarding the Washington County Health Center, Chief Clerk pre- sented to the Board Transfer Agreements with Washington Hospital, Washington Hospital FCF, Canonsburg Hospital and Monongahela Valley Hospital, Inc. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the trans- fer Agreements as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board a Lease Agreement with the Burgettstown Area Senior Citizens Center for rental of the Burgettstown Fire Hall Annex for a one-year lease commencing on the lst day of July, 1980 and ending on the 30th day of June, 1981. The rate would be $200.00 per month. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Lease Agreement with the Burgettstown Area Senior Citizens Center as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; 111r. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board a PSE Agreement with the Charleroi. Chamber of Commerce for an Administrative Assistant position.. Chief Clerk informed the Board of an invoice received from Farview State Hospital in the amount of $6,600.00 for Joseph A. Rosman, Jr. and David Chacko at a cost of $120.00 per day for a total of 55 days during the month of August, 1980. iloved by Mr. Gilmore, seconded by Mr. Mascara, approving the payment of the invoice from Farview State Hospital as per above. Roll call vote taken: Mr. Paluso - No; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried. Chief Clerk announced that the County Offices will be closed on Election Day, November 4, 1980. Solicitor: Solicitor DiSalle presented to the Board for their consideration and appicovai the. following tax refund. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assess- ment Office be authorized to prepare the following tax refund due to either duplication or overpayment of real estate or personal property tax: 1. Sylvia Kauffman (Personal Property) 244 Locust Avenue Washington, PA 15301 Personal Property Total amount: $41.16 Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
