The Loard of County Commissioners met in regular session with the
following members being present: Commissioners Paluso, Gilmore and Fiascara.
Also being present: Chief_ Clerk Dallatore, Administrative Assistant Davis,
Charles Gillespie, Pudget Director; Richard DiSalle, Solicitor; Linda Hands,
Secretary; Roland Bourke, Redevelopment Authority; Farrell. -Jackson, Coroner;
Jim Stanis and Carla Cater of the American Lung Association of Southwestern
Pennsylvania; Jim Jefferson, G1JPA; Kim Kleinle, Daily Herald; Bob Sabot, WKEGe
Bob Robertson, Observer -Reporter and Charles 1lilson�photographer for the
Observer -Reporter.
Chairman called the meeting to order and asked if there were any
corrections, additions or omissions to Minute No. 42 each member having re-
ceived"a copy.

approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Special Order of Business:
Roland Rourke, Executive Director of the Redevelopment Authority,
presented to the Board a Resolution approving the Environmental Review Record
for Amendment to the 1979 Community Development Program. Mr. Bourke explained
that this project would involve recreation improvements and sidewalk reconstruc—
tion in the Borough of Charleroi.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing
Resolution be approved.

Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
` Jim Stanis and Carla Cater of the American Lung Association of South-
western Pennsylvania presented to the Board a set of 1980-Rl Christmas Seals
signed by Bob Hope. Chief Clerk then read a Proclamation designating November 12
as Christmas Seal Day to kick-off the 76th Annual Christmas Seal Campaign for
the American Lung Association of Southwestern Pennsylvania, and recognizingthis
month as Christmas Seal month in support of the Lung Association's work in the
prevention an,:: control of lung disease.
Roved by Mr. Gilmore, seconded by Mr. Paluso, approving the Pro-
dlamation as per above.

Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. U. S. Treasury - $612,762.00 - Federal Revenue Sharing
2. Commonwealth of Pa. - $27,170.58 - Day Care Program
Contract #9630 - Month of September, 1980
New Business:
Chief Clerk presented to the Board an Agreement with John B. Bruno
for the installation of new copper hot and cold water lines to the existing
showers at the Jail. Cost of the work would be $2,465.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Agreement with John B. Bruno.

Motion carried unanimously.
Chief Clerk presented to the Board a Proposal from Milinovich &
Company, Inc., for audit of the Washington -Greene Drug & Alcohol Program for
the year ending June 30, 1981. The cost of this work would be $2,200.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing
Agreement with Milinovich & Company, Inc. be approved.

Motion carried unanimously.
Chief Clerk presented to the Board the Renewal of a one-year Agreement
with the Washington hospital for Consultative dietary services at the rate of
$14.00 an hour. This is an increase of $2.00 from the previous contract. Said
contract to be retroactive to March 23 , 1980.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Agreement with Washington Hospital for dietary services for the WCHC.

Chief Clerk presented to the Board a Proposal from Main Hurdman &
Cranstoun for the preparation of a preliminary financial feasibility study
for an addition to the existing Washington County Health Center. Fees for
said study to be in the range of $30,000.00 to $32.,000.00 plus out-of-pocket
expenses.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Proposal with Main Hurdman & Cranstoun.

Motion carried unanimously.
Chief Clerk announced that all County Offices will be closed on
Tuesday, November 12, 1980 in observance of the Veteran's Day Holiday.
Chairman announced that the recanvassing for the final certification
for the General Election will start on November 7, 1980.
