Minute No. 44
Office of County Commissioners
Washington, PA November 13, 1980
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso, Gilmore and Mascara.
Also being present: Chief Clerk Dallatore, Administrative Assistant Davis,
Linda Hands, Secretary; Farrell Jackson, Coroner; Charles Gillespie, Budget
Director; J. Bracken Burns, EMS Director; Bob Robertson, Observer -Reporter;
Kim Kleinle, Daily Herald; Bob Sabot, WKEG; Jim Jefferson, WJPA and John Drake,
Senior Citizens.
Chairman called the meeting to order and asked if there were any
corrections, additions or omissions to Minute No. 43 each member having re-
ceived a copy.
Moved by :"r. Gilmore, seconded -Al ?-r_. Paluso, that Minute No. 43
be approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Old Business: BIDS - Ambulance and EMS Equipment
Solicitor DiSalle recommended to the Board that the bids for the
two (2) monitor defibrillator units be awarded to United Medical Products,
Inc., of Pitcairn, PA, this being the only and most responsible- bid received.
Concerning the bids for the ambulance, Solicitor DiSalle recommended
that this bid be awarded to Hearse and Ambulance Sales, Inc. of Lewistown,
P2�; this being the lowest and most responsible bid received in accordance
with the specifications.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bids be award-
ed as per above.

New Business:
Chief Clerk informed the Board that the following individuals have
been recommended for reappointment to the Children & Youth Advisory Board:

Chief Clerk informed the Board of a memo from C. Wayne Fleming,
Chief Assessor, stating that due to the many adjustments that had to be made as
a result of the Bethlehem Steel's depletion reports and combining of two mines
into one, all the necessary work was not completed and agreed upon until after
the expiration of the "Face Tax Period". 11r. Fleming therefore requested the
County Commissioners to allow the Treasurer, John F. Yoney, to eliminate the
penalty and have .Bethlehem Steel pay the face amount ($177,059.93) as quickly
as possible.
Moved by 11r. Gilmore, seconded by Mr. Paluso, approving the ex6ne-ra-
tion from Penalty for Bethlehem Steel coal assessments as per above.

Chief Clerk requested the approval of payment of $15.00 each to the
following individuals who served as official ballot counters for Federal officeE
for the November General Election:

Chief Clerk presented to the Board Medical Assistance Program skilled
nursing home care agreements for the Washington County Health Center which
are required for recertification.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the agree-
ments as per above.

Concerning the WCETA Program, Chief Clerk presented to the Board
the following Agreements:
Washington Institute of Technology
Purpose: Provide 165 CETA participants with a motivational
program called "Adventures in Attitudes". This is a one -week
35-hour course that will service 15 CETA participants per month.
Term: November 15, 1980 - September 30, 1981
Cost not to exceed: $24,750.00
Sam's Associates
Purpose: Provide 165 CETA participants with "Intensive Job Search"
skills. This three week course will service 15 CETA participants
per month.
�'erm: iJovember 15, 1980 - September 30, 1981
Cost not to exceed: $57,750.00

Agreements. ,

Chief Clerk informed the Board that Virginia Elliott of McMurray has
been recommended for appointment to SPRPC's Air Quality Advisory Board replacing
Gail Rockwood.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appoint-
ment of Virginia Elliott of McMurray as per above.

Solicitor DiSalle stated that he had reviewed the petitions for the
sale of the following County properties and recommended their approval.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the County
Solicitor be authorized to petition the Court of Common Pleas for its approval
to sell at Private Sale the following described properties to the following
named persons, for the sum or price set opposite the same, plus the costs in
each case:
