Office of County Commissioners
Washington, PA, November 20, 1980
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso, Gilmore and Mascara.
Also being present: Chief Clerk Dallatore, Administrative Assistant Davis,
Solicitor DiSalle, Charles Gillespie, Budget Director; Linda Hands, Secretary;
Farrell Jackson, Coroner; Richard Brady, Property & Supplies Director; Bill
Sember, Executive Director of the Planning Commission; Roland Bourke, Executive
Director of the Redevelopment Authority; Kim Kleinle, Daily Herald; Bob Robertson,
Observer -Reporter; Jim Jefferson, WJPA; Bob Sabot, WKEG; Susan Neft, WESA.
Chairman called the meeting to order and asked if there were any
corrections, additions or omis-sions to Minute No. 44 each member having received
a copy.
Moved by Mr. Gilmore, seconded by Mr. Raluso, that Minute No. 44 be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mar;. Gilmore n Yes,; Mr. MAacAra T, Yea.
Motion carried unanimously.
Special Order of Business;:
Roland Bourke, Executive Director of- the Redevelopment Authority,
presented to the Board a Resolution approving A proposal for redevelopment dis-
position parcel No. 13-A in the Donora Southgate Urban Renewal Area, Penna.
R-324, by Roll-R-Skate 11. Mr. Bourke outlined the details of the proposal.
Moved by Mr. Gilmore, seconded by Mr• Paluso, approving the foregoing
Resolution.

Mr. Paluso Yes; Mr. Gilmore - Yea; Mr. Mascara - Yes.
Motion carried unanimously.
Mr. Bourke also outlined other developments which have taken place in
the Borough of Donora.
William P. Sember, Executive Director of the Planning Commission, pre-
sented to the Board for their consideration and approval an Engineering Agree-
ment with McDonald Associates in connection with the Critical Bridge Inventory
study which will involve the inspection of County bridges. Mr. Sember stated
that of the 128 bridges in the County, 122 of them are eligible for this inven-
tory. He also stated that the project would cost $75,000 with the federal
government supplying $60,000 out of the Critical Bridge Inventory Program and
the County allocating $15,000 from its liquid fuels account. He noted that thew'
inventories will be completed by March 1, 1981.

Mr. Sember requested the Board's approval of this agreement pursuant to the
Solicitor's review.
Coroner Jackson made a few remarks in that he feels that too much
money is being spent for inspections and studies when it should be used for re-
pairs.
(A brief discussion followed).
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving an Engineer-
ing Agreement with McDonald Associates pursuant to the Solicitor's review as
per above.

The period of these contracts will be from December 1, 1980 -
September 30, 1981.
Chief Clerk presented to the Board a YCCIP Agreement with Washington -
Greene Community Action Corporation for the total of $56,000.00 to serve 5 youtzs
for the purpose of operating a Youth Community Conservation and Improvement
Project. The Contract period will be from December 1, 1980 - September 30,
1981. This Contract will be funded under CETA Title IV - Y.C.C.I.P.
Chief Clerk presented to the Board an amendment to the Agreement with
California State College. The purpose of the Amendment is to provide Remedial
Education in Technical Mathematics for CETA participants already enrolled at

California State College. The amount requested for authorization is $900.00
increasing the total Agreement to $65,213.25 funded under CETA Title II-B.
Amendment will provide 45 hours of instruction from January 5, 1981 through
January 23, 1981.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving all of the
foregoing Agreements and Amendment.

This
Chairman entertained a motion to pay overtime to Court employees re-
quired to travel to Lebanon County regarding the case of Commonwealth of
Pennsylvania vs. Henry Eugene Brown. No motion was made. I
Remarks:
Mr. Gilmore stated that the policy has been that Court employees
do not get overtime. They do not punch time clocks and there's still some
question as to whether they are governed by the Union Contract; therefore,
they should not get paid in this situation.
Chief Clerk announced that the County Offices will be closed on
Thursday and Friday, November 27th and 28th for the Thanksgiving Holiday; there-
fore the Commissioners Meeting will be cancelled. Also the Press Conference
scheduled for November 25th is cancelled. The Salary Board Meeting is re-
scheduled to Thursday, December 4, 1980 at 2:00 p.m.
Solicitor:
Solicitor DiSalle presented the following Tax Refunds to the Board
for their consideration and approval.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment
Office be authorized to prepare the following tax refunds due to either duplica-
tion or overpayment of real estate or personal property tax:

Solicitor DiSalle presented to the Board a Resolution increasing
the indebtedness of the County of Washington by the issue of a General Obliga-
tion Note in the amount of $40,946.00 for the purchase of three (3) xerox
machines as presented at the meeting on October 16, 1980. Solicitor DiSalle
recommended that this Resolution be adopted and ratified.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Resolution.

Motion carried unanimously.
The Board congratulated Solicitor DiSalle on his appointment as a
Superior Court Judge which will take effect sometime in December. Solicitor
DiSalle thanked the Board for giving him the opportunity to serve as solicitor.
