COMMISSIONERS Minute No. 46 Office of County Commissioners Washington, PA, December 4, 1080 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and mascara. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Linda Hands, Secretary; Richard DiSalle, Solicitor; Farrell Jackson, Coroner; Lou Lignelli, WCETA Director; J. Bracken Burns, EMS Director: Susan Neft, 6^TESA; Kim Kleinle, Daily Herald; Bob Sabot, WKEG; Jim Jefferson and Vickie Jones, WJPA; Jon Stevens, Observer -Reporter; Helen'Miller, League of Women Voters and George Eckert of Monongahela, Chairman called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 45 each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 45 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - $55,232.38 - Title XX Children & Youth Social Services - Contract #3063 - Period of 4-1-80 to 6-30-80 2. U. S. Treasury - $51,000.00 - Employment & Training Program 3. U. S. Treasury - $65,000.00 - Employment & Training Program New Business: Chief Clerk requested authorization to advertise for bids for ambulance rescue equipment and quick response units for EMS in connection with two high- way safety grant applications. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; TZr. Gilmore - Yes, Mr. Mascara - Yes. Motion carried unanimously. PALUSO, COMMISSIONERS ...., • ----___..__ ...ter- - - --- -- Remarks: ,Chairman stated that he would like to point out that, as of this date, no companies have been certified by the Commonwealth; however, we are hop- ing that any companies. that manufacture these machines will be certified in the near future. Chairman noted that the county can save approximately $80,000 over next year's prices by going through the bidding procedure this month. Chairman also pointed out that the bid award will be contingent upon final certification by the State. (Further discussion was held.) Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for electronic voting equipment as per above. Roll call vote taken; Mr. Paluso - Yes; Per. Gilmore - Yes; fir. Chief Clerk presented to the Board a Transfer Agreement between vJCHC and the Washington Presbyterian Home which has been recommended for approval by the Health Center Administrator. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the fore- going Agreement. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board a Drug & Alcohol Provider Agreement with St. John's ADR Center. The,term of this agreement shall be from July 1, 1980 through June 30,, 19P1. Moved by Mr. Gilmore, seconded by,Mr. Paluso, approving the Aaree- went with St. John's ADR Center as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk informed the Board that Eugene G. Painter has been recommended for reappointment to the Board of Directors of the County Conser— vation District for a four-year term (January 1, 1981 - December 31, 1984). 14oved by Mr. Gilmore, seconded by Mr. Paluso, approving the re- appointment of Eugene G. The term of the Amendment is for October L, 1980 - October 15, 1980. The purpose of the Amendment is to provide the full 26-week training period for a CETA participant who began training on April 14, 1980. The 70001 in Washington program will serve 75 youths and place 50 youths into unsubsidized employment for the contract amount not to exceed $90,000.00. The 70001 Charleroi program will serve 50 youths and place 35 youths into unsubsidized employment for the contract amount not to exceed $80,000.00. These contracts will be funded under CETA Title II-B. Terms of the above -mentioned Agreements and Amendments will he from December 1, 1980 through September 30, 1981. Moved by fir. COMMISSIONERS Solicitor: Solicitor DiSalle reported to the Board that he reviewed the Agree- ment with McDonald Associates for the Critical Bridgq Study which was presented by Mr. Sember at the last meeting and found everything to be in order. Solicitor DiSalle presented the following tax refund to the Board for their consideration and approval. Moved by P=fir. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office he authorized to prepare the following tax refund due to either duplica- tion or overpayment of real estate or personal property tax: August & Julia Alexy (1980 County Tax) R.
