Minute No. 47
Office of County Commissioners
Washington, PA, December 11, 1980
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso, Gilmore and Mascara
Also being present: Chief Clerk Dallatore, Administrative Assistant Davis,
Linda Hands, Secretary; Attorney Retos of the Solicitor's Office, Farrell
Jackson, Coroner; William Sember, Executive Director of the Planning Com-
mission; Roland Bourke, Executive Director of the Redevelopment Authority;
Charles Gillespie, Budget Director; Wayne Fleming, Director of the Tax
Assessment Office; Susan Neft, WESA; Kim Kleinle, Daily Herald; Jim Jefferson,
WJPA; Bob Robertson, Observer -Reporter; Bob Sabot, WKEG; Helen Miller,
League of Women Voters.
Chairman called the meeting to order and asked if there were any
corrections, additions or omissions to Minute No. 46 each member having re-
ceived a copy.
Moved by Bir. Gilmore, seconded by Mr. Paluso, that Minute No. 46
be approved as read.
Roll call vote taken:
Mr. Paluso - Yts; Mr. Gilmore - Yes; Mr. Mascara - Yes.
notion carried unanimously.
Special Order of Business:
Roland Bourke, Executive Director of the Redevelopment Authority,
presented to the Board a Proposal for the redevelopment of Disposition parcel,
No's 11 and 11-A in the Canonsburg Pike Street Area IV Redevelopment Project
by Factory Built Domes, Inc., which involves the construction of 24 townhouses.
Mr. Bourke outlined the project in detail.
(Some discussion was held).
(Mr. Gillespie entered the meeting).
Mr. Bourke presented to the Board a Resolution approving a Pro-
posal for the Redevelopment of Disposition Parcel No. 5 in the Monongahela
Business District Urban Renewal Project by George H. and Eva D. Straticros of
clonessen, to,ic', involves the construction of a commercial building.
Mr. Bourke outlined the project in detail.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the fore-
going Resolution.
Roll call vote taken:

Motion carried unanimously.

Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. U. S. Treasury - $135,000.00 - Employment and Training Program
2. Commonwealth of Pa. - $37,155.63 - Day Care Contract #9630 -
Month of October, 1980
Chairman recommended that Attorney Retos, of the -Solicitor's Office,
be appointed as Acting, County Solicitor until the beginning of the year, re-
placing Solicitor DiSalle who has been appointed to the State Superior Court.
Chief Clerk presented to the Board a Resolution authorizing the sale
of land known as the Women's County home which involves the conveyance of the
land and building to the Washington County Industrial Development Corporation
for industrial purposes.
moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Resolution
for the sale of the Women's County home as per above.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; nir . Mascara - Yes.
motion carried unanimously.
Chief Clerk informed the Board that the Administrator of the Washington
County health Center has recoruaended an increase in the Private Pay Rates to
for SNF and $50.00 for ICF.
Roved by Tyr. Gilmore, seconded by Mr. Paluso, approving the increase
in Private Pay Rates as per above.
Roll call vote taken:
13r. Paluso - Yes; Mr. Gilmore - Yes; TZr. Mascara - Yes.
Plotion carried unanimously.
Chairman Mascara announced today that the Proposed 1981 Budget is
available for public inspection and will be considered for adoption on "
December 31, 1980.
