The Board of County�Cormissioners met in regular session with the
following members being present: Commissioners Paluso, Gilr►ore and tzascara.
also being present: Chief Clerk Dallatore, Administrative Assistant Davis,
3udget Director Gillespie, George Retos, Acting Solicitor; Linda Hands, Secre-
tary- Susan Neft, WESA; Bob Robertson, Observer -Reporter- Bob Sabot, WKEC- Jim
Jefferson, WJPA; Kira Kleinle, Daily Herald; John Lucasey, KDKA-TV; Lucy Rea,
Girls Scouts; Lori Gordon, Robert Gregg and dike Bonehard, WJPA.
Chairman called the meeting to order at approximately 11:10 a.m. and
asked if there were any corrections, additions or omissions to Minute No. 40 ea&
member having received a copy.
Moved by fir. Gilmore, seconded by Mr. Paluso, that Minute No. 49 be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Iir. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Old Business: Bids
Acting Solicitor Retos recommended to the Board that the bid for the
Emergency Medical/Rescue Equipment be awarded to Conaway Enterprises, Inc.,
this being the lowest and most responsible bid received in accordance with
specifications.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid for Fmer-
gency Iiedical/Rescue Equipment be awarded to Conaway Enterprises, Inc. as per
above.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chairman recommended that the bid for the Electronic Voting Equipment
be tabled until further notice.
Remarks:
iir. Gilmore stated that there is still no certification from the State
and feels that the Board should take the allowed time that it can until awarding
the bid. He also stated that there is some question as to whether we can pur-
chase the equipment without the State approval and whether we can award a bid
pending State approval.

to table the bid for the Electronic Voting Equipment as per above.

Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. Commonwealth of Pa. - $185.25 - Child Support Program -
Incentives for October, 1980
2. U. S. Treasury - $150,510.00 - Employment and Twining Program
Chief Clerk announced that the IISA's Application for federal assistance
to the Department of Health and Human Services is available for public inspection
and comments in the Corlmissioners' Office. All comments must be received by
HSA by January 29, 1921.
New Business:
C hief Clerk informed the Board that rlcllahon, Kenneth, Baily & Associates,
Inc. has been recommended for reappointment as the County's Insurance Broker of
Record for t1ie year 1931.

went of a?ct'ahon, Kenneth, Baily & Associates, Inc. as per above.

Chief Clerk informed the Board that the following individuals have
been recommended for appointment to the I°III/MR Board for a 3-year term (1-1-81

Chief Clerk requested the Board's approval of an agreement with Sunset
Sales & Service for rental for Magistrate Martin's office in Claysville at the
rate of $425.00 per month effective April 1, 1981 thru December 31, 1985.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Agreement with
Sunset Sales &,Service for rental for Magistrate Martin's Office as per above.

Chief Clerk requested authorization to advertise for bids for duplicating
supplies.

Chief Clerk requested the Board's adoption of the meeting schedule for
1981 whereby all regular meetings will be held on every Thursday at 10:00 a.m.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the schedule for
meetings in 1981 as per above.

Solicitor:
Acting Solicitor Rletos presented to the Board the following tax refund
for their consideration and approval.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Tax Assessment
Office be authorized to prepare the following tax refund due to either duplica-
tion or overpayment of real estate or personal property tax:

Chairman recommended that the Board approve the following appointments
to the Washington County Authority:
1. Re -appointment of Reverend Raymond A. Cercone of Canonsburg
for a five-year term (Jan. 5, 1981 - Jan. 4, 1986)
2. Appointment of Peter Celani of Washington to the unexpired term
of James Boylan which expires December 31, 1984.
3. Appointment of Raymond Cappelli of Washington for a five-year,
filling the vacancy of Mr. Ralph Rozzi. (Jan. 5, 1981 - Jan. 4,
1986)
Ploved by Mr. Gilmore, seconded by Mr. Paluso, approving the appoint-
ments to the Washington County Authority as per above.
