Washington, PA, January 15, 1981
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso, Gilmore and mascara.
Also F)eing present: Chief Clerk Dallatore, Administrative Assistant Davis,
Budget Director Gillespie, Farrell Jackson, Coroner; Acting Solicitor Retos,
Linda Hands, Secretary; Susan Neft, WESA; Bob Robertson, Observer -Reporter.
Bob Sabot, WKEG Jim Jefferson, 1,7JPA; Helen "'filler, League of Women Voters
Lucy Rea, Girl Scouts.
Chairman called the meeting to order at 10:00 a.m. and asked if there
were any corrections, additions or omissions to Minute No. 50 each member having
received a copy.
Moved by Mr. Gilmore, seconded" by Per. Paluso, that Ttinute "?o. 50 be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes- Mr. Mascara - Yes.
Motion carried unanimously.
Old Business: Bids
Chairman recommended to the Board that they continue to table the bids
for the Electronic Voting Equipment until further notice.
Moved by Mr. Gilmore, seconded. by Mr. Paluso, that the Boarri continue
to table the bids for the Electronic Voting Equipment as per above.

Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. Commonwealth of Pa. - $18,214.86 - Day Care Contract #g630 -
rionth of November, 19 8 0
2. U. S. Treasury - $30,000.00 - Employment and Training Program
New Business:
Chief Clerk presented to the Board a Recording Camera Service Agree-
ment with the C. Edwin Hultman Company for the Recorder of Deeds Office at a cow
of $250.00 for the Period of 1-1-81 to 12-31-Pl.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Recording Camera Service Agreement for the Recorder of Deeds Office.

(Acting Solicitor Retos entered the meeting).
Chief Clerk informed the Board of a quotation in the amount of $5,9n0.01
from McDonald Associates for survey work necessary for the 250-bed addition to
the Washington County Health Center.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the quotation
from McDonald Associates as per above.
Roll call vote taken:

Motion carried unanimously.
Chief Clerk presented to the Board the 1981 Adult Probation and Juvenila
Probation Grant -in -Aid applications and an Aftercare Project Grant application for
their consideration and approval.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the application
as per above.

an Affirmativ: Zyction Policy for Tian,aicapped Persons who participate in the WCETA
program; said policy having been reviewed by the LEO Officer and the Personnel
Department.
Moved by 31!4r. Gilmore, seconded by Mr. Paluso, approving the foregoing PSE
Agreements and Affirmative Action Policy for Handicapped Persons.

Chief Clerk informed the Board that Lee Adamson and William Finley have been
recommended for reappointment to the Planning Commission for four-year terms
(1/81 thru 12/84).
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the reappointments to
the Planning Commission as per above.

Acting Solicitor Retos informed the Boar, of a judgment entered against
William J. and "�iarjorie B. Dartram. Ile recommended that the County Treasurer
be directed not to disburse any checks payable to these individuals unless
approved by the County Commissioners.
Acting Solicitor_ Retos also informed the Board that he accented service of
a law suit from Juanita Crow seeking Federal Court action which is a duplication
of the same case that involved State action concerning the individual who died
in Vie County Jail.
