COMMISSIONERS Minute No. 57 Office of County Commissioners Washington, PA, February 26, 1951 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso and Gilmore. Absent being: Commissioner Mascara who was out of town on government business. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Charles Gillespie, Budget Director, Farrell Jackson, Coroner, Linda Funds, Secretary, LuAnn Farrah, Isaria Scannapuco, Gregg Schwotzer and Shirley Warner, Representa- tives of VIP Board of Directors, Susan Neft, WESA, Bob Robertson, Observer -Reporter, Jim Jefferson, WJPA, Helen miller, League of Women Voters. Vice Chairman called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 56, each meraber paving received a copy. Roved by Mr. Paluso, seconded by !,Ir. Gilmore, that minute No. 56 he approved as read. Roll call vote taken: 11r. Paluso - Yes; Mr. Gilmore - Yes. 11otion carried unanimously. Special Or.xer of 'business: LuAnn Farrah of the VIP (Volunteers -in -Partnership) Program introduced to the Commissioners 11r. Gregg Schwotzer who nresente( the Commissioners with a certificate of appreciation for their support and contributions to the VIP Pro- gram. Old Business: Awarding of Bids Regarding the bids received for Markers and Flags for Veterans craves, Acting Solicitor Retos stated that he had revieV7ed the ?yids and recommended that the hici for t'.ie !"arkers be. awarded to F. Ti. Detwiler & Sons, this being the low- est and only responsi'j:)le ,-)i,- received. Concerning the bids for the Flags, Acting Solicitor Retos advise,1 the Board that there is a small monetary difference (approximately $273.01) between the two hid proposals; however, there is a suffi- cient c?if_ference l�etT,>>een the quality of the flags provided by the two different ,A(Iders. i1r. DETWILER & SONS, I:imberton, PA and the 'yids for t:ie Flags be awarded to COLLEGEVILLE FLAG & P.IFr,. COMPANY, Collegeville, PA as recommended by Acting Solicitor Retos. Roll call vote taken: !Zr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously. New Business: Concerning the TCETA Program, Chief Clerk presented to the Board for their consideration and approval an amended Title VI Agreement with Robinson `township for additional monies in the amount of 1525.00 due to recent wage increases. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the fore- going amended agreement with Robinson Township. Roll call vote taken: Nr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously. Chief Clerk presented to the Board an Agreement with Burroughs Corporation for an 1100 LPM Printer and Line Printer Control for the Data Processing Office. This would be a five-year contract at a total cost of $45,9A5.40 ($38,729.00 plus finance charge of $7,216.40). Moved by Mr. Paluso, seconded by Per. Gilmore, approving the Agree- ment with Burroughs Corporation as per above. Roll call vote taken: Mr. Paluso - Yes; Air. Gilmore - Yes. Motion carried unanimously. Chief Clerk presented to the Board for approval and execution the collective bargaining agreement with SEIU, Local 585, AFL-CIO, for the period of January 1, 1981 through December 31, 1983. REMARKS: Mr. Gilmore noted that there had been some discrepancies found on both sides in the final language of this agreement and that was the reason for the delay in getting the agreement executed. Ploved by Per. Paluso, seconded by Per. Gilmore, approving the Agree- ment with SEIU, Local 585, AFL-CIO, as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes. COMMISSIONERS Chief Clerk announced that until further notice the monthly Salary Board meetings scheduled for the last Thursday of each month are hereby can- celled; and that whenever a meeting is necessary, it will ';e called by the Chairman or at the request of those officials permitted by law to do so. Solicitor: Acting Solicitor Retos presented the following eight (8) tax refunds to the Board for their consideration and approval. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either duplica- tion or overpayment of real estate or personal property tax: 1. Acting Solicitor Retos presented to the Board for their considera- tion and approval a Contract with Greenlee Ambulance Service for an ambulance purchased by the County through a Federal Highway Safety Grant. This Con- tract provides that the ambulance service is responsible for all mantenance, insurance and the like. Shoved by Mr. Paluso, seconded by Per. Gilmore, approving the Contract with Greenlee Ambulance Service as per above. Roll call vote taken: TIr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously.
